Merger of LDC And UDC Issue
Information regarding merger of LDC and UDC has been sought under Right to Information Act 2005,by shri.Shri Pinaki Acharya, UDC, and DOP&T reply to this RTI Application is published in a blog (source:airtvadmin) in which dopt has informed that this Department has not received any memorandum/ request from any Central Government Employees Associations/ Department for merger of the post of LDC & UDC.
However this Department has received representations from Associations for up gradation of the grade pay of LDCs & UDCs of CSCS cadre. The issue regarding up gradation of the grade pay of LDCs & UDCs is being examined by the Anomaly Committee of the DOP&T. Further, a proposal to allow grade pay of Rs. 4200/ in Pay Band 2 to UDCs of CSCS and Stenographers Grade ‘D’ of CSSS who have completed 4/5 years of approved service in the grade, w.e.f. 1/1/2006 is under examination of this Department in consultation with the Ministry of Finance.The copy of the RTI reply which published in the blog is reproduced here.

2. With regard to point (A), it is informed that this Department has not received any memorandum/request from any Central Government Employees Associations/ Department for merger of the post of LDC & UDC. Resp Sir, I earnestly appeal to the concerned competent authority of
MHFW and the Anomaly Committee of DOPT to kindly be attentive towards
the anomalous situations we LDC/UDC’s are put to in the wake of MACP
implementation. The Gr.pay of an LDC is just Rs.1900/- who’s basic qualification is now made as XII, plus the knowledge of Computer is essential whereas the earstwhile Gr.D(presently MTS)is Rs.1800/ just
Rs.1oo/- diff.Here there is gross injustice meted out as on the one hand d basic qualification is enhanced but with nil monetary benefit.
In our CGHS the LDC’s are retiring as LDC’s only eventhough putting in more than 30 years of service as there being no promotion avenues.
The discontenemnt & resentment is strongly brewing as we feel not
only grossly but deliberately neglected.There can be no 2 opinion as
to workload shouldered by these cadre is relatively on the upper scale though working on the lowest scale as they r d backbone of any
administration. So,sir it is high time that the Anomaly committee of
DOPT which is in active consideration of upgradation of Gr.pay of LDC’s/UDC’s of CSCS only may give a active thought to the plight of
LDC’s/UDC’s as a whole. with regards.
We the clerks (LDC & UDC) are keep on writing in the blogs, facebooks. what is the use and where is the result. Where should we go for justice. No senior officer listerns to our grievences. We are assigned with more responsibilities, but provided salary equivalent for class VI. Kindly inform us is there any remedy / leagal proceedings / officers to whom we can forward our problems. This is not justified at all. When the govt is going the listen to the above voices of the BABUS.
Can anybody suggest that writing to PM or President or any official requesting for increase of the current (poor) existing gradepay.

I have appointed on 20.8.2007 by Open test as LDC now promoted as UDC by LDCE w.e.f. 01.02.2011, at present LDC and UDC posts has been merged. After merging 1 employee appointed on compassionate ground as UDC who is getting basic Pay Rs. 7510/- However, my Basic Pay is Rs. 6830/-. I request you to whether I can submit my representation (application) of stepping up with him. Kindly provide related rules and other supporting instructions/orders/circulars/memorandum etc.

Let’s think about the workload of LDC & UDC in BRO and also compare the meager Grade pay of Rs. 1900/- & 2400/- respectively which shows the stepson behavior of department as well as Govt. It’s really a time to enhance the Grade pay of both LDC & UDC trdes for natural justice

Merging LDC and UDC is not appropriate as to get promotion from ldC to UDC is not an easy job. But kindly upgrade the pay of LDC and UDC. LDC to 2400/- or 2800/- and for UDC 4200/-.
I am sorry to say that but i am not satisfy with the 6th CPC.
In an Aided School, LDC work is so hard. u can’t imagine.
it should be atleast Rs. 2400/- (GP) for LDC and Rs. 2800/- for UDC
I am working in an autonomous body. I got promotion in 1998 as UDC under grade pay 2400. Now our deptt has given acp and changed grade pay to 2800 instead of 4200. Please confirm if this is right or wrong.

