Meeting of National Anomaly Committee will be held on 15th Febraury 2011.

The secretary general of Confederation of Central Government Employees Sri.K.K.N.Kutty has informed  in his blog that the meeting of National Anomaly Committee will be held on 15th February 2011.

Hence it is believed that many issues will be sorted out in this meeting itself since the expectation is very high over the out come of this meeting.

It is expected that the  issue of Granting one increment to the employees whose increment date falls between February to June in the year of 2006, as a one time measure will  be finalized in this meeting.

Anomaly in fixation of pay between direct recruits and  promotee  is also to be Settled in this meeting

    As the posts of Hindi Officers in all attached and subordinate offices, who were earlier in the same scale as that of Private Secretaries in subordinate offices, have been upgraded to grade of Rs.5400/- in Pay Band-3, I request all the Private Secretaries in subordinate offices to fight together to grant us the same grade pay of Rs.5400/- in Pay Band-3 on the same analogy as to Hindi Officers. Both the posts of HIndi Officers and Private Secretaries in subordinate offices were in the same scale of Rs.6500-10500 carrying Group B Gazetted status.

    How long we will have to wait for the order/clarification form DOPT or any concerned department for fixation of our pay in this ground.(10 months hav been passed, I got the promotion as Assistan in New Delhi,MOUD.)
    “Those who have got ACP on and after 1.1.06( I have got 1.9.06)with pay 6500/-(revised) as UDC and which was again revised as 7450/-. Now after Promotion to Assistant (1.9.10) what will be my pay fixation? And am I not eligible for getting the benefits of ACP arrear as on and from 1.9.06 in the revised scale?If not, how other who are junior to me are getting that benefits? My MACP will comes on 2012 then what will be the benefits of ACP?

    My office is playing a mute role with not allowing my representation forwarding to DOPT or giving any reply on my several letters and reminders on the above issue.What shall I do now? Any body can suggest me or raise this issue to DOPT for finalisation of this case? I am sure as my dealing assistant is not oncerned with this benefits so she/he is intentionally not replying my letter or forwarding my representation to DOPT.

    10 months have been passed.Are DOPT not in position to reply,whether I will get the benefit of pay fixation as promotee Assistant (1.9.10) on and from 1.9.06 as ACP holder or not?.

    How much time they will take to solve the problem and what wil be of those junior ACP holder UDCs who have got the benefits of revised pay (fixation for Rs.7450/-) with arrear pay on and from 1.9.06.

    Have they will return the benefits with arrear, if not, why it is delayed for our / my case? It is also strange that, my office Admn. is also playing a tricky roll , they nither forwarding my reperesentatin to DOPT nither replying on my letters and reminders to them as I may go for justice..I don’t know what is their intention not to allowing me such benefits where same ministry junior staffs are enjoining that. benefits.

  4. When is the fourth meeting of NAC. Whether Increment anomaly will be resolved. NAC tenure ended on 31/3/2011 or is there further extension to it. If not our Associations should initiate legal course to get justice to those whose increment falls between Feb to June before VI pay commission.

    How long I shall have to wait for the decision of my pay fixation from 1.1.06 as ACP holders. 10, months since been passed I have joined to Delhi as Assistant from Kolkata.A financial hardship is going on due to my double establishment.No body bothers, even after our administration section is not showing minimum responsibility on replying my several reminders on “MY PAY FIXATION” or arrear pay of GP. from 1.1.06. Please say only few wordas i.e You are eligible or Not eligble. Ashis.

  6. Since long, Jr. Stenographer in the payband of Rs. 5200-20200/- grade pay of Rs. 2800/-has been neglected from the implementation of fifth paycommission. In the changed scenario, paltry grade pay of Rs. 2400/- is humaliating and ridiculous to our grade. As there is no difference of work between other category of stenographers, why should jr. stenographer remain in the grade pay of Rs. 2400/- after being burdened with high responsibility. So, intial grade pay should be Rs. 4200/- in the category of jr. stenographer

    Respected Sir,

    The Meeting of National Anomaly Committee will be held on 15th Febraury 2011. Kindly note that Stenographer Gr.III who has been merged to Stenographer Gr.II. Stenographer Gr.II Grade Pay is Rs.4200. DOP&T has only changed the designation without any benefit.

