DA OF CENTRAL GOVERNMENT EMPLOYEES
(a) whether Government has plans to increase dearness allowance effective from January,2011 for Central Government employees with a rate that commensurates with the inflationary trends and plights of working class in the past few months;
(b) if so, the details thereof and if not, the reasons therefore;
(c) whether Government has any proposals to declare DA as Dearness Pay when it will cross 50 per cent, as it was done during the 5th Pay Commission;
(d) if so, the details thereof; and
(e) if not the reasons therefore?

(a)&fb): Increase in Dearness Allowance payable to Central Government employees with effect from January, 2011 will be worked out on basis of accepted formula which is based on the recommendation of 6th Central Pay Commission.
(ch(d) &(e): No proposal to declare DA as dearness pay, after DA crosses 50% is under consideration of the Government. The Sixth Pay Commission did not recommend merger of dearness allowance with Basic Pay at any stage. Government accepted this recommendation vide Government of India Resolution dated 29.8.2008

If the question/proposal was raised for MPs and Ministers, it would definitely has been approved by the Government. because what they get officially and unofficially is very meager for them.
H.B.A. regarding
(a)How much time is required for grant of H.B.A. from the Ministry?
(b) Whether applying for H.B.A. on today itself for construction of a house will have insufficient time?
(c) Whether application moved on today i.e., 05.12.2011,for grant of H.B.A is meant for dealt within the financial year 2011-12? If H.B.A. is not granted in the F.Y. 2011-12, can this application will do for the next financial year or a New application is needed for the purpose?
(d)If grant for H.B.A. is sanctioned from the Ministry in the month of February (3rd or 4th week), Whether the department have enough time to release and exhaust the same within 31st March?
(e)If the sanctioned grant is not exhausted within the financial year, will it lapse? Whether the applicant apply again for H.B.A.
(d)Whether
government is not following 6th pay. Government is following some points from 6th pay those they like. If they donot like, they wont follow. There is clear recommandation that merging of STA’C’ and TO’A’ in DRDO. Ministry of Defence not following regarding this issue. They not merged and introduced new grade pay 4800 for TO’A’ . Actually there is no grade pay of 4800.
