The Second meeting of National Anomaly Committee was held on 27th March,2010 in New Delhi under the chairmanship of Secretary (Personnel). Eleven members from Staff side and sixteen from official side participated in the meeting. DOP&T issued a copy of the minutes of the Second Meeting of the National Anomaly Committee on 4th May,2010.
At the outset, the Chairman welcomed the representatives of the Staff Side and Official Side. Referring to the interesting and fruitful discussions held during the first meeting of the NAC on 12th December 2009, the Chairman stated that some progress has been made and stated that action taken on the decisions taken in the first meeting shall be shared with the staff side.
The Chairman then suggested that issues pertaining to pensions may be taken up first for discussions as the representatives of the Department of Pension & Pensioners’ welfare had to attend another meeting, although that meeting had been postponed. The Chairman also informed that the 46th Meeting of the National Council (JCM) has been scheduled to be held on 15th May 2010 under the Chairmanship of Cabinet Secretary. The Chairman also reiterated the resolve of the Government to ensure early resolution of all the anomalies by holding meaningful discussions with the staff side.

the present guidelines fixed for direct recruitment of a candidate for the post of associate professor and professor in Universities affects the career advancement of candidates who come the ladder through Career advancement scheme. It is very depressing that teachers with a good academic calibre and talent for the best teaching are pushed down.atleast the higher end posts need to be filled by an open competition. Especially teaching posts need this to be seriously considered.All concessions are acceptable for the entry level posts. Kindly consider this in the interest of many souls who inspite of equivalent and higher capacities remain in a lower cadre
I was drawing a pay of Rs.7100/- on 1-1-2006 in the post of Assistant. I was promoted to Office Supdt on 9 Jun 2006 and my pay was fixed at Rs.7425/- in old pay. While fixing my pay due to 6th PC on 1-1-2006 – my pay was fixed as per my old Basic Pay Rs.7100/-My promotion was not taken into account. Am I eligible for one extra increment due to promotion? Can i request for pay fixation from the date of my promotion? I request u to kindly advise me in this regard.
It is learnt that upgradation of grade pay of LDCs and UDCs of CSCS cadre are under consideration. It is not understandable why the upgradation of grade pay is for CSCS only. Whereas the LDC AND UDC of sub-cadre offices/attached offices are also bears equal calibar and potential. Why this discrepancy with these posts. Already they are suffered very hard by the 6th CPC . In other words, their status/values as per 6th CPC are not much more than that of Group D. Thats why upgradation are granted to Group D and put them equal to these posts. Kindly reconsider the grade pay of these posts and provide some status by upgradation of grade pay.

Office Superintendents in subordinate offices act as Section Officers. Presently they have been given GP of Rs. 4200 which is not commensurate to theirt duties norms. It is requested to allow them GP of Rs.4800 equivalent to Section officer of Cental Secretriate Service. The duties of Office Superintendnts are more important and complicated and of multi nature than that of Section offiers of Central Secretariate. Moreover, the promotions venues of O.S. are also bleak. So they deserve for GP of Rs. 4800 initially as has been allowed to Section Offiers. Where the post of Office Supdt. Exist no post of A.O. exist. It is further requested to merge the posts of A.O. and Office Supdt. and allow them GP of Rs. 4800. initially.

Respected Sir,
Through this column i would highly appreciate your kindness if you can kindly bring into the knowledge of NAC the degrading condition of LDC’s in various Central Govt. institutions. The UDC’s as well as the LDC’s are the backbone of every establishment of Govt. without them the Govt. Offices of every Deptt. can’t run yet they are at the losing end whenever the CPC’s are made. The peons who were IVth Grade staffs whom the LDC’s used to give files for carrying to other tables now sometimes asks the LDC’s to do it himself since they are in the same pay band with almost equal Grade Pay (1,800/- and 1,900/-). Let alone this official matter the entry criteria for a peon is Class VIIIth pass whereas that of LDC is XIIth pass along-with knowledge of Computer and Typing isn’t this a matter of disgrace to ministerial staffs. Hence, it is my earnest request to you to kindly bring this matter of upgrading the Grade Pay of LDC to at least Rs.2,400/- and that of UDC to at least Rs.2,800/- in the next coming NAC meeting or let the post of LDC be abolished and give us the name of senior Peon so that we may just loiter in and around Office complex without shouldering any responsibility.

