The provision for Reservation Percentage for SC ST and OBC in Central Government Jobs as per Article 16 is given below

Article 16 in The Constitution Of India 1949

16. Equality of opportunity in matters of public employment
(1) There shall be equality of opportunity for all citizens in matters relating to employment or appointment to any office under the State

(2) No citizen shall, on grounds only of religion, race, caste, sex, descent, place of birth, residence or any of them, be ineligible for, or discriminated against in respect or, any employment or office under the State

(3) Nothing in this article shall prevent Parliament from making any law prescribing, in regard to a class or classes of employment or appointment to an office under the Government of, or any local or other authority within, a State or Union territory, any requirement as to residence within that State or Union territory prior to such employment or appointment

(4) Nothing in this article shall prevent the State from making any provision for the reservation of appointments or posts in favor of any backward class of citizens which, in the opinion of the State, is not adequately represented in the services under the State

(5) Nothing in this article shall affect the operation of any law which provides that the incumbent of an office in connection with the affairs of any religious or denominational institution or any member of the governing body thereof shall be a person professing a particular religion or belonging to a particular denomination

Reservation Percentage for SC ST and OBC in Central Government Jobs after EWS Quota

Reservation Percentage for SC /ST, OBC and EWS in Central Government Jobs

There are two types of Reservation Percentage for SC ST and OBC in Central Government Jobs for Two types of Direct Recruitment to civil posts and civil services on all India basis.

1.Appointment by direct recruitment to civil posts and civil services on all India basis by open competition.

The recruitment made by Union Public Service Commission (UPSC) whether through written examination or by interview or by both; and recruitment made by other authorities including Staff Selection Commission or any other appointing authority through written competitive examination or tests (but not by interview alone).

2.Appointment by direct recruitment to civil posts and civil services on all India basis otherwise than by open competition

Any recruitment not made by the UPSC or not made through written competitive test held by any other authority would mean direct recruitment otherwise than by open competition

There shall be a reservation of 15 per cent for the members of the Scheduled Castes, 7.5 per cent for the members of the Scheduled Tribes and 27 per cent for the members of the Other Backward Classes in the matter of appointment by direct recruitment to civil posts and civil services on all India basis by open competition.

There shall be a reservation of 16.66 per cent for the members of the Scheduled Castes, 7.5 per cent for the members of the Scheduled Tribes and 25.84 per cent for the members of the Other Backward Classes in the matter of appointment by direct recruitment to civil posts and civil services on all India basis otherwise than by open competition

EWS Reservation for Central Government Posts in Direct Recruitment

Central Government has decided to provide 10% Reservation to Economically Weaker Sections (EWS) and DoPT order also issued on 19th January 2019 [ See the Order ]

In pursuance of insertion of clauses 15(6) and 16(6) in the Constitution vide the Constitution (One Hundred and Third Amendment) Act, 2019 and in order to enable the Economically Weaker Sections (EWSs) who are not covered under the existing scheme of reservations for the Scheduled Castes, the Scheduled Tribes and the Socially and Educationally Backward Classes, to receive the benefits of reservation on a preferential basis in civil posts and services in the Government of India and admission in Educational Institutions, it has been decided by the Government to provide 10% reservation to EWSs in civil posts and services in Government of India and admission in Educational Institution

With this 10% reservation to EWS (Economically Weaker section) the total reservation to Central Government Jobs for Direct recruitment on All India Basis by Open Competition is as under