It is laudable thing to know that the Central Government is contemplating to increase the Grade Pay from Rs.2400 to 4200 in respect of UDCs of CSCS grade. But what about the UDCs working in other civil Central Departments ? What is this step-motherly treatment towards other Departments ? In many civil departments due dearth of sufficient Ministerial Staff the exiting staff/UDCs are more overloaded with work. I request the authorities concerned to extend the same benefit equally to all UDCs of Central Government Departments, on par with UDCs of CSCS cadre.
It is the matter of very sorrow that the grade pay of udc and ldc is very minimum. kindly i requesed to grade pay fixation head to increase the gradepay.

1. As per the order of the DOPT of dated 22.06.2011 Govt.has decided to create a grade pay of Rs.4200/-(non functional Selection Grade to the CSCS and CSSS cadre UDC after completion of five years approved service as UDC/Stenographer.What about the UDC of Central Civil Services of different department?They are also working as the CSCS and CSSS department hence,It is requested to considered them suitable placement in the NFSG. Only UDCs of CSCS are happy what about the UDCs of other department. Whether the gradepay will be enhanced from 2400 to 4200. pls tell

It is painful when it is observed that a less qualified people of Indian Govt is getting APPROXIMATELY equal (only Rs. 100 less)Grade Pay to a qualified clerk.’LDC’ may be a post of Qualification of passing Class 10+2 level but, practically all clerks are minimum graduate. The responsibility of a clerk is much much more than a non qualified Group ‘D’ employee doubtlessly. Also promotion of LDC to UDC takes nearly 12 to 17 years of service. It may be concluded that, a graduate Govt servant (clerk) will retire having grade pay of Rs. 2800/- or 4200/- (for luckiest) after getting 3 MACP benefits. so I would like to remind a Bengali Probochon – After death of 108 vulture a clerk appears in Indian Govt Service.
So don’t be Clerk to save vulture. Nobody listens clerks.
Dear, Sir I would like to request please LDC and UDC upgration grade pay high LDC Rs. 2400/-,Rs. 2800/- and UDC Rs. 3600/- central govt. peon ka grade pay 1800/- and LDC grade pay 1900/- no difirance only 100/- difirance but LDC and UDC work is hard Ex. Budget Mantance, and all office work, but peon work is file ko laka jana every room, but LDC and UDC every office work, please please upgration grade pay of LDC and UDC.

This is a very good effort to creat pressure on the Government to upgrade the grade pay of LDCs. If Government refuses to accept that proposal, the Government may be asked to do not utilize the service of LDCs beyond their unified duty list.
I AM WORKING IN ESI CORPORATION. I AM AN U.D.C WITH PAY Rs9300/- AND GP 2400. THERE IS A BUZZ THAT LDC AND UDC CADRE WILL BE MERGED WITH GP-2800. WHAT SPECIAL BENEFIT WILL BE GIVEN TO THOSE REGULAR UDC’S AGAINST NEW APPOINTEE LDC’S.

I am present working as LDC but I bad feeling of this cadre because Maz and other pers has drown high pay instead of LDC.
I am working as UDC., in Jawahar Navodaya Vidyalaya. I was given promotion as UDC., after grant of ACP i.e. after completion of 15 years of my service. There was no monitory benefit even after promotion, except Post. As per V pay if you complete 12 years of service, we would have got 4200/- GP. i.e. next promotional cadre i.e. Office Supdt., But now Govt. changed the ACP to MACP which is not at all beneficial for the promotional categories. Promotional cadre and Non promotional cadre have become one and the same. If you work for 10 years as UDC.,in the GP of 2400 next GP is 2800/- But as per V CPC it was Rs.4200/- which is a promotional cadre. A huge loss of 1400/- in the G.P. difference. I hubly request the Govt. to look into the matter and rectify the mistake.

