NCJCM Staff Side asks for Extension of LTC Block Year 2018-2019 up to 31.12.2021

Due to COVID-19 many employees have not availed the LTC for the block year 2018-2019, in their case also the Extension of LTC Block Year 2018-2019 up to 31.12.2021 will be beneficial

Subject : Request for extension of the LTC for the block year 2018-2019 upto 31.12.2021.

Sir,

I draw your kind attention to the above mentioned subject. Most of the Central Government Employees including Defence Civilian Employees have taken LTC for the block year 2018-2019 (converted Home Town LTC to all India LTC for Jammu & Kashmir, Andaman & Nicobar and North Eastern States) which was extended upto 31.12.2020. The employees purchased air tickets for availing the LTC benefit well in advance, for the travelling period after 15.03.2020.

However, due to the COVID-19 pandemic and lockdown the employees were unable to travel and the Air Line Companies also refused to return the advance fare to the individuals, instead the Air Lines has given an authority Letter to utilize the facility upto one year of their booking date. In accordance with LTC Rules the employees who have availed advance and not travelled before 31.12.2020 (block year 2018-2019), then the amount should be credited back to the Government of India.

After the implementation of 7th CPC recommendations the Government of India has given facility to carry over LTC concession. A Government employee, who is unable to avail LTC within a particular block of 2 years or 4 years, may avail the same within the first year of next block of 2 years or 4 years. In view of the above it is requested that the employees who have purchased Air Line Tickets for availing LTC facility and who were unable to travel due to COVID-19 pandemic, the extension of the travelling period for the block year upto 31.12.2021 will be much beneficial. Apart from this due to COVID-19 many employees have not availed the LTC for the block year 2018-2019, in their case also the extension of the block year 2018-2019 upto 31.12.2021 will be beneficial and they will be able to utilize either the LTC facility or the LTC cash package under “Aatmanirbhar Bharat”