    Therefore, Kindly grant Grade Pay of Rs.4200 instead Gr.P.Rs.2400/-. I am setting late up to 700-800 PM and coming office moring at 9.35 A.M. Stenographer’s duty is very responsible job. Myself doing all work just like P.A. and also doing the outside work as and when alloted by the Officer. Nowawdays Stenographer is atteding the duty of IAS officer which is very responsible duty. Now there is no difference P.A. and Stenographer. Because the work /duty is same. Therefore, I humbly request DOP&T to look after the matter very symphatically and grant the Grade Pay Rs.4200 instead Rs.2400/-

    I hope DOP&T will consider at this anomolay committee meeting.

    To whom it may concern.

    Sir,

    I don’t know who will help me or give me correct information/order etc. related to my quarries.
    I have joined in Delhi from Kolkata as Assistant.CSSS under M/O.UD on 3.9.10 with 5 of my friends and till date no pay fixation has been made to me where others have got the benefit of Promotion with their pay fixation(on and from 1.9.06 as 2nd ACP holder) and Arrear pays.Inspite of several representations no responces have yet been received by me from my Administration Section.

    MY case history is this, that, I have got 2nd ACP on 1.9.06 and my pay was fixed as 6500/- and G.P.4200/-.This pay was revised again as 7450/-instead of 6500/- and G.P 4600/-.

    My friends from Kolokata who have joined as Assistant with me in Delhi in deffierent Offices under this Ministry and my Junior UDCs of Kolkata & Siliguri(Near about 15 persons)( Now got the adhoc promotion of Asstt. recently) have got the benefit of revised pay of 7450/ with G.P.4600/-as per date of their 2nd ACP(Now I am only getting the above G.P of Rs.4600/- from 1.9.10) and Arrear pay on and from 1.1.2006 or thereafter.
    My quarries are this, that, those who have got ACP as on and from 1.9.06 as UDC, are they not eligible for getting the benefits of pay fixation on revised scale of 7450/- with arrear benefits as on and from that date i.e. 1.9.06

    If yes please,help me by sending an order or etc to my office Admn,MOUD,Nirman Bhawan,New Delhi.And or if not then, how my juniors from Kolkata and others are getting the same financial upgradation benefits with Arrear pay from 1.1.06.

    Again my only one simple question, those who have got 2nd ACP as UDC on and from 1.1.06 are they eligible for gettinhg the pay fixation benefits of revised pay and Arrear pay as on and from that day i.e 1.1.06 or not? and whether my pay fixation will be or not in future.

    Dear Sir,

    Please take step to rectify the anomaly pointed out by AIFUCTO and addressed to Honourable HRD Miniser regarding incentive for Ph d degree in fifth Pay Commission and Sixth Pay Pay Commission. Sixth Pay Commission has simply made the Ph D holders before 1.1.06 as useless which is highly demoralising.

    As am working is IITM since 3rd November 1997 in the pre-revised pay scale of Rs.6500-10500/-. As per recommendation of 6th CPC, my pay was revised in PB-2 (9300-34800) plus GP-Rs.4800/- but there is no further financial up-gradation though I have completed 13 Years 4 Months service.

    Section Officers / Private Secretaries working in the Ministries have been placed in the Grade Pay of Rs.4800/- and after completion of 4 years of service, they would be given the grade pay of Rs.5400/-.

    Section Officer / Private Secretaries post is a common category post. Section Officer / Private Secretary working in the ministries are doing the similar work what Section Officer / Private Secretaries performing in the subordinate offices / autonomous bodies and other than ministries. The employees of subordinate offices/ autonomous bodies have been severally downgraded and put them behind 10 years(keeping in view the financial up-gradation under MACP to be given after 10 years). This is not natural justice.

