CLARIFICATION REGARDING NJCA’s STAND ON NEW PENSION SCHEME (NPS)
QUERY
Just like the issues of Salary hike, Fitment formula or parity of Pension, the issue of NPS is common to all Central Govt. Departments. In spite of that, this issue appears to be less highlighted. I represent a unit where 80% of the employees belong to NPS and all of us are aware of the pros & cons of the scheme and we are really concerned about our future

Thanks for your concern. The problem of NPS employees are well taken care of by the NJCA. Please see the Press Statement issued by NJCA on 6th July 2016 after taking the decision to defer the strike which is published in confederation website.
The last paragraph reads as follows——- “The NJCA particularly notes that the Govt. has set up a separate committee for reviewing the New Pension Scheme, which has been a matter of concern to all employees and workers who are recruited to Govt. services after 01.01.2004.” Please also see the para -12 of the Press Communique issued by the Govt. through Press Information Bureau immediately after the Cabinet decision on 29th June 2016 which reads as ——— “Para-12— The Cabinet also decided to constitute a separate committee to suggest measures for streamlining the implementation of New Pension System (NPS)”. Cabinet decision is taken as it is one of the important demand of the Charter of demands of NJCA submitted to Govt. NJCA shall take follow up action on this particular demand as all of us are very much concerned about this important demand. This demand is directly linked to the policy of the NDA Govt. as all of you are aware that it is the previous NDA Govt. which took a Cabinet decision in 2003 to implement New Contributory Pension Scheme to Central Govt. Employees from 01.01.2004.

Nps should be stoped. I always think that there are 11 lakhs central govt employees who are recruited after 1/ 1/ 2004, Means they are in NPS. In that scheme 50% contribution are paid by government and 50% contribution are paid by individual .Means 50% amount are credited by govt.each and individual PRAN.can you imagine how much amount had been credited from 1/1/2004 to till date? recently I read that there is total contribution balance amount in NPS is 50000 Cr. Means 25000Cr amount is credited by Central Govt in PRAN. Can you imagine how much pension had been given by central govt to old employees who does not covered under nps in between 1/1/2004 to till date? Its really very serious matter . With great honour and humble submission I, working over Indian Railway from the part of the employees working under New Pension Scheme (NPS), beg to state that Pension for Govt. employees is a burning issue of today’s India. So, OLD PENSION SCHEME with following rectifications may be implemented/restored discarding New Pension Scheme as soon as possible.
Pension should be given only to the retired employee and after his demise his widow wife should be given pension only.
No dependent (such as handicapped son/daughter, divorcee daughter, unmarried daughter/ sister and so on) should be allowed pension.
A retired defence personnel gets double pension if he joins in Central Govt. or State Govt. job. This type of double pension should be stopped. Only one pension should be allowed to him in accordance with his own choice.
In case of compassionate ground appointment, pension and appointment both are given. It should be taken into consideration whether both should be allowed or not (i.e it should be either pension or appointment in accordance with the choice of party).
It is very unfortunate that a man serving 20 to 30 years in a Central Govt. Organization will not get pension after his retirement and his life will hang in the balance. Sir, it is to say with deep regret that after retirement a man’s life will become insecure without pension.
It is also very unfortunate to a Country like India where a Members of Parliament who work for the country only for 05 years without having any obligatory educational qualification get pension for the rest of his/her life. But, Alas ! a Central Govt. employee i.e working nearly 20 to 30 years in Indian Railways on the pattern of Indian Army will not get pension.
There will remain always tension without pension in the mind of a Govt. employee for which the employee will never fully concentrate his mind to his designated job as the Govt. servant joining after 2004 always feel insecure for his retired life. So, old pension scheme should be implemented with necessary rectifications with the abolition of new pension scheme as early as possible.
You are, therefore, earnestly requested to pay heed to the matter and make an arrangement for implementation of Old Pension Scheme with necessary rectifications at the earliest for all of them who joined in Central Govt. Service after 2004.
NPS must be scrapped and Gratuity and GPF facility may be made available to all Def Civ Emp as per Law of Equalism and Law of Natural Justice.
