OFFICE MEMORANDUM

Subject:- Modified Assured Career Progression Scheme for the Central Government Employees – Clarification regarding.

The undersigned is directed to invite reference to the Para 4 of Annexure-I of the Modified Assured Career Progression Scheme issued vide the Department of Personnel and Training Office Memorandum No.35034/3/2008-Estt.(D) dated May 19, 2009 providing that benefit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the Scheme.

Therefore, the pay shall be raised by 3% of the total pay in the pay band and the grade pay drawn before such upgradation. There shall, however, be no further fixation of pay at the time of regular promotion if it is in the same grade pay as granted under MACPS. However, at the time of actual promotion if it happens to be in a post carrying higher grade pay than what is available under MACPS, no pay fixation would be available and only difference of grade pay would be made available.

2. References have been received from various Ministries/Departments whether at the time of regular promotion/grant of Non-Functional scale, the employee may be allowed to draw the difference in Grade Pay after availing regular increment in the Pay Band and Grade Pay w.e.f. date of promotion or date of next increment consequent to MACP.

3. The matter has been considered in this Department in consultation with the Department of Expenditure and it has been decided that the Para 4 of the Annexure-I of the MACP Scheme would be modified as under :-

“benefit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the Scheme. Therefore, the pay shall be raised by 3% of the total pay in the pay band and the Grade Pay drawn before such upgradation. There shall, however, be no further fixation of pay at the time of regular promotion/grant of Non Functional Scale, if it is in the same grade pay as granted under MACPS.

However, at the time of actual promotion / grant of Non-Functional Scale, if it happens to be in a post carrying higher Grade Pay than what is available under MACPS, no pay fixation would be available and only difference of grade pay would be made available. At the time of such regular promotion/grant of Non-Functional Scale to the higher grade pay than what has been given under MACPS, the employee have the option to draw the difference of Grade Pays from the date of such regular promotion/grant of Non-Functional Scale or the date of accrual of next increment in the pay allowed under MACP”

4. This modification in the MACP Scheme is being issued in consultation with the Department of Expenditure.

  1. If a govt employee got two macp, and his 3rd macp is due after two months of his date of retirement. Whether he will get 3rd macp during his tenure of service or not, or he will get only two macp in his tenure of service.

As described by DOPT “There shall be three financial upgradations under the MACPS as per 7th CPC recommendations, counted from the direct entry grade on completion of 10, 20 and 30 years services respectively or 10 years of continuous service in the same level in Pay Matrix, whichever is earlier”. If someone taken 2 macp and his third macp die date is two months after taking his retirement(retirement date is 2 months less than 30 years service)how he will get 3rd macp.

  3. If MACP granted after the implementation of 7th CPC Recommendations, pay fixation will be done as per the Pay Matrix recommended by 7th CPC.

  4. DOPT ORDER DATED 4.7.18 CLARIFY When an employee get regular promotion after MACP he should exercise his option to have difference in grade pay either from the date of promotion or from date of increment. What should an employee do when such difference is not taken into consideration by the office ? If I insist them to pay the difference in grade pay , (grade pay on MACP Promotion Rs 4600 and grade pay after regular promotion 4800 ) reply is there is no grade pay system after 7th pay commission. Is this correct

    macp 2018 me due ha i kya 2015-16.2016-17.2017-18 ka cr very good anivarye hai . ydi very good nhi hai to kis letter no ke taht apeel kren btane ke liye dhanyvad

  6. MACP cleared says the one ovt employee should be get 3 macp in full service of good remaks track. This clarification is not clear whether cases if a employee who completed the service 29 years 7 months . he is going to retired from the service after completed the 29 year 7 months service on good track records ad he get the two financials graduation on time on good remarks of confidential report on work . please tell me is eligible for third macp benefit. or not.

  7. This clarification is not clear whether cases from 1.9.2008 have benefit from the date 1.9.2008 ie., from the date of macp came into existence and have to exercise option.

    DOPT OM dt.4.7.2017 clarifies when an employee gets promotion subsequent to getting financial upgradation under MACP and the Grade Pay applicable for the promoted post is higher than the MACP, he should exercise option to have the difference in Grade Pay either from the date of promotion or from the date of accrual of increment. Since MACP came into effect from 1.9.2008, it is not clear whether such option has to be exercised for the past cases also or this clarification is effective for the cases falling on or after 4.7.2017.