I AM WORKING IN BRO (GREF) WITH ALL DUE MY RESPECT AND HEART AND TO SAY THAT I AM TOO MUCH PLEASED TO HEAR THAT THE POST OF LDC WITH THE GRADE PAY 1900/- VERY POOR AS WELL HIGH WORK HIGH EDUCTION BEFORE LDC QUALIFICATION IS 10TH BUT IN THIS TIME QUALIFICATION IN 10+2 US BEING CONVERTING TO THE GRADE PAY OR 2800/-. AND PROMOTION CHANEL IS VERY SLOW LDC PROMOTION AFTER 5 YEARS COMPILATION OF SERVICE.
Sir, I have jointed Happy School in 9th March,1995 as a LDC in the pay scale of Rs.3050-4590 but after so many requests my pay scale was revised as Rs.3250-4900 in April,2000.And after that I have given promotion as an UDC in the pay scale of Rs.4000-6000 and it was revised after 6th pay commision 5200-20200 in grad pay of Rs.2400, Now I request you kindly let me know that this is right way or wrong. I am working in Jawahar Navodaya Vidyalaya, under Navodaya Vidyalaya Samiti as LDC/Store Keeper. In navodaya vidyalayas store keepers are assigned with the work of maintaining of stores and also office work. But our GP is only Rs.1900/-. It is very very injusice on our part and i request the higher officials to kindly see that the grade pay of LDCs should be increased atleast for Rs.3600/-. Further i request the Pay Revision Commission to see that the LDCs are also employees and they are the backbone of the office administration. Without LDCs the PRC committee members also cannot work. So, kindly keep the LDCs also in your minds and do justice please.
with all due my respect and heart and to say that I am too much pleased to hear that the post of LDC with the grade pay 1900/- (very poor) as well high work load is being converting to the grade pay or 2800/- (satisfactory). This is the right to any ministraial employees who are suffereing a lots with the little grade pay. Now I appriciate for who is working hard for that.

I’m working as an LDC in MES. In fact there is no unity in this cadre of clerks. Everywhere i see they are against each other and so they can’t fight for their own welfare. In this time of high prices we are getting the minimum salaries for a lot of work and responsibilities. I’m sure if there was not such unemployment nobody would join this post. The future of this cadre is hopeless and no hope can be expected from Indian Govt in nearby time. Without a strong movement no benefit we are going to get. I pray to all to keep aside their personal propaganda and to stand together for our demands to be fulfilled.

In the above RTI reply DOPT had clarified that Associations and Unions have represented for higher grade pay to LDCs & UDCs and the same is under consideration. I once again request to you if you can get the present status of the case.

If the 6th CPC recommendation may come into effect from 1.1.2010 I may have the pay scale of 5000-8000/- after rendering 24 years of continuous service because of the ACP scheme, also may have the PB-2 with GP-4200. But under te new MACP now i am only availing GP 2800/-. Don’t any one of the Administration think that is ridiculous.

NSSO, SDRD. There is no point in trusting any confederation and union that they will do some good things to clerical category. It is already 5 1/2 years have passed nothing has happened. I prey god that all clerical staff should retire on superannuation with gp Rs. 5,400. In total clerical cataeagory has been cheated by 6CPC.Earlier this was not the case. Govt treated everybody equal.Of course In pay formation 8:1 was there. What happened to that ratio. Now computer has come so work load for clerical category has come down. This is the statement of Govt. If the statement is true, is it not applicable for other cataegory for whom merger and upgradation given? Moreover we can sit at home
in front of computer and do work for foreign coutries also? when that be the case why clerical category has been looked down upon by Govt because of computer, when all kinds of work can be done through computer.
NO CONFEDERATION OR UNION IS INTERESTED IN LDC/UDC, GOVT SHOULD TAKE A DECISION AND DECLARE THESE POSTS AS DYING CADRE AS THERE IS NO NEED OF THIS CADRE, OFFICERS CAN DO ALL WORK.

