In its reply to AIRF , the Railway Board clarified that there is no provision to grant Child Care leave to male government employees in the event of death of his wife left behind two surviving minor chidren. The content of the letter given below..

Sub : Grant of CCL to widower Railway employee In the event of death of wife left behind two surviving children.
Ref : Board’s letter No. E(P&A)I-2011/CPC/LE3 dated 03.05.2012.
The undersigned is directed to refer to your letter No. AIRF/50(95) dated 19.04.2012 on the above cited subject and it is stated that the matter regarding grant of CCL to widower male employees at par with female employees was referred to DOP&T, which is nodal department in the matter of Leave. In this regard, DOP&T has advised that “At present, there is no provision for granting Child Care Leave to male employee. The recommendations of 6th CPC in this regard was only for the female govt. servant. However your suggestion has been noted. Any change in the position when ever occurred will be publicized widely.

It is totally unjustified with a widower railway employee and his minor child because a men employee facing more problems to proper care of his child in the absence of his wife.
A women employee avail CCL in present of her husband but a men employee can not avail CCL in absent of his wife.
It is surprising that why a widower railway employee with children cannot get CCL when an women employee avails the same on the ground to look after her children! Does not a father looks after his children in the absence of his wife? Moreover a women employee enjoys Child Care Leave till her children are<18 yrs.Does a boy or girl remains child till 18 yrs? If yes, then obviously our science is wrong as it teaches that 11 -15 yrs.of age is teenage.!