I think Government is acting like step father in case of LDCs/Clerks. Like English Monarchy he has devided and separated the Group’D’ Staff strongly associated with Clerks. As clerks have been recognised as timid and civilized white collar servants by the Royal Government he has degraded them gradually. I think no one can justify the difference of only Rs.100 compared with group ‘D'(now group ‘C’)Staff and getting of only Rs.100 after serving the Government for 10 years……………May I think about justice, Sir!
I aspire and expect a satisfactory grade pay as a junior clerk in indian railway.

Olden days clerks had very good respect for their job. Clerks were known as Babujies and the clerical job was dignified as White Collar job. But now after 3rd CPC, the clerks who are the back bone of Administration of all organization/department of Govt. of India, have been Degraded as a neglected category and it has been proved by Govt. of India in the last three Pay Commissions by equating many lower posts with LDC. To maintain the White Collar job, the poor Clerks are struggling with their
meagre salaries. Now a Peon grades which carrying the GP of Rs.1800/- is better than a LDC. Peon gets uniforms, shoes & washing allowance per month in addition to salary. So, how a clerk who have to interact with various levels of officials & public, can maintain better than a Peon with the difference of Rs.100/- in Grade Pay to maintain the decorum of office.
2. If we see in private sector, their Administration/HR Staff are having good respect and hand sum salary. Govt. of India is only keeping educational qualifications at par with private sector and asking minimum qualification 10+2 or degree with additional knowledge of Computer, Typing etc. for the post of a clerk. In postal department of Govt. of India, LDC post has been redesignated as Postal Assistant (PA) with the grade pay of Rs.2400/- in PB-1, similarly in Indian Railways also pay of clerks, is different. In Certral Sectt. Service, an Assistant is getting the GP of Rs.4600/-. Whereas, other than CSS/HQrs Departments, the grade of Office Supdt. who does Supervisory job as good as Section Officer, is getting GP Rs.4200/- in PB-2 only. This disparity is again violation
Chapter 3:1:14 of the recommendation of 6th CPC and also constitutional rights of equality. Why this kind of discreminations in pay of clerks under a single umbrella of Govt. of India.
3. In view of the above, I appeal to all the Association especially all associations made for clerks to stand firmly to sort out the pay scale issue of clerks, so that clerks would also gets equal pay for equal work as in the case of Master Craftsman Grade Pay has been enhanced from Rs.2800/- to
Rs.4200/-. I also make an appeal to the Concerned Authorities of Govt. of India to redesignate the clerical cadre as under, as common posts in Central Civil Services :-
a) Merge LDC & UDC as Office Assistant with GP of Rs.4200/-
in PB-2.
b) Merge Asstt & Office Supdt. as Executive Assisitant with
GP Rs.4600/-.
c) Admin Officer should get the GP of Rs.4800/- in PB-2
as in CSS for Section Officer based on the recommendations
of the 6th CPC.
4. The above statement, I am giving out of my 30 years of long Experience in Govt. of India Service (including field service in J&K State)as clerk. Most of the departments are not having promotional avenue for clerks according to the Recruitment Rules. So that, clerks may have to depend on ACP/MACP Schemes. As such, in the present scenario, if a
LDC with GP of Rs.1900/-,gets the GP Rs.2800/-only on completion
of 30 years service without promotion. Therefore, enhancement of
Grade Pay for Clerical Cadre as given above in Para 3(a) to (c) is very much essential atleast at this stage because Govt. is neglecting Clerks from last three decades.

