As per the policy of the Government, reservation for Scheduled Castes and Scheduled Tribes in Direct Recruitment is allowed in Indian Administrative Service (IAS). There is no reservation in promotion subsequent to their appointment to IAS.

RESERVATION TO IAS OFFICERS
160. SHRI HARISHCHANDRA CHAVAN:
Will the PRIME MINISTER be pleased to state:
(a) whether reservation is applicable to the IAS officers belonging to the Scheduled Castes and Scheduled Tribes;
(b) if so, the details thereof;
(c) the number of persons of the aforesaid category who were promoted during the last three years, alongwith the details thereof, State-wise; and
(d) the number of complaints received in this regard during the above period?
ANSWER
Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office. (DR. JITENDRA SINGH)
(a) to (d): As per the policy of the Government, the percentage of reservation for Scheduled Castes and Scheduled Tribes is 15% and 7.5% respectively in respect of Direct Recruitment to Indian Administrative Service (IAS). There is no reservation in promotion subsequent to their appointment to IAS
