The issue regarding taking treatment in private recognized hospitals without referral of AMA was examined in HQrs office on a reference received from CDA Chennai. In this connection it is stated that the practice of insisting upon the referral of AMA before taking treatment in private recognized hospitals is correct and as per provisions of CSMA rules

Most of the AMAs are general physicians and good at handling cases like cough, cold fever etc. but found wanting in treatment of most of the ailments beyond what is commonly occuring ailment. When it is known even to the patient that the ailment from which he is suffering cannot be treated by the AMA then there is no point in approaching the AMA for referral as that would be wastge of time for both the patient and the AMA. Additionally, fee has to be paid to him for having referred the patient which is an unnecesary burden on the patient and later on on the government. Therefore, this system of getting reference should be done away with immediately. Its ironic that while the government has shown full faith in its citizens while announcing various relaxations in their daily dealings with the government, the same faith doesn’t appear to be there vis-a-vis the government servants who are forced to follow useless outdated procedures while making reimbursement claims. It will be really nice if the government shows the same faith with its employees when it comes to their personal problems like medical issues, etc.
