Central govt employees’ retirement age to be extended from 60 to 62 years

Central govt employees’ retirement age to be extended from 60 to 62 years
The government is planning to extend the retirement age of all central government employees by two years — from the current 60 to 62 years. Sources said that an in-principle decision has been taken in this regard and the department of personnel and training (DoPT) has begun the work to implement the same. A formal announcement to this effect is expected this year itself.
The last time the government extended the retirement age of central government employees was in 1998. It was also a two-year extension from 58. This was preceded by the implementation of the 5th Pay Commission, which had put severe strain on government’s finances. Subsequently, all state governments followed the Centre’s policy by extending the retirement age by two years. Public sector undertakings followed suit too.
The decision to extend the retirement age is well-timed both politically and economically.
The UPA government reckons the move would be a masterstroke. At a time when it is buffeted by several corruption cases, it is felt that the extension of the retirement age will go down well with the middle classes. Economically also, the move makes sense because by deferring payment of lump sum retirement benefits for a large number of employees by two years, the government would be able to manage its finances better.
“An in-principle decision has been taken to increase the retirement age by two years within this year itself. This would reduce the burden on the fisc from one-time payment of retirement benefits for employees including defence and railways personnel,” an official involved in the discussion said. With the fiscal consolidation high on the government’s agenda, this deferment would come handy.
There’s some flip side too if the retirement age is extended by two years. Those officials empanelled as secretaries and joint secretaries would have to wait.longer to actually get the posts. And of course, there is the issue of average age profile of the civil servants being turning north.
It is also felt that any extension is not being fair with a bulk of people who still look for jobs in the government.
However, officials point out that at least it prevents an influential section of the bureaucracy to hanker for post-retirement jobs with the government like chairmanship of regulatory bodies or tribunals.
“As it is, a sizeable section of senior civil servants work for three to five years after the retirement in some capacity or the other in the government,” said a senior government official. The retirement age of college teachers and judges are also beyond 60.
As per a study, the future pension outgo for the existing Central and State government employees is estimated at a staggering R1,735,527 crore or 55.88% of GDP at market..

  1. the govt. will save Rs 1,735,000 crore if retirement age is increased to 62. why make unpopular decisions where the people get deeply hurt like hike in petroleum products. By just incresing the retirement age so much can be saved why not do it early. govt. can also reduce the price of petrol by waiving off the duty it charges to the tune of 43%

  2. The Government acts like the big brother. Proposal for increasing Retirement age is lying with the concerned Ministry from March 2012, but the decision is awaited.

  3. As of 2011, the government may say there is no plan to extend retirement age. But come 2013 when dates for Lok Sabha polls are soon to be announced, it will be very tempting for the government to do this. First, Secretaries to GOI are direct beneficiaries, and they have some voice. Second, the government may hope to get votes from several lakhs of servants, and lastly, great amonuts, may be over Rs. 10,000 crores, would be saved for virtually no payment of retirement benefits will be needed for 24 months straight. That will give FM some leverage in election year. Got it?

  5. itz a good step ….but v have also think regarding the younger generation having new ideas and great enthusism….
do such , that the employee decides himself what to do….give them the salary ,more than what they will get from the pension money ..hope u get the idea what actually i wanna to say….
also the RETIREMENT AGE should be same at the central and state level……

  6. A good idea of the central govt 2 increase the age of superanuation. It surely is going to benifit the party in particular and central govt employees in general. the increase is not going to affect the teacher’s work efficiency , Wht about the limit for tyhe college professors? Think . Ultimately a very good move. If congress is not doing ,some other govt. is going to take this uppertunity to please the employees then why not congress govt.If leaders ,Why not CGE ?Make haist pl.

  8. What moderation ? I had expressed my views. It is a very good decision. Please do the formal announcement.

  9. Raising the retirement age is a very good move. It is not going to affect the young generation at all. Contrary it will benefit the govt. as well as govt. servants in many ways.