PEON/DAFTRY ARE PLACED BETTER THAN LDC
Here is an example of two new entrants on compassionate ground – both joined on 1.1.2001 – one joined as Peon (VIII Standard) and the other as LDC (Graduate). Both have no Computer/Typing knowledge. The Peon has been promoted on 1.1.09 (to the rank of Daftry) and his Grade Pay is fixed at Rs. 1900/- (Minimum qualification required for Daftry is Class VIII and this rank was also Group ‘D’ till V Pay Commission). The LDC though was due for promotion on 1.1.09 was denied promotion as she could not clear the Computer/Typing Test and thus is presently drawing Grade Pay of Rs. 1900/-. Thus both the LDC as well as the Daftry are drawing the same grade pay of Rs. 1900/-. The LDC is preparing pay bills, processing the TA bills etc. and the Daftry is carrying files prepared by the LDC to the senior officers). As far as the Daftry is concerned, his work is limited which does not require any skill. Here the Peon who got one promotion will get more promotions and get his next Grade Pay would be fixed at Rs. 2400/-, whereas the LDC may work as LDC for several more years till she is exempted from passing the Computer/Typing Test, whereby losing financial benefits severely.
HAS’NT THE GOVERNMENT CONSIDERED THIS POINT. Definitely the Government should have. But why the Government has’nt come forward in increasing the Grade Pay of LDCs. The fact could be considering the more number of LDCs serving and any financial increase for LDCs may have more financial burden to the Government. Had it been a rank where the number of employees is less, then the Government would definitely have increased the Grade Pay not only to Rs. 2400/- but even to Rs. 4200/-.
WILL IT HAVE UNBEARABLE FINANCIAL BURDEN TO THE GOVERNMENT IF THE GRADE PAY OF LDCs IS INCRESASED:- Absolutely not. Why? The present rate of dearness allowance hike is expected to be not less than 9% (effective 1.7.10) and the net hike in the case of the said LDC would be Rs. 1121/- per month whereas increase in the Grade Pay to Rs. 2400/- from the existing Rs. 1900/-, the burden would be a maximum of Rs. 720/- (including all allowances) for ‘X’ class cities and for ‘Y’ and ‘Z’ much less. Thus the additional burden involved is negligible when compared to the DA hike.
Is’nt it high time the Government/Anomaly Committee consider the genuine grievances/problems and feel the cry of thousands of the LDCs and enhance the Grade Pay to not less than Rs. 2400/-.
In the event of the Grade Pay allowed to continue at Rs. 1900/- or being fixed at Rs. 2000/-, the anomaly would continue as per the example quoted above.
LET THE GOVERNMENT CONSIDER THE GENUINENESS OF THE FACTS AND ACT IN FAVOUR OF THE GENUINE CRY OF THE POOR LDCs

While discussing the Agenda No.5 (v), the representatives of the Govt. had expressed apprehension that granting an increment w.e.f. 01.01.2006 in pre-revised pay- scale to those employees whose date of next increment falls between Ist February to Ist June, as a one time measure may eventually lead to certain anomalies and therefore proposal had to be examined first. In this connection, I would like to submit that by all prohabilities, it may not create anomaly because the seniors got this benefit by taking the increment on or before 01.01.2006. However more realistic approach could be to revise the pay on the date of increment / promotion between 01.02.2006 to 01.06.2006 and allow the next increment on 01.07.2006. In this case the employees may forego the arrears for the period from 01.01.2006 till revision of pay as they will draw pre-revised pay till then.
I hope your goodself will came out with an appropriate solution to solve the anomaly. Needful to mention that my increment date was 01.02.2006 and retirement date falls on 31st March. The increment drawn for the period from 01.02.2006 to 30.06.2006, 01.02.2007 to 30.06.2007 and 01.02.2008 to 30.06.2008 in the pre-revised grade have been withdrawn and my arrears were very less than my juniors due to postponement of increment dates. Besides, it will effect my pensionary benefits because my retirement date falls on 31st March, whereas before 6th CPC, the increment date was Ist February i.e. before my retirement and my pension would have fixed after drawal of increment.
I hope, the Govt. will consider the issue sympathatically and issue necessary orders to settle the anomaly so that we are not put to regular financial loss, including pensionary benefits.

