In Rajya Sabha, Shri.Javad Ali Khan and Shri. Ramji Lal Suman have sough reply to their question (No.450 ) from the Prime Minister in the matter of Permanent Appointments Declining in Central Government Employment since 2019. The following queries were raised.
Permanent Appointments Declining in Central Government Employment
Will the PRIME MINISTER be pleased to refer to the reply to Unstarred Question 2042 given in the Rajya Sabha on 8th August, 2024 and state:
(a) whether Government has appointed more employees on contractual basis than regular/permanent appointments since 2019 till date;
(b) if so, the reasons for decline in regular/permanent appointments in Central Government; and
(c) if not, the number of contractual appointments and regular/permanent appointments in Central Government separately since 2019 till 1st November, 2024, Ministry/ Department/ PSU wise and year-wise?

(a) to (c): Government posts are filled up in accordance with the recruitment rules. However, General Financial Rules, 2017 provide that keeping in view of the administrative exigency of work, efficiency and economy of operations and unavoidable circumstances, Ministry/Department may procure certain non-consulting services and may prescribe certain detailed instructions and procedures for this purpose, without, however, contravening the basic guidelines under the rule 198 of the said rules. Ministries/ Departments engage contractual services directly.
They are also responsible for appointment of regular employees against vacant posts after completing all necessary procedural formalities. The centralized data of contractual appointments in Government Departments is not maintained.