Why delay in formal announcement? Please do it soon.

As far as I am concerned it is totally disagree for the increase of retirement age from 60 to 62, because already has increased the age from 58 to 60. Now a days so many institutions are coming up in India and will get good and competent person to work in Govt., Public sector etc.,etc., so Govt.should take the opportunity to serve the young generation in Govt.dept.also.
In Kerala life expectency and literacy rate is high then also the retirement age in Govt.department is 55. This will(Central Govt.as well as other State Govt.)follow in other state and Central Govt.also so that young generation will get the benefit.

  11. Please don’t do this. People at the age of 62 are not fit enough to perform Govt. duty both physically and mentally. It Govt. wants to increase the quality of the service rendered by him, the retirement age should not be increased.

  12. Its a very good move. India is growing. The job opportunity for younger people will increase. The aged people also neeed support. The inflaion is so high that pension wont be sufficient, so let them work and earn more. Those of who are telling its a bad move will accept similar move when they reach the age of 60. And why should Anna Hazare sit against this. If you have a problem you do it. No guts!!! First understand the economics and then give your view. We Indians just blabber without knowledge of te facts. You are no different than a foolish politician you all curse in a parliament, because he too is ignorant like you and lack vision.

  13. Col Avtar Singh

It’s an inteligent move by the govt to retain the trained manpower by two more years and use the amount of retirement benfits for nation building instead of borrowing. it will not effect the employbility of younger generation as large number of vacancies are retrenched in many departments or remain unfilled. It should be declared without delay and not kept in limbo.

