Subject: – Extension of deemed deputation period of employees of erstwhile Ordnance Factory Board (OFB) in 7 new Defence Public Sector Undertakings including transfer of employees (Group A, B & C) at Directorate of Ordnance (Coordination & Services) under DDP.
The undersigned is directed to refer to OM No. 1(5)/2021/OF/DP(Plg-V)/02 dated 24th September, 2021 of this Department issued pursuant to the decision of the Cabinet dated 16.06.2021 to convert the production units of OFB into 7 Defence Public Sector Undertakings (DPSUs).
Accordingly, the employees of erstwhile OFB (Group A, B & C) belonging to the 41 production units and also the identified non-production units were transferred en masse to the new DPSUs on terms of foreign service without any deputation allowance (deemed deputation) and the employees of erstwhile OFB at OFB HQ (at Kolkata), OFB New Delhi Office, OF Schools and OF Hospitals were transferred en masse to the Directorate under DDP, initially for a period of two years from the Appointed Date i.e. 01.10.2021, which was further extended by another 1 (One) year w.e.f. 1st October 2023, on same terms and conditions as issued earlier vide above DDP OM dated 24.09.2021. The extended period is expiring on 30th September 2024.
2.The undersigned is further directed to intimate that the Empowered Group of Ministers (EGOM) has approved the following:
2.1 To extend the period of deemed deputation of all the employees of erstwhile OFB (Group A, B & C) to 7 new DPSUs including transfer of all employees (Group A, B & C) at Directorate of Ordnance (Coordination & Services) under DDP upto 31st December, 2025 w.e.f. 01st October 2024, on same terms and conditions as issued earlier vide OM No.1(5)/2021/OF/DP(Plg-V)/02 dated 24.09.2021.
2.2 The process of framing of all rules and regulations, consultation with stakeholders & seeking option for permanent absorption by 7 new DPSUs is required to be completed within this extended time frame.
