Government Settled Pension Related Complaints: Dr. Jitendra Singh

The Union Minister of State (Independent Charge) of the Ministry of Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh has said that the government has been prompt in disposal of grievances received from pensioners from across the country. The Minister was addressing a meeting of All India Standing Committee of Voluntary Agencies of Pensioners (SCOVA), here today. As many as 11,390 pension related complaints had been settled by his department, he added.

 Dr. Jitendra Singh said that the present government has announced a number of innovative measures to make the delivery of pension and related documents much more convenient and less time- consuming. In this context, he referred to the Aadhaar based “Jeevan Pramaan Package” launched by Prime Minister on November 11, 2014 which enables the pensioners to register online their life certificates in digital format. In this way, it eliminates the requirement for an elderly pensioner to physically walk all the way to the concerned authorities to deliver a certificate of his being alive, he said. So far, as many as 39,000 pensioners have already availed of the facility to submit their life certificates online, the Minister added.

 As a part of the significant progressive e-Governance plan, Dr. Jitendra Singh informed that the Department of Pensions has started a web-based pensioners’ portal which is expected to serve as one-stop information source for pensioners across the country. The information available on the pensioners’ portal will include pension rules, different pension schemes, orders issued from time to time, pension calculation process, etc., he added.

 In order to avoid delays, Dr. Jitendra Singh said, an online pension sanction and payment tracking system called “Bhavishya” has been introduced and so far 25 Ministries and Departments have already been initiated into this system. Similarly, he said, another web-based application called “Sankalpa” has been developed which provides a platform for pensioners to access opportunities available for useful interventions in the society.

 Secretary Pensions, Govt of India, Shri Alok Rawat and Joint Secretary, Smt. Vandana Sharma made presentations on the occasion.

  1. What about the present status of payment of arrears of pension for the period from 1-1-2006 to 23-12-2012 in respect of pre 2006 retirees. I think that it is still pending at the Ministry.

    NOW,once shall have to agree to the prompt action being taken on the issues related to Pensioners. The DoP&T and the DoP&PW are the main organs of the GOI through which the CG employees/pensioners are getting benefits. JUST GLARE AT THIS ALSO:
    As per Railway Board,DG,RPF,due to different court cases the DPCs in RPF delayed and the name of RPF Pensioner retired in 2006 promotion was not considered in 2008-2009 by the DPCs. His juniors who were in service at the time of DPC got regular promotion. If he were in service at the time of DPC then his promotion might have been considered… It is submitted that DoPT OM No.35034.7.97 Estt. D. dated 08.02.2002 is regarding ACR. Grading , etc.AND- GOI. Dept. of Personnel and Training clear directions Vide a specific Office Memorandum No.22011.4.98.Estt.D. Dated 12.10.1998, to follow in case the DPCs could not be conducted in time schedule on account of beyond reasonable control, in this as CITED BY RAILWAY BOARD—COURT CASES, WAS NOT ADHEREDTO AND NAMES DROPPED. This OM No.22011.4.98.Estt.D. Dated 12.10.1998 is regarding inclusion of the names of retired employees also in DPCs Panel lists, even by making extended Panels, OM issued in consultation with Ministry of Law, clearly directing that in such cases names of retired employees also to be taken into consideration and their names to be included in the DPCs…. But the same has not been adhered to and name dropped only on the ground that on the date of Notification of the Panel List(s) in 2009 PENSIONER-V.SESHADRI, ;ASC retired… This is against the principles of Natural Justice and violation of FR as guaranteed U/A 309 of the Constitution of India AND THE ORDERS OF DoP&T, ALL OUT EFFORTS MADE SO FAR FAILED…..WHAT TO DO NEXT???

    It is happy to see that Dr. Jitendra Singh,The Union Minister of State (Independent Charge) of the Ministry of Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, has started Bhavishya , Sankalpa etc to solve the problems of pensioners.

    In this connction I like to submit that so many similar bodies such as Pensioner’s grievance cell, JCM, National Anomaly Committee etc are also functioning already. But they are not going through the pension rules properly and help.They are interested only in seeing some petty reason to dispose the case whether it is solving the problem of pensioners or not. They don’t apply their mind on issues positively / constructively and solve. For example they are not showing any interest to consider ” second pension option to absorbees” though Rule 88 of CCS Pension Rules and GOI orders permit it.

    So I request the Honourable Minister of , Personnel, Public Grievances & Pensions to kindly issue suitable instructions to all concerned so that the Pensioner’s problems are solved.

  4. I have given a list consisting of complaints which have been closed as per the PENPORTAL but the pensioners have not received any benfits till today