Let us apply to government to convert from LDC to Gr.D. Gr.D has no responsibility but LDC has lot of responsibility and work. Only Rs.100/- difference. why we will work as LDC. Better we should work as Gr.D.
I m working as LDC in Dayanand Model Girls Sr. Sec. School, Mandir Marg, New Delhi w.e.f. 07.2008. I m not satisfy with the Grade Pay of Rs. 1900/-. I m a Graduate. it should be increase atleast Rs. 2400/-. its my request to govt. that plzzz do something for us.
in same case if a class iv employee has class 10th pass, he should be eligible for the grade pay of Rs. 1800/-, if not then it should be remain Rs. 1300/-.
qualification required for LDC is Matriculation Passed.
if i m a grauate, then there is no provision that the grade pay is increasing from 1900 to 2400.

I am working as a LGC (Lower Grade Clerk)with a grade pay of Rs.2000/- in PWD and I am entrusted with the works such as Preparation of Pay and all types of bills, all correspondence works including reply to Audit querries and RTI matters and many other work which are in time bond. The minimum qualifications to enter into the service of LGC is XII pass with pass in trade test(Typing) counducted by SSC. On the other hand the other technical staffs attached to my office are drawing a GP of Rs. 4200/- who have completed two years ITI/Diploma after X class. Further the Peons attached to my office are drawing the GP of Rs.2000/- equal to me rather they are just maintaining the files and other works without any responsibility. Further on the leave of any LGC’s we have to perform the additional works with out any extra renumerations. Since most of the works are time bonded and we have to sit in the office late night. Now I feel why I cant be demotted as a Peon from LGC with less responsibility with same salary. If the Govt. feels that there is a larg financial implication in upgradation of Pay for LDC/LGC & HGC/UDC why can’t the govt. fix a job responsibity/job allocations for the poor LGC/LDC atleast they can get the job satisfaction when compare to their Pay.

I am working as LDC in RHFW Hyderabad. All the Gp Ds in our office are trained and designated as MTS and are given GP 1900 of LDCs. This is just frustrating. We got selected as LDCs by going through the all India level SSC exam putting our vigorous efforts. But these Gp Ds without having minimum qualifications, just being trained for one week, very easily obtained the GP of LDC. The basic work of the government is done in the level of LDC/UDC, but pay is very less. I request the Anomoly Committee to kindly merge the LDC & UDC with a new and satisfiable grade pay , so as to enable us to work more efficiently without any demoral.
I agree with the comments of Sh.Brajesh,LDC of Jawahar Navodaya Vidyalaya. The duties and responsibilities of LDC in JNV are totally different to that of other departments. LDC has to attend so many duties in the JNVs. In addition to that, the LDCs are being harassed by the Principals as the Principal is his appointing authority. Therefore, power of apponiting any post in the JNVs should not be given to Principals as they are misusing the powers. The Grade pay of LDC should be not less than 2400/-.
I am working as a LDC at Army Base Workshop, and dealing in pay and allces of industrial personnel. When I see pay scale and grade of a person who are eighth pass and taking a handsome grade pay without any responsibility and work, I demoralize. Our LDC work are pull of responsibility.

)we come together and meet at one platform and make strategy to fight for our fundamental rights that equal pay for equal work.

I am working as LDC in Navodaya Vidyalaya.In Navodaya the duties and responsibility of LDC is not limited to typing,filling and register maintaining. In Navodaya Vidyalaya LDC have to do all works in JNVST,Store Keeping,Lateral entry,CBSE,Accounting,tender works purchasing works,NSS works,Escorting to students, Registration of Student roll in CBSE & CCE works (This is a high skill work)etc. Thus the result is LDC get very less salary. Hence one can say “Jo kam karta hain karnedo, Jo pata hain pane do”. If posible the Grade Pay of LDC make less than 1800 or the post of LDC & UDC abolished.