  14. The government machinery on the whole has lost the common man’s confidence No doubt there are some very dedicated and honest government employees too. But the number of government employees on whom the doubts are expressed are much more than those who enjoy the confidence of the people. Corrupt practices and bribery have been accepted as part of routine life. The honest government servants are rarely seen in the front line, the people who do not carry a honest image in society instead enjoy respect in social gatherings and are also found more near to political bosses. . There have been some cases on record where some police / vigilance / civil servants had been awarded with medals for efficiency / honesty and later they were found involved in cases of corruption/ nonperformance. Similarly the honest politicians too find it difficult to survive even socially.
Defending the appointment of the Chief Vigilance Commissioner Man Mohan Singh government had professed that there is no need for re verification or recertification of a government servant , as regards his service records ,once he has reached the top bureaucratic level of a Secretary to Government. No doubt the logic could have been convincing had the governments of the day not flouted all moral principles that are on paper supposed to be the life line of the government infrastructure. The fingers are so often being raised on the working of executive, legislature and even the judiciary. There are some links on which the economy, security , development and generation of inputs for nation building are directly or indirectly dependent. The Government Servant is one of the main as well as the link of continuity. No chance could be taken with this institution since it is this institution that executes the policies and programmes for providing the social, economic and physical security to the common man. And ofcourse the security of the international borders to rests in the Government servant. These days even the honour and integrity of defence force senior officers has been so painfully come under questions. WE have institution of UPSC to select IAS /IPS/IRS/ IFS officers. These officers have been provided the ultimate job security by constitution of India. But IAS couples have been alleged to have earned unfairly hundreds of Crs of Rs . The bulk of those whose integrity is not believed by the common man is more than the half. ? The cases are numerous. More over the law and order / legal government machinery too is not free from allegations of non performance / corruption
It may not be that easy to book the dishonest government employees due to procedural knacks but surely conditions could be created so that discouragements to honest employees are minimized due to the material capacity and social status the corrupt government servant may acquire with the money collected by unfair means.. So utmost need has emerged for looking into the job requirements , responsibilities, service securities and service rules pertaining to Government Employees
There are many in the front line who try to wash off the allegations of large scale corruption of public grants / funds quoting the spontaneous growth of estates and automobile industry in India over last 3 decades. But they do not disclose the expenditures that the governments have made over the years out of the cost of exploited natural resources , the loans raised from foreign institutions and the earnings that the Indian people have brought in from the sale of services / goods to other countries. Imagine had the public funds been not corrupted, the taxes not evaded and foreign loans not been corrupted / shared for personal use by only a few , what would have been the level of progress in India. India has over 1200 million people and a population of just 200 Million people is enough to cover the poor state of the people and fractured / inadequate infrastructure that 1000 Million Indian people possess. There are designate government departments to deal with the corrupt .The legal procedural handicaps and the principle of giving all opportunity to the accused to prove innocence are so often said to be reason for very less final convictions
Great confidence was expressed in the government employees .Even Article 311 was included in the Indian constitution to provide service security to government employees. It is worth noting that a government employee stays in service from 30 to 40 years .THE political bosses have only 5 years term ( J&K has increased it to 6 year ) and are subjected to review. But the service delivery by most of the government employees has come under question. But the constitutional security provided to government servants has made the removal of the bad elements not that simple. So the government employees and their service conditions need be re looked .Need has emerged for recasting / review. The reference points for consideration by the Legislature / Executive could be like (( 1) Conditions need be created for making it difficult for the corrupt government employees to display their effluence as attained through unfair means . Let it be put as a service condition for government employees to send their children only to government schools ( have highly paid / qualified teachers ) and obtain treatment from only government hospitals ( except where government hospitals do not have facility ) ; the government employees should be debarred from throwing large social / marriage parties ( number be limited to only relations ) ; private business men should not be allowed memberships of clubs that are primarily meant for government officers ( these days the clubs are being used as contact places to win favours of government employees by the business men) ; and the like (2) There could be some government servants in senior positions who for the sake of getting appointments / re employment on some constitutional institution may not do justice to their regular job and instead work more to please the political bosses/ superiors for their rehabilitation after retirement. Imagine the material benefit in money and perks that flows to one in service or retired government servant in case he is appointed on a position where retirement age is 65 years. There is need to incorporate special conditions for reappointment of the persons to head the Institutions created through the Acts of Parliament / that have Constitutional patronage. The conditions could be like (i) The persons to be appointed there if selected out of the Retired Judges, IAS / IPS /IRS / IFS officers should not be appointed while in active service or immediately on their retirement (ii) The persons to be appointed if are to be selected out of the Retired Judges, IAS / IPS /IRS / IFS officers it should be ensured that the person should have retired not less than 2 years before the date the process of selection is initiated (iii) Where the appoint has to be made out of the retired government employees , particular reference for selection only from IAS/ IRS/IPS/IFS/IAAS should be removed from the rules. (iv) Any person who has once served on such positions / posts should not be given another extension or appointment where one is to paid salary / pay/ perks/ out of the public exchequer ,after his tenure is completed or he seizes to hold the earlier posting ( v) such like checks and balances need be deliberated publically, but we can not afford to lose more of time (4 ) Experience has shown that those booked for corruption / non performance often take a slip due to procedural / legal implications. The conviction record of the CBI / J&K SVO and like agencies could be pursued in this regards. We may find hundreds of cases reported as registered and informed through press conferences but how many were successfully got convicted could be just counted on finger tips. When ever the retirement age is increased , it benefits all the government employees , even those who had so far stayed in service only due to legal procedural conditions. There fore, there is need to see in case some legal implications could be covered to get rid off unwanted elements by making some changes in the policies with regards to superannuation age of Government employees. One method could be that the regular retirement age of the government employees is reduced from present level of 58 /60 Yrs to 50 years. Thereafter, where ever needed ,contract appointments be made in the slabs of 2 to 3 years depending upon the usefulness, efficiency, service record, health and reputation of the officer / official . This way all good and non performing employees shall not be treated in same way and the undue liabilities would be got rid off (5). More over since the service needs and restrictions on the Government employees are to be more stringent as regards entering into trade / business interests privately ( in any form) , the retirement pension to employees has a sanctity of genuine purpose With the service conditions made more stringent , there shall be no harm in case the retirement pension for Government Employees employed after 2003 is revived.
Not even UPSC has come up with any remedy for selecting a sure truthful candidate.
We have many TOP retired bureaucrats who have joined NGOs / organisations that are today talking of administrative / political reforms. Where were these IAS/IPS officers when they were in active service ? Why did not they raise voice then or resigned while in active service, could be asked. So, simple remodeling the existing institutions and suggesting new institutions like Lokpal with a chair person , winding up / merging institutions like CBI / CVCs with Lokpal and drafting ” independence” for LOKPAL independent of the Government can not simply do. How can we make any institution in a democracy independent of Government. It sound simple rhetoric. No doubt selection of the Chairpersons / Members has be made transparent and participatory: function of the monitoring / supervising body need be made completely transparent to avoid corruption. Who would handle a complaint of wrongdoing against an official / unit of Lokpal could be asked by some. So the process started with the setting up of a Drafting Committee for LOK PAL bill is a humble beginning and not he end. There are many other tributaries of corruption that need be attended simultaneously and where the procedural requirements could be met with lesser complications as compared to the project ” LOK PAL”. The Government servant is the other most important AXE that could behead the CORRUT and economic offenders both from with the SERVICES and trade but this AXE has become blunt , rather a large segment of this most important “BRICK” of governance has joined with the economic offenders. So, need has emerged for applying some unpleasant changes in the service conditions of the Government servants to that the wrong doers are checked and the honest / truthful government servants are encouraged / saved from social discrimination / neglect. The next could be imposing some unpleasant restrictions on the perks and facilities of the MLAs / MPs / Ministers who have otherwise been given the entitlements like pension even having rendered services as MLA / MP for just 5 years where as on the other hand pension has been discontinued by GOI for those appointed after 2003 and J&K Government for those appointed after 2009 ; and for government employees appointed before 2004 / 2010 qualifying service is 20 / 25 years. Similarly MLA /MPs/ Ministers / Superior .Bureaucrats need be made to taste the quality of health and education services being provided by the public sector to common man .The reimbursement of the health expenditure to the public servants as made in private sector hospitals has be made in very very exceptional cases. Such could be the points of reference for review.

