The First Meeting of Joint committee on MACP was held on 25-5-2010 . Altogether 8 issues related MACP anomalies were discussed in the meeting.

The MACPS (Modified Assured Career Progression Scheme) order was issued on 19-5-2008. Since then all the Central Government Employees Federations, confederations are demanding that Grade Pay of the next Promotional Post to be granted under the new MACP Scheme instead of granting next higher Grade Pay in the revised Grade Pay Hierarchy.

Now it has been informed through the circular published by confederation that the above said core issue of MACP was taken for discussion in the meeting. Staff side pressed for placement in the Grade Pay of the Promotional Post instead of next higher Grade Pay in the hierarchy of revised Pay Band and Grade Pay. It was insisted because the career progression only means the promotion in the hierarchy and not to a Grade Pay which is not present in the hierarchy of the respective department.

But after that, it is believed that the Staff Side also gave an alternative that first two MACPs after 10 and 20 years should be to the next promotional post as per the hierarchy of respective department as under the erstwhile ACP scheme and thereafter the third MACP in the next Grade Pay of the Revised Pay Band and Grade Pay.

Why should the Staff Side compromising their position of demanding promotional Grade Pay under MACP,by suggesting that first two MACP should be in promotional hierarchy and third MACP can be in Grade Pay hierarchy

  1. i think individual should empowered by giving choice of option in btwn ACP and MACP than gov will automatically understand the lose in MACP scheme

  2. Overlooking seriously on the issue of higher perks to junior than the senior is absolute immoral and illegal also. Although,speaking about seniors and their skills in earlier or backdays is sometimes pronouncing, seniors work or services are treasures to the upcoming or forthcoming years and to the young society in comingdays,just limiting to the speeches,when the question of payment on equality arises there was no answer and silently proceeding without caring for providing better remunerations,even after decades of reforms taken by the implementing paycommissions and recommandations. For example, in cadre of accountants and senior accountants in the department of I.A & A.D. firstly,paycommission advise for pay of 1640/- has been ignored,accepting as ommission and completely denied to be effected for years together and passedover to the dustbin even the pronouncement of SUPREMECOURT judgement,atlast. It is a main and important topic to the finance department to take the issue to justice to these cadre atleast throw merger of 5500/-into 6500/-and allow gradepayband of Rs.4600/-as a genuine fact.

    Counting 50% of service rendered by casual labour who attained
    temporary status for reckoning the 10,20 and 30 years of service
    under MACP scheme.
    Orders already exist for treating 50% of Temporary Status Service for
    reckoning 12 and 24 years of service under earlier ACP Scheme. It is
    therefore proposed that similar provision may be made in the conditions
    of MACP scheme as well.
    It has been mentioned in the DOPT OMNo.35034/3/2008-Estt (D)
    dated 5.11.2009 that Casual employees (Including those granted
    Temporary status) shall not qualify for benefits under the MACP
    Scheme. This may suitably be modified that Temporary Status Casual
    employees who have been given regular appointment as group D / C
    employees are eligible for benefits under MACP Scheme and 50% of
    service rendered as temporary status casual labour would be reckoned
    as regular service.
    Item No.23
    In case of Casual Labours, only 50% of the services from the grant of
    Temporary Status and regularization is counted on Indian Railways. It
    is noticed that many a time, lot of delay is taking place in granting of
    Temporary Status to casual labours in Construction and Projects.
    Therefore, their full services should be counted for the benefit of
    MACP.
    Item No 5 and 23 were
    clubbed together.
    After detailed
    discussion in the
    matter, it was decided
    that the matter may be
    delinked from the
    agenda of the Joint
    Committee on MACPS
    and be examined
    separately on file.
    5. Item No. 6 – Supervised staff placed in higher Grade Pay than that
    of the supervisor.
    As a result of grant of 3rd MACP supervised Staff have been placed in
    higher Grade Pay on or after 1.9.2008 whereas their supervisor is still
    in the lower Grade pay as he has not completed even 10 years of
    service.
    By way of illustration the following case is presented below:-

    Mr. ‘Y’ is not only the supervisor of Mr X he has qualified in S.O.G
    Examination whereas Mr. X has not qualified in such examination.
    The result is that Mr. X not only in the higher Grade Pay than that of Mr.
    Y, he is drawing higher rate of transport Allowance and is getting higher
    class of travel (Air Fare) and higher rate of Daily Allowance when on
    tour with Mr. ‘Y”.
    This is certainly a grave anomaly. To rectify this anomaly it is proposed
    that as has been done in the case of section Officer of Central
    Secretariat, Section Officer (Mr Y) may also be granted the PB-3 Grade
    Pay of Rs.5400 on completion of 4 years of service.
    To sum up it suggested that an exception may be made in the MACP
    Scheme whereby in the event of a supervised personnel gets fixed at a
    higher Grade Pay under MACP, the supervisors (concerned) should
    automatically be granted non functional Grade Pay in which the
    supervised staff is fixed.

