How to make Representations on Service Matters

Instructions have been issued time to time by DoPT to various departments that How to make Representations on Service Matters by Government servants.

And it is reiterated that govt servants should not make representations on service matters to Prime Minister/ Minister/ Secretary directly for seeking redressal of their grievances.

DoPT vide its OM dated 6th June 2013 [ READ THIS OM] issued instructions to all Ministries Departments that

a Government servant in any matter connected with his service rights or conditions, wishes to press a claim or to seek redress of a grievance, the proper course for him is to address his immediate official superior, or the Head of his office, or such other authority at the lowest level as is competent to deal with the matter.

Now the Controller General of Accounts, Department of Expenditure has also issued an Office memorandum dated 19th November 2019 in this regard and requested all its offices to disseminate these instructions to all government servants under their administrative control. Violation of the instructions may lead to disciplinary action against the govt servant under relevant rules
