Subject: Fourth Meeting of the National Anomaly Committee.

The undersigned is directed to say that the Fourth Meeting of the National Anomaly Committee to discuss the anomalies arising out of the implementation of the recommendations of the Sixth Central Pay Commission is scheduled to be held on Thursday, the 5th January, 2012 at 3.00 P.M. in Room No.119, North Block, New Delhi, Secretary, Department of Personnel & Training will chair the Meeting.

    and The Administrative Reforms Commission.

    Subject:-For consideration of Anomalies Commission and The Administrative Reforms Commission:- Grievances of Group B and C employees (i.e. Accountants working in the Departmentalised Accounting Organisations-Pay and Accounts Offices) of the Centralised Ministries of Govt. of India regarding the Grant of only ACP and MACP Benefits of Rs.100/- to Rs.200/- in the monthly salary in lieu of regular time bound promotions on seniority cum fitness basis after completion of 10/20/30 years of Central Govt. Service in Central Government ministries for Group B and C employees.

    Sir,
    I wish to bring to your kind attention the grievances of Grievances of Group B and C employees in the Departmentalised Accounting Organisations (Pay and Accounts Offices) of the Centralised Ministries of Govt. of India regarding the Grant of only ACP and MACP Benefits of Rs.100/- to Rs.200/- in the monthly salary in lieu of regular time bound promotions on seniority cum fitness basis after completion of 10/20/30 years of Central Govt. Service in Central Government ministries for Group B and C employees.

    A Test case is of an Appointment of Accountants through the Staff Selection Commission to the Departmentalised Accounting Organisations (Pay and Accounts Offices) in the Centralised Ministries of Govt. of India. As per the ACP Scheme under the 5th Central Pay Commission, an employee is given the benefit of Assured Career Progression Benefit after completing 12 years and 24 years of Govt. Service. This ACP benefit is in lieu of non-granting of any promotions to an employee even after completion of 12 years and 24 years of Govt. Service. If there are no promotions, only an up-gradation of financial amount of Rs.100/- to Rs.200/ in the payment of Salary amount, is this Administrative Reforms recommendations proposed by the department of DOPT and the Central Govt. which a Group B and C Central Govt. Employees are looking for, while entering into Central Govt. Services on new appointments. Non-Granting of regular time bound seniority based promotions to an employee does not cater well with the service conditions of the Central Govt. employees and their Senior Officers who have failed to provide and thus framed the negative service conditions for all the employees working and likely to join the Govt. services in the Central Govt. Ministries. Why is there so much discrimination between a Group A officer and Group B/C central govt. employees in the matter of time bound promotional avenues based on seniority cum fitness basis.

    A Group A officer gets nearly gets 7/8 grade regular time bound promotions on the basis of their seniority in a span of his 30 years of Central Govt. Service, whereas a Group B/C employees is not given any time bound promotions in a span of 30 years of Central Govt Service, but only a financial up-gradation of an amount of Rs.100/- to Rs.200/ in the payment of monthly Salary amount. Why different promotion policies for Group A officers and entirely a different promotion policy for group B and C employees. It clearly gives an impression that the cake is being eaten by the Group A officers and the Group B and C are being given wasted peanuts. An Accountant appointed in the Departmentalised Accounting Organisations in a Central Govt. Ministry, retires as a Senior Accountant (getting the promotion to the next post) after completion of nearly 35 years of Govt. Service. If there are no promotional avenues in a Central Govt. service cadre, the service becomes defunct and should be abolished by the Central Govt. It is the duty of the Central Govt. to look after the welfare of their employees from time to time and improve the promotion/service and working conditions for them during the course of their Govt. Service.
    An Example for kind your consideration:-
    In the Administrative set-up of the office of the Controller General of Accounts under the Ministry of Finance, Department of Expenditure who have been administratively controlling all the Pay and Accounts Offices in the Departmentalised Accounting Organisations in all the Centralised Ministries of Govt. of India, a Group A officer when on first appoint joins at the level of Asstt. Controller of Accounts. Within a span of 30 years, he is able to become the head of the department/organization and works on the post of Controller General of Accounts heading the organization, after getting 7/8 time bound grade promotions based on seniority. On the other hand, an Accountant appointed on a Group C post through the Staff Selection Commission and appointed in any of the Pay and Accounts Offices in the Departmentalised Accounting Organisations under the administrative control of CGA office in any of the Centralised Ministries of Govt. of India, gets only one promotion of a Senior Accountant (promotion to the next post) within a span of 30 years of Govt. service in the organization and retires as a Senior Accountant after nearly 35 years of dedicated govt. service.

