Dear Affiliates,
You all are aware that INDWF is strongly and vehemently opposing the implementation of NPS by replacing OPS (Pension Scheme) w.e.f.01.01.2004. To organize Nationwide protest and programmes we National Council JCM constituents formed the JFROPS under the convenorship of Shri Shiv Gopal Mishra, Secretary Staff side and Joint Convenor Dr.M.Ragaiviah leader staff side of National Council JCM.
This JFROPS convened programmes and communicated to all constituents of this forum (Both Central and State Government unions& Associations) to join the protest programmes during the year 2023 in every month to scrap NPS and Restore OPS. Further the programme was Conducted to assemble at Ram Leela Maidan New Delhi on 10.08.2023 to protest the NPS in which lakhs of employees assembled at the historic agitation. Further, the representatives of JFROPS met the Hon’ble Minister concerned on the same day and submitted a memorandum of justifying the restoration of OPS for all employees.
As, a result of all the agitation programmes and nationwide agitation programmes and rally at Ram Leela Maidan on 10.08.2023, the Hon’ble Finance Minister of India on the last day of the winter parliament session 2023 announced in the parliament that a committee under the Chairmanship of Finance Secretary Government of India, Secretary Personnel, Secretary Expenditure, Chairman PFRDA were appointed to review pension system (NPS).

The committee will recommend how to improve the NPS for giving pension under NPS at par with OPS, this committee held 3 meetings with the Staff side members of the National Council JCM (Standing committee). During the meetings we Standing committee of NC JCM gave a detailed memorandum in which we have explained the very meagre pension paid to the employees who are appointed for a shorter period which is not beneficial to maintain the status after retirement therefore, we insisted the committee to ensure the following recommendations:
- Pension for NPS should not be less than 50% of their last drawn pay.
- The Dearness Relief should be granted to them like OPS employees
To justify this demand a brief and detailed memorandum was submitted after the JFROPS declared to go for indefinite strike against NPS from 1st May 2024 and Strike Notices were served to the authorities. The committee called the members of the Standing Committee NC (JCM) on 19.4. 2024 in which, after discussion it was assured that the committee has gone through and collected all the information and also confirmed that the employees served for a short/limited period are getting very meagre pension.
This will also be considered and the claim of the Staff side will also be considered accordingly, the recommendations will be submitted to the Government and before submission and finalization of the committee recommendations, staff side will be invited for further discussion based on this assurance the Indefinite strike was deferred which you all are aware.
Since, the committee has finalised their proposals, now, the staff side members of the National Council Standing committee are invited for a discussion on 15.07.2024 at North Block New Delhi under the chairmanship of Finance Secretary, we expect that the committee will positively consider and our proposals will be recommended to the government and the outcome will be communicated accordingly, to all the unions. We, expect the committee is likely to modify the NPS scheme by increasing the pension to 50 % on Last pay drawn and granting Dearness Relief also. After the meeting the final outcome will be communicated to all the unions.