    As per the 6th CPC, as we all know, Govt. of India has placed the employees of subordinate offices/autonomous bodies, who were earlier in the pre-revised pay scale of Rs.6500-10500/-, in the grade pay of Rs.4600/-. Those who are working in the Ministries have been placed in the grade pay of Rs.4800/- and after completion of 4 years of service, they would be given the grade pay of Rs.5400/-.

    In some subordinate offices / autonomous bodies, Section Officers / Private Secretaries has been placed in the Grade Pay of Rs.4800/- and after completion of 4 years of service, they would be given the Grade Pay of Rs.5400/-, on the Basis of “Equal Work Equal Pay”. Should it not be implemented in every subordinate offices / autonomous bodies for Section Officer / Private Secretaries.

    There should also be a immediate provision for Section Officers / Private Secretaries working in subordinate offices / autonomous bodies, Section Officers / Private Secretaries to placed in the Grade Pay of Rs.5400/- at least at par with CSS/CSSS or after completion of minimum five years continuous service of 5 years(if not after 4 years).

    Therefore, I humbly request the concerned authorities to kindly consider Extending Grade Pay of Rs.5400/- after at least 5 years of service to those who are working in the Grade Pay of Rs.4600/- in subordinate/autonomous bodies as Section Officer/Private Secretaries and place the agenda in the ensuing meeting of the Anomaly Committee so that they may come out of the depression.

  11. The implementation of sixth pay commission to Assistant Professors in IIM/IITs want in wrong way. All the directors assured to all faculty association that fitment table available on September, 2009 was a temporary one. The final one never came from Ministry of HRD or BoG of IITs where AUTONOMY sounds well at all time. Some faculties joined in IITs with 3 to 8 years experiences with minimum 2 increments at that time but where as some faculties joined as fresh with minimum scale 12000 without any experiences.
    After the implementation of sixth pay, the person with 8 years experiences and the new faculty without any experiences are getting same salary !!!

    Other fact is that some faculty joined in 2008/2009 has 2/3 increments during the recruitment during 2008. Their increments have no value. But the BoG of IIM/IIT appointed new faculties in 2010 are given 2/3 increments based on their increments. That means with same experiences if you joined in late 2009 in IIM/IIT, you are loosing your increments where the later recruits are benefited in 2010 as they joined after the sixth pay implementation. Thats means with more experiences, you are paid less due to anomaly in the pay fixation. This has to be settled carefully by taking all experiences of faculties after Ph.D. or retain their increments those have joined after 1.1.2006.

    It is indeed most sordid image of the anomaly committee not allowing an increment to the employees at the earliest as few of them have already retired and most of the employees have been waiting to get their due in right time. It is high time for the anomaly committee to declare the same with a specific instruction that the employees those who is eligible for the due to get their due arrears amount within a stipulated period. So that why a person would be deprived of his due without his mistake? Supreme court has also said in this regard in many case case laws concerning the violation of fundamental right of a person. What happened today? Let the same be circulated to all the offices. Thanking you.

    Sub: Request for issue of orders to exercise revised option for pension – Regarding.
    I wish to submit the details of the pension anomaly for your kind perusal. I was absorbed in ESI Hospital K.K.Nagar in 1995 with 28 years service in the State govt of Tamilnadu, Chennai. I was entitled to serve further for a period of 13 years in ESIC. There was an option (a) to receive pro rata retirement pension benefits or (b) continue to have the pension benefit of combined service under Parent department and in ESIC on absorption. Since the option shall be exercised within six months and I desired full pension, I opted (b) for combined pension benefits. Pension benefit for my past service was paid by Parent Department to ESIC.

    But the various pension rules amended subsequently have extended the following additional pension benefits to the employees opted pro rata pension, discriminating employees opted for combined service pension counting past service.
    1. Restoration of 1/3 rd commuted pension to the employees who opted for lump sum payment on absorption along with Dearness Relief wef 1999.