Central Government Employees General Insurance Scheme – CGEGIS
Retirement Benefits : Terminal Benefits
CGEGIS scheme provides for the CG Employees the two benefit viz.
1. Insurance cover
2. Lumpsum Payment
A portion of monthly contributions paid while in service is credited in a Saving Fund, on which interest accrues. A Government servant while entering service has to apply in Form No. 4 of the above Scheme to the Head of Office, who shall issue a sanction for the payment of subscriber’s accumulation in the Savings Fund segment together with interest and arrange for its disbursement, soon after retirement. Payments under this Scheme are made in accordance with the Table of Benefit which takes in to account interest up to the date of cessation of service. Insurance cover benefit under this Scheme is available to the family in the event of death of the subscriber. No interest is payable on account of delayed payments under this Scheme.
The scheme, which is compulsory to all Central Government Employees, provides at a low cost and on contributory and self-financing basis, the twin benefits of an insurance cover to help their families in the event of death in service and a lumpsum payment to augment their resources on retirement.
Insurance & Savings Fund:-
A portion (30%) of the subscribing is credited to the Insurance Fund and the other portion (70%) to the saving find which earns interest at eh prescribed rate compounded quarterly.
Membership :-
Employees are enrolled as members of the scheme only from 1st January every year. From the actual date of appointment to 31st December of that year, he will be entitled only to Insurance cover.
Monthly Subscription & Amount of Insurance cover :-
(X) : Applicable to all employees who were members of the scheme on 31/01/1989 and have opted to continue to subscribe at eh old rates.
(Y) : Applicable to all employees who were members of the scheme on 31/01/1989 and have opted to subscribe at the revised rates with effect from 01/01/1990 and to those who joined service on or after 01/02/1989.
Group to which the employee belongs will be determined with reference to the post held by him on a regular basis on the 1st January.
On regular promotion of a member to a higher Group after the 1st January in any year, his subscription will be raised only from the 1st January of the next year. Once an employee is admitted to the higher group, his subscription and Insurance cover will continue to be at the same rate, even if he is subsequently reverted to the lower group for any reasons.
Subscription is payable till the end of service including the month in which an employee retires, dies, resigns, or is removed from service.
Benefits Payable :-
Retirement, resignation, etc., : The employee will be paid as per the Table of benefits.
Lumpsum due to him out of the Savings Fund for entire period of membership in the lowest group.
Amount due to him for the additional units by which subscription was raised due to promotion – for the period from which the rate was raised, to the date of cessation of membership.
Death while in service : The nomination / heir will be paid.
The amount of appropriate Insurance Cover to which the employee was entitled at the time of death.
Lumpsum and amount as in the case of (a) above, for the period till the date of death.
Only the Insurance Cover, if death takes place before becoming a member.
Nomination :-
If the employee has a ‘family’, he shall make such nomination only in fovour of a member or members of his ‘family’. However, a female subscriber can exclude her husband from her family for the purpose of this scheme by a notice in writing to the Head of Office.
‘Family’ means husband, wife or wives, parents, children, a ward, minor brothers, unmarried sisters, deceased son’s widow and children and where none of the parents of the members of the scheme is alive, a paternal grandparent. If any of the nominated members of the family subsequently ceases to be the member of the family under any circumstances, nomination made members of the family in equal shares.
In absence of valid nominations under the scheme, nomination made under CPF/GPF, the amount will be paid in equal shares to the widow/widows, minor sons and unmarried daughters.
In case of absence of any eligible member of the family, the payment may be made to other legal heirs on production of succession certificate issued by a competent Court of Law.
Debarring an eligible person from receiving Insurance amount :-
If a person who, in the event of death of a Government servant while in service, is eligible to receive the insurance amount, is charged with the offence of murdering the Government servant or for abetting in the commission of such an offence, his/her claim to receive insurance amount will be suspended till the conclusion of the criminal proceedings. On the conclusion, the person, if convicted, will be debarred from receiving the share of insurance amounts, which will be paid in equal shares to other eligible persons.

Eligible for Income Tax exemption
No withdrawal / Loans / Advances are permissible
Member can be permitted by HOD to assign the insurance cover and accumulation in the savings find in favour of a recognized Finance Institutions as security for obtaining loans for construction / purchase of house / flat.

what about next national anomaly committee meeting ?
what about pay scale merger i.e. 5000, 5500 & 6500 ? Is their any result or decisions.
Assistants and PAs of CSS, AFHQ, Rilway Board etc were granted upgraded pre-revised pay structure of Rs.7450-11500 with a grade pay of Rs.4600/- w.e.f 1.1.96 vide Min of Fin, dept of Expdr Imp Cell OM dated 16 Nov 2006. However in the absence of a clearcut clarification the pay fixation particularly in respect of Assistants in posintion as on 1.1.2006 has not been done in AFHQ and in some other depts even after about a year the arrears have not been paid. As per the clarification issued by Deptt of Expdr the Assistants promoted after 01.1.2006 are getting more pay and the Assistants who were in position as on 1.1.2006 are getting less pay. With no fault of them the seniors are waiting for the stepping up. What a pitty?
what is the current status of the upgradation / pay revision in case of LDCs and UDCs. UDCs of only CSS cadre have been upgraded to Assistants but what about the LDCs and UDCs of other states and Union terriotory. peon have also been upgraded while Assistants who have initially been given 4200 grade now raised to 4600 grade pay why they have created such a huge gap between UDCs and next post in heirarchy i.e.Assistants is there anybody for poor LDCs and UDCs! thanks umrao
Is anomaly committee have point about the increae of LDC’s grade pay Rs. 1900/- to Grade Pay Rs. 2400/- and UDC’s grade pay Rs. 2400/- to Grade Pay Rs. 2800/- ?
In the sixth pay commission all cadres have got much benfefit but LDCs and UDCs have not recieved much benefit. A peon/Nurisng Orderly drawing pay near about pay of LDC very small difference, after adding PCA in the pay Nursing Orderly then it excess then pay of LDC. The qualification for LDC post is 10+2, with computer and typing test and Peon/Nursing Orderly is 8th. Please see this matter and upgrade the pay LDCs Grade pay Rs. 1900/- to Rs. 2400/- and UDC grade RS. 2400/- to Rs. 2800/-