  15. Central govt employees’ retirement age to be extended from 60 to 62 years is useless either it can be reduced to even upto 50 years
Is the employees will capable to work in weak physical condition perhaps it is very difficult for police, para-military forces and armed forces
. Government must think about it.
Kindly all followers of central governemt employees news website must comment
    and what you think

This is obvious. As the life expectancy increases, age of superannuation must be extended. But the the govt should adopt a policy to extend the entrylevel upper age limit in all central govt.jobs by two years.

  17. The idea for incresing retirement age is not a good thought as it will hamper the chances of young generationm. Moreover, old persons who joins govt. jobs in 1970 etc. are not much capable as compare to younger gereration in every field. As such, govt. should not do this.

  18. Govt. considering only her financial liability, vote bank benefit
by increasing retirement age from 60 to 62.Government do not concerned about youth , consider them unmatured, volatile voter.
People from youth should come forward and take steps like shri anna hazare had taken than only this decision could be revers.

  19. Govt.should take right dicision at right time.Enhancement of retiring age is to be consider in view of increasing span of life. All our Politicians,Executives of Civil services,Other senior officers are all being engaged even after retiring age in different capacity. The Private sectors are getting benifits from the services of retired employees.Increasing of retiring age will not hamper the employment opportunity at allas Govt.has stated it clearly.Rather Govt, can avoid out flow of huge amount of money for the time being in the present crisis period.

