These orders do not have any impact in todays Govt Dept’s. Over the decades discipline and administration has been eroded badly. The officers from top to bottom are undisciplined ,incapable , inefficient , unknowledgeable , lethargic and some things if not revealed is the better , they just want to pass the tenure peacefully without any controversy .Therefore its free for all , come any time go any time and fully enjoy govt service. The Britishers are gone and discipline is also gone , The upright , ethical , efficient and honest Indian officers who continued the british legacy of strict discipline in office , till the last 2 decades have all vanished away .Now the condition is so pathetic that it is disgusting to work .
AEBAS is a failed mission because
(1)the highly responsible and highly paid Government servants ( also Military servants) at all ministries and departments are to change their mindset that they should consider themselves first as EMPLOYEES and set as a ROLE MODEL of WORK BEHAVIOUR in front of lower level Employees.
(2) Among new generation the popular saying is that Posts with more payment is considered as more work and more resposibility.
(3) Employees grievances are not addressed properly, particularly with lower level employees. It is observed that very lenent attitude towards Civilian employees posts in Defence Ministry /Departments