    I was appointed in Dec 1987 (KVS, M/o HRD, Govt of India) (Shifted to Autonomous organisation under M/o MSME, Govt of India in the year Dec 1989, through proper channel) in the scale of 1400-40- and got the promotion in the year Oct 2001 in the pay scale of Rs.5500-9000 (Group B post). I will be completing 23 years by Dec 2010, So far I have not got any ACP/MACP except one promotion in Oct 2001. Now I am in the Grade pay of Rs 4200/-. When I will get ACP/MACP and scale of Pay after up gradation. As per Government decision that employees are permitted to revise their initial option up to 31.12.2010, If I get ACP/MACP, can I avail the revised option, so that I can get pay scale 9300 with Grade Pay of Rs 5400/-. Pl clarify.

I refused promotion as AAO offered to me during Sept. 2005(i.e. after 3 months of completion of 30 years of service). I had completed 30 year of service on 21.6.2005 and 10 year of service as Asstt. on 27.4.2003. As per para 25 of MACP kindly advice whether I am eligible for 3rd financial up gradation on 27.4.1993 (i.e. 1.9.2008 date of implementation of macp) as my office has not granted me 3rd financial up gradation with the view that I had refused promotion offered to me during sept., 2005 whereas I had been stagnated to the post of Asstt. on 27.4.2003.

  10. I JOINED IN 2/78 IN THE SACLE 4000/6000 & PROMOTED IN 2/89 IN THE SACLE 5000/8000. I HAVE NOT GRANTED ANY MACP PL REPLY THAT WHEN MY MACP DUE & GRADE PAY.

After implementation of macp, JE’s of CWC ( central Water Commission)who had completed 24 year service before 01.09.2008 are getting Rs 5400 Grade Pay whereas after 01.09.2008 are getting Rs. 4800.After completion of 30 years service they will get Rs. 6600 Grade Pay (macp III) and we will get Rs. 5400 grade Pay ( macpIII). In the same post Grade pay’s are different.What is the way to solve the such type of anomaly in grade pay in the same post of Junior Engineer of CWC?.Kindly inform

    1. I would like to put forth the following few lines regarding grant of financial upgradation under the newly introduced MACP scheme, with a request to render justice to all those officials, like me who have been rendered to gross injustice, due to grant of financial upgradations to some junior officials overlooking the number of years of service rendered by them .

    2. I joined the Department of Posts, on 25.02.1991. I got my financial upgradation under TBOP scheme on 25.02.2007, correctly on completion of 16 years of service. I will be completing twenty years of service in 2011 and will be eligible for the second financial upgradation under the newly introduced MACP scheme in 2011.

    3. Whereas in the Circle, where I am working, second financial upgradation under the MACP scheme has been given to some officials who are junior to me in service and are completing twenty years of service after me. This financial upgradation has been allowed to them on the context that they have completed ten years in the same grade pay.

    4. When TBOP / BCR scheme came into effect, the financial upgradations were granted under this scheme to those officials who had completed 16/26 years of service. These financial upgradations were allowed to those officials also who had not completed 16/26 years of service but stood senior in the gradation list, when compared to an official who completed 16 years of service and got financial upgradation under TBOP (this official was ranked junior in the gradation list because he/she came to this Circle on transfer under Rule 38). The officials who were placed above this official, in the gradation list were given financial up gradation under TBOP from the date from which the junior official became eligible for financial upgradation under TBOP / BCR.

    7. The officials whom I have stated to be my junior (their Date of entry in service being 1992 and thereafter), were also granted financial upgradation under TBOP scheme based on the gradation list seniority and not by virtue of their service. Even though we have been working in the same Department, we were not extended this upgradation, simply because we joined the Circle at a later date.

    8. The Postal Directorate in its orders contained in letter no. 22-6/2000-PE.I dated 17.05.2000, issued in supercession of all the previous orders, reiterated that TBOP and BCR schemes are based on the length of service of the officials concerned and not on the criterion of seniority. Seniors in the gradation list therefore cannot claim higher scale of pay on par with juniors if they have got higher scale of pay by virtue of their completion of the prescribed period of service i.e 16/26 years respectively. In other words, TBOP / BCR schemes are not promotions against the norm based posts but are only placements in the T/S pay on completion of 16/26 years of service respectively.

    9. All such officials as mentioned above who did not complete 16/26 years of service and were given financial upgradation under the TBOP / BCR scheme based on the gradation list seniority, continue to enjoy the pay benefit as a result of this anomalous upgradation.