    2. Dearness Relief on pension from 1999 to all pro rata pensioners.

    3. The VI Central Pay Commission has granted full pension for 10 years service.

    Had the Government of India allowed the above pension benefits at the time of my absorption itself, I would have opted for pro rata pension. Now I have rendered more than 13 years service in ESIC and for that alone I am eligible to get full pension. The pension benefits paid by parent department is nothing but an extra income to ESIC where as I am deprived of getting the amount due to me. Thus, I am put into loss by virtue of the option exercised on absorption for counting past service as per the then pension rules. In order to rectify the discriminations whenever experienced in the unforeseen circumstances, such as change in pension rules, court orders, pay commission orders, condition of service etc, Government will usually provide an option to all concerned employees to exercise in the light of new rules so that there could not be any anomaly in the benefits due to them.
    If my request for revised option is considered, there is no loss to parent department or Autonomous body. Pension Rules need not be amended at all.Only permission for revised option.Further I submit that many departments, including ESIC, have not taken initiatives or steps to set up their own anomaly committee to sort out the problems of their employees. So, I request the respected members of NAC to give importance to this item and do something needful for settling the anomaly.

    Since no option is given to the absorbed employees’ opted (b) for combined service pension like me, I request you to kindly cause necessary action for the issue of suitable orders permitting me to exercise revised option for pro rata pension / lump sum payment on absorption with admissible interest as collected from Government servants who opt for counting past service at a later date.

    I want to draw your kind attention towards the Ministry of Finance, Department of Expenditure OM’s No.7/23/2008-E.III.A dated 7th October, 2008.

    I have been working in the pay scale of Rs.5000-150-8000 w.e.f. 30-4-2003 and the provisions of Part-B of the First Schedule of 6th Pay Commission have to be implemented as applicable in case of Autonomous Bodies of Central Government, therefore, I need to be placed in the higher pay scale of Rs. 6500-10500 with effect from 1.1.2006, the date of implementation of 6th CPC.

    Hence, your Goodself is requested to kindly look into the matter and arrange to implement the Part B of the First Schedule of the 6th Pay Commission recommendations in National Power Training Institute (NPTI), An Autonomous Body under the Ministry of Power, Govt. of India, in case of employees who have been working in Organizations outside the Secretariat in the pay scales of Rs.5000-8000 (pre-revised) and to be placed in the higher scale of pay of Rs.6500-10500 (Pre-revised) in the Autonomous Bodies.

    Kindly include it in the forthcoming National Anomaly Committee which is going to be held on 15-02-2011.

  16. dear sir,Here I would like to bring in your kind attention of a big anomaly generated among my self. sir, i regularised class iv staff from 1994 in pandit jawaharalal nehru college of agriculture and research institute , karaikal u.t. of puducherry. i have completed B.A., (eco), B.Ed., type writing highrt grade (english) and computer dip. certificates. now i did not get any promotion? whether i able to get any increments. If any corresponding rules kindly send my mail id.

    As we all know, Govt. of India has placed the employees of subordinate offices, who were earlier in the pre-revised pay scale of Rs. 6500-10500/-, in the grade pay of Rs. 4600/-. Those who are working in the Ministries have been placed in the grade pay of Rs. 4800/- and after completion of 4 years of service, they would be given the grade pay of Rs. 5400/-.

    The employees of subordinate offices have been downgraded and put them behind 10 years (keeping in view the MACP to be given after 10 years). There should also be a provision to give them the grade pay of Rs. 5400/- at least after 6 years of continuous service (not after 4 years). Therefore, I humbly request the concerned authorities to kindly consider providing grade pay of Rs. 5400/- after at least 6 years of service to those who are working in the grade pay of Rs. 4600/- in subordinate/autonomous bodies as Private Secretaries/Section Officers and place the agenda in the ensuing meeting of the Anomaly Committee so that they may come out of the depression.

