It is really a Shocking news to all central government employees. Because the 7th Central Pay Commission has recommended in its report that the matrix may be reviewed periodically without waiting for the long period of ten years. It can be reviewed and revised on the basis of the Aykroyd formula which takes into consideration the changes prices of the commodities that constitute a common man’s basket, which the Labour Bureau at Shimla reviews periodically. It is suggested that this should be made the basis for revision of that matrix periodically without waiting for another Pay Commission.
When a query has been raised Regarding the above recommendation, the Central Government responded that this issue has not been considered by the Union Cabinet while according the approval for the revision of pay and allowances based on 7th CPC Recommendation.

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः
(क) सरकार द्वारा सातवें केन्द्रीय वेतन आयोग के पैरा 1.22 पर विचार न करने और उसे अनुमोदित न किए जाने के फाइलों में दर्ज कारण क्या हैं;
(ख). क्या इस तथ्य के कारण कि सरकार वेतन आयोग संबंधी खर्च वहन करने की स्थिति में नहीं है, आठवें केन्द्रीय वेतन आयोग के गठन का कोई प्रस्ताव विचाराधीन नहीं है:
(ग) यदि हां, तो तत्संबंधी ब्यौरा क्या है और ऐसी स्थिति के कया कारण हैं; और
(घ) यदि नहीं, तो पांचवीं सबसे बड़ी अर्थव्यवस्था दवारा आठवें केन्द्रीय वेतन आयोग का गठन न किए जाने और विगत तीस वर्षों से अभूतपूर्व मुद्रास्फीति का सामना कर रहे केन्द्रीय सरकार के कर्मचारियों के वेतन में संशोधन न किए जाने के क्या कारण हैं?

(क) : सातवें वेतन आयोग के आधार पर वेतन और भत्तों में संशोधन को अनुमोदन देते समय केन्द्रीय मंत्रिमंडल ने इस मामले पर विचार नहीं किया है।
(ख) से (घ): सरकार के पास इस प्रकार का कोई भी प्रस्ताव विचाराधीन नहीं है।

Information Regarding Eighth Pay Commission
395 SHRI RAM NATH THAKUR:
Will the Minister of Finance be pleased to state:
(a) the reasons recorded on files for not considering and according approval of Para 1.22 of 7th CPC by Government;
(b) whether no proposal for setting up Eighth Central Pay Commission is under consideration due to the fact that Government is not in a position to bear the burden of pay commission:
(c) if so, the details and reasons for such situation; and
(d) if not, the reasons why 5th largest economy is not setting up Eighth Central Pay Commission and revising pay of the Central Government employees who are facing unprecedented inflation in the last thirty years?

(a): This issue has not been considered by the Union Cabinet while according the approval for the revision of pay and allowances based on 7th CPC.