    10. I did not claim any stepping up in view of the Directorate instructions in this regard and with the only hope that on completion of 26 years of service; I will become eligible for financial upgradation under BCR scheme, earlier to these junior officials.

    11. In the meanwhile, the Sixth Central Pay Commission has recommended Modified Assured Career Progression Scheme (MACPS) for all Central Government Civilian Employees. This scheme came into operation with effect 01.09.2008 as per the instructions issued in this regard by the Postal Directorate, vide letter dated 18.09.2009. In Para 1 of the Salient features received alongwith the above mentioned instructions, it is clearly stipulated that there shall be three financial up gradations under the MACP scheme counting from the Direct entry grade on completion of 10, 20 and 30 years of service respectively. More over the grade pay system came into effect from 01.01.2006, on implementation of Sixth Pay commission. There after on introduction of MACP scheme, the grade pays are required to be worked out right from the date of entry in service.Even though instructions are clear, the procedure adapted in this Circle, in granting financial upgradations under MACP has resulted in senior officials getting such financial upgradations at a later date and also getting lesser pay. Not only this, it will lead to claiming of the third financial upgradations under MACP, by such officials, once again at an early date.

    Sir, I feel this is a gross injustice to many more officials like me who are working in this Circle. Sir, though I have given a very lengthy version of my case, I request you to kindly go through this guide me and many more officials like me as to whether the procedure followed in this Circle is correct and whether there is any remedial measure for this.

I superannuated on 30.09.2009,as Hindi Officer without any promotion since 23.02.1989 prior to that I was in the pay scale of 6500-10500/- and erronious ACP granted to Rs. 7500-12oo/- scale,under 6th cpc the post of H.O.has been upgraded to Group A-Placing in the PB-3,(Rs.15600-39100)with Grade pay of Rs5400/- pay was fixed accordingly,I was appointed as Jr.Hindi Translator on 10.05.1980 since then I got only one promotion as H.O.(Grp-B Gazetted)on23.02.1989, As per the MACPs Order dated 19th May 2009, I am eligible to get my 2 MACPs (i) w.e.f.01.09.2008 – Grade pay-Rs.6600/- & (ii) w.e.f.24th. Feb 2009 Rs.7600/- as per the ILLUSTRATION Table- Para 28(A)(i)&(ii), I superannuaredon 30.09.2009 without a single Financial upgradation. A number of reminders have been issued to the Secretary, Ordnance Factory Board,M.of D., Kolkata, still I am incurring a regular loss of
    pensionary benefits. Authorities are requested to kindly look into this aspect and do the needful. This is not the only one isolated case but my other 2-3 collegues are also suffering. Kindly issue clarifications/directives to the Chairman,O.F.Board,Kolkata:700001.

    The MACP for the Group “A” officers of the Organised sector is very confusing. A Junior Engineer,after 30 years service in CWC is getting/fixed Rs.6600/ as grade pay and a AEE/AD after 30 Years service is getting/fixed only Rs.5400/ as grade pay which is not fair. The benefit is denied only due to promotion ? So the Group “A” officers in DPC cadre of CWC also be given MACP benefit please.

    higher posts.
    in this way persons working have already got gazetted promotion .
    after getting 5400 grade pay.

    The placement for MACP has to be definitely in the Grade Pay of the Promotional Post instead of next higher Grade Pay in the hierarchy. There are cases who must have reached three grade pay in the hierarchy and still stagnating.Therefore, the committee should insists the government to extend promotional grade pay only otherewise many employees will be deprived if it is grade pay in the heirarchy. further,those who have got ACP/promotions and still are stagnating for more than ten years the same grade pay should also be considered for the next promotional grade pay. This type of cases is possible in the case of employees who are likey to put in forty years of service.
    For all priactical purpose this may be like his fourth promotion. The committee may also look into this aspect.

    and grade pay promotion.

    than grade pay hierarchy :

    4800 grade pay in promotional hierarchy and also get arrears from

    2008 i think the anomaly committee members selected this option.
    the eligible grade pay in grade pay hierarchy is 4600.

    and on promotion he will get 4800/if acp and macp is exercised than
    540 grade pay will be applicable.

I hope the staff side in its next Joint Consultative Committee Meeting reiterates its position on 3 MACP progressions in the promotional Grade Pay and retreats from an alternative suggestion given in its earlier meeting of first two progressions in promotional Grade Pay and the third in hierachy of Grade Pays in the larger interest of its staff members.

    Otherwise there will remain no difference between the earlier two progressions under ACP and those being suggested under new MACP.

  21. This is not fair. If Govt. is planning to change the system of MACP to Cadre Based, all the three ACP promotions should be Cadre Based i.e. to the promotional posts instead of Grade Pays. This will resolve the problem.
