‘ONE RANK ONE PENSION’ : SERVICE CHIEFS MEET CABINET SECY ON PENSION ANOMALIES

Service chiefs meet Cabinet Secy on pension anomalies

Three Services chiefs met Cabinet Secretary Ajit Seth here on Wednesday regarding anomalies in salaries and pension of soldiers and long pending demand for ‘one-rank, one-pension’. The meeting came about after they complained that no Services representative was there in the high-powered panel set up by Prime Minister Manmohan Singh last month to look into the grievances of the men in uniform.

The panel headed by the Cabinet Secretary and comprising Defence Secretary, Principal Secretary to the Prime Minister, Secretary Department of Expenditure, Secretary Department of Ex-Servicemen’s Welfare and Secretary Department of Personnel and Training will submit its report including the issue of ‘one-rank, one-pension’ to the Prime Minister on Wednesday. He is expected to announce some welfare measures for ex-servicemen in his address to the nation on August 15.

Admiral Nirmal Verma, General Bikram Singh and Air chief Marshal NAK Browne had written a letter to Defence Minister AK Antony in the last week of July about the absence of a Services representative on the panel.

Interacting with reporters here on Tuesday, Verma said there was no Service representation in the committee. However, there was interaction with the panel and Service had briefed the committee about the anomalies.

Meanwhile, the terms of reference of the committee were to look into the issues like common pay-scale for in-service JCOs and other ranks, initial pay-fixation of Lt Col/Colonel and Brigadier/equivalent, review and enhancement of grade pay, placing of all Lts General in Higher Administrative Grade (HAG)+ scale and grant of non-functional upgradation (NFU) to armed forces personnel.

As regards ex-servicemen, the committee was directed to look into the issue of ‘one-rank, one-pension’, enhancement of family pension, dual family pension and family pension to mentally/physically-challenged children of armed forces personnel on marriage.

    Dear friends,
    Burocracy and political system is the main hurdle to clear the pay commission related anomolies. We serve the nation, but we are not contributing to the vote bank system of indian politics due to service exegencies. Hence, politicians are not paying attention to wards us. Burocrats do not want to place armed force officers equivalent to them.
    I want to discuss few points related to defence forces:
    After independence, culture of british forces was adopted as heritance as Indians (Slaves)- Soldier, Officers (The english- master)and continued till date. Is it shame for us.
    Whenever any poits for welfare is raised, the officers always get ” MALAI or CREAM ” of the subject.
    After implementation of AVC report. The promotions of officers became very fast up to Lt Col/ Wg Cdr in 13 years (in Time Scale).

    Pay scales & Grade pay of officers are upgraded in VI th Pay commission. Means double bonanaja – Fast promotion & More Salary.

    What about jawans? It is herculis task to became Havaldar/Seargent or JCO/ Warrant Officer for a soldier/airmen.

    In Vth pay commission, after retirement at Rank of Sub Maj/ MWO (Service length: 32 Yrs) is getting full pension equivalent to the pay of Service of 20 Yrs of the rank HAVALDAR/SEARGENT.

    In VIth pay commission,after retirement at Rank of Sub Maj/ MWO (Service length: 32 Yrs)is getting full pension equivalent to the pay of just passed service of 01 Yrs of the rank-Sepoy/AIRCRAFTS MEN.

    Whereas,
    in Vth pay Commission -An officer (21 Yrs of Service)in the rank of Leitinent Colonel/Wing Commander retires, he get full pension equivalent to the Salary of Subedar/Warrant Officer.

    in VIth pay Commission -An officer (21 Yrs of Service)in the rank of Leitinent Colonel/Wing Commander retires, he get full pension equivalent to the Salary of Leutinent/Flying Officer.

    What we get in this pay commission? the pay scales of Jawans are not upgraded. While in Civil, the payscales of GOvernment employees are
    upgraded and getting better Grade Pay Comparision to Defence Soldiers.

    Millitary service pay : for Officer 6,000/- , For Jawans ;- Rs. 2,000/- Why this discrimination ?. An Soldier/Men face more problems than an officer. All facilities are provided to officers every where including in Operational areas. It is not shame for our supreme commander and all chiefs of tri-services.

    officers will get Grade pay Scales of IAS Officers as Non Functional Status basis and Jawans have to satisfy with MACP only.

    If our Commanders are not fair to the problems of Jawans , what we expect to Burocracy and politicians.

    Where will the morale of Jawans in Tri Services of Defence?

    I request all who ever reading this, Please look into the matter.
    one day Balcono may errupts and destroy the existing disciplene of defence services.

  3. If these anomalies were about the pay of MPs and MLAs, the issue could have been resolved in about 20 minutes.