I am working as UDC. in JNV under Navodaya Vidyalaya Samiti since 2005 in the revised pay band Rs.5200-20200 with 2400 grade pay,prerevided scale was 4000-100-6000.Catering Asstt. woriking in the revised pay band Rs.5200-20200 with grade pay Rs.2400,pre-revised scale pay was 4000-100-6000.But now the pay of catering asstt. upgraded to 9300-34800 with 42oo grade pay in the NVS. What about the upgrade of grade pay to UDC in NVS.UDC of navodaya Vidyalaya is having the havey load of work and dealing the account,Budget,Income tax,Annual Account,Corpus fund account.Cash book,ledger,Service Book,Personal file. inspite of performing 24 hours. duty and staying in the vidyalaya campus.

PAY COMMISSION INCREASED GRADE PAY OF GP ‘D’ STAFF TO RS.1800/- WITHOUT ANY RESPONSIBILITY BUT THE LDC AND UDCS HAVE BEEN GIVEN ONLY ‘JHUNJHUNA’WHY ? WE LDCs AND UDCs ARE AGAIN REQUESTING TO GOVT/ANOMALY COMMITTEE TO GO THROUGH IN THE MATTER AND UPGRADE THE GRADE PAY TO 2400/- TO LDC AND 4200/- TO UDC. WE LDCs AND UDCs ARE AGAIN REQUESTING TO GOVT/ANOMALY COMMITTEE TO GO THROUGH IN THE MATTER AND UPGRADE THE GRADE PAY TO 2400/- TOLDC AND 4200/- TO UDC. LDC is assign a lot of responsible work. one other hand peons who has not assign any responsible work but the diff. between the grade pay of peon and LDC is only Rs. 100. kindly increase its 1900 at least 3600 and UDC at least 4200, thus we can manage our home easily.

i am Section head posted in place of an LDC and given work of inward and outward of the whole office. No reason was given for my transfer, it was done in a routine transfer alongwith other staff.
We are not in a position to ask the concerned officer for the reasons behind such transfer as the officer are very strong and have all the ways to harrass
WHEN WILL THIS OFFICERS BE HELD RESPONSIBLE FOR SUCH A KIND OF LOSS OF GOVT MANPOWER
NO ONE KNOW THE FUTURE OF LDC AND UDC BOTH TRADES WERE ALWAYS IN THE SHAPE OF DONKEYS AND WILL MAINTAIN THEIR STATUS-QUO IN FUTURE ALSO

My grade pay is Rs. 2400/-.
I had joined as an LDC on 21.01.1993
I have refused promotion of UDC in March 2009.
Than when will I gate benifite of 20 Years MACP ?

In KVS LDC is like a footbal. jise jee chaha aak Kik mar diya. sub staff (Gr. d) ka status + Salary LDC se better hai. they have no resposibility but LDC have too many responsibility. unhe account work bhi karna parta hai aur salary sabse kam. ise kahte hai justice.

I am working as an UDC in Tezpur Central University, Tezpur, Assam since 1998 in the revised pay band Rs.5200-20200 with 2400 grade pay,till date I have no any upgradation/financial benefit but central govt. has gave to big man to big bom Govt./pay commission is not for us only for big big man. We have nothing for the Govt..
The big man have gain 3-4 times hike salary (triple salary) but our salary hike only 2000-3000. Wah pay commission. Market is only for big man.
I am working as Office-Supdt. in JNV under Navodaya Vidyalaya Samiti since 2004 in the revised pay band Rs.9300-34800 with 4200 grade pay,prerevided scale was 5500-175-9000.Catering Asstt. woriking in the revised pay band Rs.5200-20200 with grade pay Rs.2400,pre-revised scale pay was 4000-100-6000.But now the pay of catering asstt. upgraded to 9300-34800 with 42oo grade pay in the NVS. What about the upgrade of grade pay to OFfice-Supdt in NVS.KVS is sister concerned of JNV, there the Office-Supdt is getting grade pay Rs.4600/- but in Navodaya it is only 4200/- inspite of performing 24 hours. duty and staying in the vidyalaya campus.
