Model RRs for Stenographer Grade II post in non-Secretariat Organizations was issued by DoPT through OM NO.AB-14017/8/2010-Esst(RR) dated the 18th May, 2010

A reference is invited to this Department OM of even no. dated 10th March, 20 10 enclosing the Model RRs for the post of Stenographer Grade II in Non-secretariat Organizations.

The matter relating to Skill Test norms for recruitment to the post of Stenographer has been considered. Staff Selection Commission (SSC) will conduct all skill tests in typing and transcription of stenography ‘only on computers’ from the Financial Year 2010-1 1 onwards. Accordingly, the entries pertaining to Skill Test Norms prescribed in the Col. 8 of the Model RRs for the post of Stenographer Grade I1 may be modified to include the Skill Test Norms ‘only on computers’ . All the Ministries/ Departments are, therefore, requested to amend the OM s for the posts of Stenographer Grade II accordingly.

Ministry of Home Affairs etc. are requested to bring the contents of this OM to the notice of their attached/subordinate offices also.

    I am working in a Sub-ordinate office (Customs & Central Excise)of Ministry of Finance as Stenographer since 1986. In 1999 I received Financial upgradation under ACP Scheme and my pay was fixed at 5500/- in 1999. In 6th CPC 5500-9000 was upgraded to 9300-34800 with GP 4200 wef 1.1.2006. In model RRs Steno Grade-III was merged with Steno-II with GP 2400/-. Financial upgradation was given to me after 20 years of my service in 2008 with GP 4600. Now there is a regular vacancy of Grade-I in our department. Grateful if anyone can clarify as under :-
    a) When a person is already getting GP 4600 then whether he can be downgraded to 2400 after the Merger of posts?
    b) After rendering 26 years of service I had not got a single regular promotion as yet except the ACP and MACP. Is i be elligble for regular posting as my department is of the view that since I had received upgradation from III to II after the merger in 2006 and for promotion from Grade-II to I, atleast 10 years of service is required. Is it correct. Kindly clarify?

  2. I am working as stenographer grade-II in the PAY BAND OF 9300-34800 with a grade pay of 4200 on the pre-revised scale of pay 5500-175-9000. Whereas the pre-revised scales of 5000-8000; 5500-9000; and 6500-10500 are merged and the grade pay is revised to 4600. It is applicable to me or not which may kindly be clarified.