    The Administrative Reforms Commission set-up and initiated by the Central Govt. is totally discriminatory and is not serving the Employees of Group B and C of the Departmentalised Accounting Organisations in a Central Govt. Ministry, in a fruitful manner with no time bound prescribed regular promotional avenues in sight on the basis of seniority cum fitness basis, except granting a meager financial up gradation of Rs.100/ to Rs.200/- in the monthly salary in lieu of granting any regular promotion in the organization.

    A special comprehensive study may kindly be conducted by the Administrative Reforms Commission of the DOPT of the Departmentalised Accounting Organisations (Pay and Accounts Offices) of the Centralised Ministries of Govt. of India to study the promotional avenues available for the post of Accountants (Group-C Post) appointed through the Staff Selection Commission on seniority cum fitness. During the course of the last 30 years, how many Accountants have been appointed and further granted next higher/regular time bound regular promotions on the basis of Seniority cum fitness basis. This study can very well give a result which will definitely prompt the Administrative Reforms Commission to further conduct an exhaustive Cadre reforms and cadre re-organisation /management in the Departmentalised Accounting Organisations (Pay and Accounts Offices) of the Centralised Ministries of Govt. of India for the benefit of the group B and C employees.

    I hope, the Central Govt.(including the DOPT, the Anomalies Commission set-up by the Central Govt. to look into the recommendations of the 6th Central Pay Commissions and the Ministry of Finance (Deptt. of Expenditure))will seriously look into the matter and do justice to the Accountants working on Group C posts (Central Govt. employees) in the Departmentalised Accounting Organisations of the Centralised Ministries of Govt. of India under the recommendations of the Administrative Reforms Commission reports by recommending for granting them time bound regular promotions on seniority cum fitness basis (as Group A officers are getting) to the posts of Accountants working in the in the Departmentalised Accounting Organisations of the Centralised Ministries of Govt. of India after completion of 10/20/30 years of Central Govt. Service.

  2. After 3 and a half of years of Sixth PC still I am not able to understand why so much disparity in fixing Grade Pay. somewhere the difference between the subsequent grade pay is Rs.100/- (1800,1900,2000) and somewhere it is above Rs.1000/-(2800/- to 4200/-). It is ridiculous to see that an employee after MACPs is fixed with only a hundred rupees increase in his Grade Pay. It is very demoralizing also. The root of anomalies are the uneven fixation of grade pays.

Since pre-revised scale of Rs. 5000-8000 and 5500-9000 have been merged to the pre-revised scale of Rs. 6500-10500 w.e.f. 1/1/2006 by the 6th CPC hence fitment table benefit should be given at par with 6500-10500 as given to Asstt. Foreman/Foreman/Store Holder etc. by giving one time relaxation please. regards.

  4. National Anomaly Committee is requested to consider and approve the one increament falls between feb 2006 to june 2006 and oblige the many of central govg. employees please in next meeting fixed on 05th Jan. 2012.

  5. Junior Hindi translator in the grade pay of rs 4200/- who got first financial up gradation between 1.1.06 and 30.8.2008 is still getting grade pay of rs 4200/- as per MACP as pay scale of 5000-8000/, 5500-9000/- and 10500 were merged together hence this anamoly should be removed and ACP must be given in the heirarchy of the post.

  6. Sir, Please be consider the Pay scale of LDC/UDC either 2800 or 4200, as there are thousand number representation posted at various sites there is actually big anomaly with this staff. So please I request to the Organizations who dealt with the anomaly committee to bring the kind facts for the true justice.

  7. See, after implementation of 6th CPC still anomaly committee meetings are going on, by the time these all are solved, perhaps, next CPC will be set up.

  8. Pl. include annual increment after 17 months. to came out ask authorities to give pro-rata basis whose increment date was failled between 1Feb to 1june 2006.
    By implementing this way no further annomaly will be arrised.

    kindly see to implement the 1800/- gradepay to the temporary status casual labours from 01.01.2006. And also request to take the positive action for increasing age relaxation to the departmental candidates for appearing departmental tests/interviews from the existing limit 40/43/45 to 45/48/50 as there is no loss to any body if implemented this one and it will helpful for the educated employees. More over in some of the deparments casual labour services have been regularized after long time and by the time of their regularization they crossed the age limit even if well educated. kindly consider the above two points and take possible steps for implementation please.     i was promoted on 1/3/2006 from the grade pay 4200/- to next higher grade but i am not given neighther next grade pay nor any increment plz comment

  12. One of the imporatant issues ie increment from January for those who falls between February and June was agreed to review the matter. Kindly take decision to give the increment to the affected parties from Feb to June. Kindly take this issue and take appropriate orders please in the Fourth Anomaly Committee Meeting.
