Ref No.6/F&A/C&C/630

26 July 2017

All the Companies (Supplying Goods, Cars, Two Wheelers and etc., to CSD)
All CSD Depots

CLARIFICATION ON ISSUED ‘SOPs’ TO ALL COMPANIES SUPPLYING GOODS, CARS, TWO WHEELERS IN IMPLEMENTATION OF GST

1. Please refer this office letter No.6/F&A/C&C/556 dated 20 July 2017.

2. It is once again clarified that only 50% of GST rates will be charged to URCs and authorized customers on purchase of other than AFD items and AFD items respectively. Though 50% refund mechanism is time consuming, CSD will take the responsibility of getting the same without charging URCs and end customers. This initiative has been taken by CSD to avoid time lags of benefit of 50% of GST rate to the authorized customers of URCs. However, cess will be levied totally in case of aerated drinks (Pepsi, Coco-cola etc) and cars at the applicable rates since no exemption has been granted towards cess.

3. All the Depot Managers are to educate the URCs and the end customers in case of AFD purchases on the above issue.

Dear Wg.Cmdr.R Purandar Sir, Why ESM- Smart-CSD Cards are closed without Prior Intimation / Notice wef : May, 2017 , But not the ECHS Cards ? That illegal action caused irreparable personal Loss & undue harassment to ‘ Gauravsenani’s – ESM /Veteran’s & Families / War-widow’s / Handicapped Retired- Pensioner’s / Senior Citizen’s on All-India Basis with Malafide intention to Grab every one’s Quota of Liquor & CSD Goods in the name of GST Etc. , without Beneficiaries consent , which amounts to ‘Theft , Criminal Breach of Trust & Extortion for Re-Paying of Rs.135/- for each Card’s + Fraud and Cheating innocent’s ? Hence this Prayer is to immediately Restore validity of all-Old-CSD Smart Card’s untill New Cards are send by Army-CMS within 3-4 Month’s and Refund their FEE Charged ! Besides Liquor Quota is alike Ration , which cannot be Un-Equal by Rank’s , at-least 06 (SIX) bottles for Each Vetera’s of Lower Rung’s with Wif’e’s Xtra be allowed as Entitlement for eash Family and Non-Drinker’s Record be maintained ‘who Buy & Sell to Civilian’s !!! With warm Regard’s and please treat this as National Interest Litigation ‘Notice’ in the interest of Veteran’s .