    Here I would like to bring in your kind attention of a big anomaly generated among organized Group-A services after 6 th CPC recommendations, Government acceptance and DoPT order thereafter. 6th Pay commission has recommended Pay Parity to Officers of Organized Group-A with IAS. Seeing all the actual facts about pay parity recommendations, Govt acceptance & DoPT orders for Ministry/ Dopt etc, it seems that pay parity with IAS in terms of non-functional up gradation is creating more disparity among organized Group-A services especially to those are highly stagnated at lower level instead of providing some relief in financial terms. Here I would like to put one example before putting facts:
    An Engineering service Officer batch-1989 ( UPSC Exam-1988) is serving in Rs6600/- grade STS( due to high stagnation at JTS level as well as STS and above ) and Engineering officer of same batch (same UPSE IES Exam-1988) is serving in Rs. 8700/- (JAG) and implementation of so called pay parity under existing circumstance will upgrade STS (Rs. 6600/-) serving Engineer to Rs. 7600/ grade ( STS Non-functional) while other will upgraded to SAG grade Rs 10000/-. What is a pay parity? Is it parity and compensation to officers of a service highly stagnated and fall back option? This may be condition in other organized group A Services at other levels also.
    Please Consider the following points in addition to other facts already brought to your kind notice for Pay parity with IAS & other organized Group-A Services .
    1. Sixth CPC Report (Original)
    (a) Para 1.2.13
    (b) Para 3.3.12
    (c) Para 3.4.3
    (d) Para 6.1.4

    (a) Point no.(i)- same grade non-functional basis while 2(ii) above (Higher pay scale on non functional basis.
    (b) Circular point no.-(iii) and its annex point no-(ii)
    (c) Circular Annex point-2: (not bestow any right to the benefit for promotion or deputation
    (d) Circular Annx point-3 :prescribe eligibility criteria wile 6 CPC recommended Batch Parity without any extra terms and conditions.
    (e) Circular Annex Point-10 : Pay Parity is fall back option only.
    (f) Circular Annex Point-11 says eligibility on 1st Jan of the year to get NFU with date of IAS officer (2 yrs or more junior) deputed at centre in that year not with earlier posted IAS officer at centre 2years or more junior under pay parity.

    Clarification of Batch of Officer of Organized Group-A service. Officer selected by same year UPSC exam may be allotted batch year as per their joining year. Dependent upon postal Deportment for Remote/difficult areas belonging Officers may loose one year.
    (IV) OM : AB-14017/64/2008-Esst. (RR) dated 19-06-2010

    (i) DoPT accepts the appointments to various grades should not exceed 2 years between IAS and other Organized Grop-a services- as it is recommended by 6 CPC and accepted by Govt ( kindly refer point 2-(ii) above).
    (ii) Batch of other Organized Group-A Service Officers has been clarified as year following the year of UPSC exam. During 6th CPC tenure the batch definition for other organized Group-A services was different for example in Engineering Services. It was defined as year of UPSC Exam not following year. Under this if 6 CPC has recommended and accepted by Govt for Pay parity with two year junior IAS means IES officers selected by UPSC just one year earlier exam of IAS exam year as batch allotment to IAS is following year of Exam.

    (V) OM : AB-14017/64/2008-Esst. (RR) dated 01-007-2010.
    DoPT has mentioned batch of Organized Group-A Services to be given particular grade under Pay parity scheme from date of IAS officer joined Centre but considering the eligibility criteria, it is creating disparity to stagnated services.
    With these facts I request you to consider this disparity instead of parity among all organized group-A services of same grade pay to same batch offices and 2years parity with IAS. I Hope for proper justice to boost the morale of stagnated officers willing to do something extraordinary for nation without …..

    Who is retiring (between Jan 2006 and Sep 2008) before 2nd ACP but after completing 20 years of service, are not getting any benefit. 2nd MACP should be applicable for such persons with effect from 01/01/2006.