  20. It will be unfair to the unemployed youth. In a family father at the age of 60 is in service whereas son aged 25 is unemployed. This will not be a good move

  21. half of the people here who have posted, do not even know how to put down their views in English(people who are angered as though they are aspiring for a govt job).
this is precisely my point, if you want to bring in competency then you need a more efficient system (at all levels) people pass a exam and then do what? the government needs to identify in these two years how to make the system more efficient and let the people continue right, there has not been major hiring since 1994 in some departments.
if people retire at the rate, believe me all this nonsense that govt dept are overstaffed, when you will see what the work is and how it flows(which is more important, as its govt) . it will hard for departments to function. lets look at this for an opportunity on the govt part to seek more ways to attract the best talent, not just anyone who clears and exam.

  22. k.viswanatha rao

Instead of increasing Retirement at the age of 62 The central Government may restrict the service of the employee for 33 years of service or 62 years of age which ever is earlier with shorten health and capacity to work evaluation certificates but not for every body only for talented people this may be considered and such people should used to guide the younger generation in the same field with an simple examination this may be considered.

  23. Any move like this will benefit one section of the society and deprive another section of the society, however such moves come into existence merely by compulsion on the Government of one sort or the other. In the past 5 years this issue has hit the headlines couple of times and followed by a ststement from a politician that this will not be allowed as it hampers the opportunities for youth. I think it is the same story again, lets wait for few days to hear this comment again.

  24. Good Move very good Move Govt Servant deserve this best of Luck to Sonia Gandhi & Manmohan Sigh…………

  25. NOT A FAIR MOVE BY THE CONGRESS GOVT. A RIDICULOUS ACT TO INCREASE THE VOLUME OF CORRUPTION.

  26. Harpreet Singh

In a country where politicians and ministers have no retiring age, I feel increase in retirement age for Central Govt employees is also justified in keeping with increase in average life span and break up of joint family system. What is however needed to rope in core competency is doing away or reducing the reservations on account of caste in jobs.

  27. how can any one agree with what alok gupta says. does unemployment should be kept as criteria for retirement age then it can be reduced to even 40-45 years to enable the younger ones to get the jobs and what if the unemployment remains there for ever. ha ha ha….

  28. good , otherwise the govt will be in trouble just funding the gratuity and pensions. i think its a good move. but the govt should consider making its system efficient and reducing the number of people.
also a better system should be in placed to hire people. not on IAS level but at middle level and lower level (udc, assistant etc). its as important for government to attract talent as it is for private sector at the middle and lower level. of course senior level IAS are great, but need competency at lower level also.

  29. It is a foolish idea indeed. 90% of the lazy stocks in the office have become a burden to govt. exchecker, with same old obsolete knowledge, it is really wonder why govt. wants to retain those folks, instead of paving way for the talented youngsters.

  30. For God’s sake please do not extend the retirement age for 62 years. What will happen to younger generation who are wating for govt. job. I think Anna Hazare should sit once again for agitation for this.

  31. all knows at the age of 60 years one man can not control to their own children and family, then he will how be better for a nation like India where already lakhs of youngster already facing and struggling for employment. If decision comes, a vast beggar class generates in all the streets of major cities

  32. if decision comes on the subjection of age from 60- to 62 years of central government employees, it will a great cheat for coming generations those are already depriving from employment, it will be more better if the age could be reduced from 60 to 58 as per old status of CCS.

  33. Cannot be treated as a good move of a welfare state. Our Govt., I believe, cannot be so unkind to unemployed youth. Fiscal matter can be dealt with in a diferrent way -like deferrment of financial benefits but for the appropriate interest upto two years.Govt. officials can probably sacrifice to this extent for the sake of the country. Even otherwise,it may be categorised as ’35 years of service or 62 years of age whichever is earlier’

  34. its ridiculus to increase the age of retirement in a country like india where there is so much unemployment as it will totally halt the recruitment process. the old economist/beaurocrates who are on the verge of retirement are giving foolish arguments for increasing the retirement age because they want to enjoy the huge pay packets after vith pay commission. i believe that retirement of govt employees should be reduced to 58, so that young & unemployed may get the job.
