Dear Comrades,

Sub:- Submission of Memorandum to the 8th CPC – Reg

You are aware that the Staff Side of the National Council (JCM) have submitted the Draft Terms of Reference (TOR) of the 8th CPC to the Government based on the inputs received from the Staff Side Members. A Meeting was also convened under the Chairpersonship of the Secretary (P) DoP&T to discuss about the Terms of Reference (TOR) in which we have placed our views for including the issues referred by us in the Terms of Reference of 8th CPC. As in the past on common service matters of Central Government Employees and Pensioners the Staff Side of the National Council (JCM) will submit a common Memorandum to the 8th CPC.

As regards Departmental Specific issues the concerned Federations and Associations submit separate Memorandum to the 8th CPC. Accordingly, the Staff Side of the National Council (JCM) has to prepare our Memorandum to the 8th CPC on the basis of the Draft Terms of Reference submitted by us to the Government. Therefore, you are requested to kindly forward your valuable views/ inputs on the following topic for further study and including the same in the Memorandum.

Expected Pay in 8th CPC View Here

  1. Minimum Pay and Fitment Factor with Data / Model calculation etc.,
  2. Pay Structure / Pay Scales including Merger of existing Pay Scales and Rate of Increment.
  3. Interim Relief and DA Merger.
  4. Revision of various Allowances and Demand for any New Allowance with full justification.
  5. Justification for Grant of Children Education Allowance and Hostel Subsidy up to Post Graduation Level.
  6. Introduction of New Advances and Restoration of the Advances which are abolished.
  7. Promotional Policy and MACP Scheme and Promotional Benefits under FR 22 (I) a (1).
  8. Restoration of Old Pension Scheme under CCS Pension Rule 1972 (now 2021).
  9. Improvements in existing Retirement benefits like Pension, Death Cum Retirement Gratuity, Family Pension, Restoration of Commuted Portion of Pension after 12 years etc.,.
  10. Health facilities including functioning of CGHS.
  11. Any other matter which is common to Central Government Employees and Pensioners.

While forwarding the above inputs copies of all the documents referred including Court Judgments if any, illustration and calculations etc., may be forwarded in word format through e-mail and hard copy through Speed post to the Staff Side office of NC (JCM) on or before 30.04.2025. Kindly acknowledge receipt.

  1. പ്ലസ് ടു ഉള്ള MTS ഒരു വിധം എല്ലാ ഓഫീസുകളിലും ഇപ്പോൾ LDC യുടെ ജോലിയാണ് ചെയ്തു കൊണ്ടിരിക്കുന്നത്. അവർക്ക് യാതൊരുവിധ പ്രമോഷനോ മറ്റോ ഇല്ല ആയതിനാൽ 20 വർഷം സർവീസ് ഉള്ള പ്ലസ്ടുക്കാരായ എല്ലാ MTSനേയുംLDC പ്രമോഷൻ കൊടുക്കാനൊരു നിർദ്ദേശം വക്കാൻ താത്പര്യപ്പെടുന്നു.