3. WHY CAN’T MEDICAL OFFICERS TAKE DECISION ON THEIR OWN, OTHERWISE THINGS GET DELAYED AND CANNOT TACKLE EMERGENCIES EFFICIENTLY WITHIN TIME FRAME.
4. WHY THE MEDICAL OFFICERS DO NOT HAVE PROPER FACILITIES TO PROVIDE BEST OF THEIR ABILITIES AT THE GRASS ROOT LEVEL DUE TO LACK OF PROPER INFRASTRUCTURE IN AND AROUND DELHI WHEN THE COMMON WEALTH IS AT THE CORNER.
5. WHY THERE IS MAN POWER SHORTAGE AT EVERY LEVEL IN THE GOVERNMENT SECTOR, ALL THROUGHOUT THE COUNTRY WHEN A LARGE NUMBER OF MEDICAL PERSONNELS ARE COMING OUT EVERY YEAR.
THEREFORE, WE REQUEST YOU TO GIVE US YOUR ABLE GUIDANCE AND TAKE UP THE MATTER AT THE HIGHEST LEVEL AND POSSIBLY PUT OUR REQUEST IN THE FLOOR OF THE HOUSE IN THE UPCOMING MONSOON SESSION OF THE PARLIAMENT ‘2010.

PEON/DAFTRY ARE PLACED BETTER THAN LDC
Here is an example of two new entrants on compassionate ground – both joined on 1.1.2001 – one joined as Peon (VIII Standard) and the other as LDC (Graduate). Both have no Computer/Typing knowledge. The Peon has been promoted on 1.1.09 (to the rank of Daftry) and his Grade Pay is fixed at Rs. 1900/- (Minimum qualification required for Daftry is Class VIII and this rank was also Group ‘D’ till V Pay Commission). The LDC though was due for promotion on 1.1.09 was denied promotion as she could not clear the Computer/Typing Test and thus is presently drawing Grade Pay of Rs. 1900/-. Thus both the LDC as well as the Daftry are drawing the same grade pay of Rs. 1900/-. The LDC is preparing pay bills, processing the TA bills etc. and the Daftry is carrying files prepared by the LDC to the senior officers). As far as the Daftry is concerned, his work is limited which does not require any skill. Here the Peon who got one promotion will get more promotions and get his next Grade Pay would be fixed at Rs. 2400/-, whereas the LDC may work as LDC for several more years till she is exempted from passing the Computer/Typing Test, whereby losing financial benefits severely.
HAS’NT THE GOVERNMENT CONSIDERED THIS POINT. Definitely the Government should have. But why the Government has’nt come forward in increasing the Grade Pay of LDCs. The fact could be considering the more number of LDCs serving and any financial increase for LDCs may have more financial burden to the Government. Had it been a rank where the number of employees is less, then the Government would definitely have increased the Grade Pay not only to Rs. 2400/- but even to Rs. 4200/-.
WILL IT HAVE UNBEARABLE FINANCIAL BURDEN TO THE GOVERNMENT IF THE GRADE PAY OF LDCs IS INCRESASED:- Absolutely not. Why? The present rate of dearness allowance hike is expected to be not less than 9% (effective 1.7.10) and the net hike in the case of the said LDC would be Rs. 1121/- per month whereas increase in the Grade Pay to Rs. 2400/- from the existing Rs. 1900/-, the burden would be a maximum of Rs. 720/- (including all allowances) for ‘X’ class cities and for ‘Y’ and ‘Z’ much less. Thus the additional burden involved is negligible when compared to the DA hike.
Is’nt it high time the Government/Anomaly Committee consider the genuine grievances/problems and feel the cry of thousands of the LDCs and enhance the Grade Pay to not less than Rs. 2400/-.
In the event of the Grade Pay allowed to continue at Rs. 1900/- or being fixed at Rs. 2000/-, the anomaly would continue as per the example quoted above.
LET THE GOVERNMENT CONSIDER THE GENUINENESS OF THE FACTS AND ACT IN FAVOUR OF THE GENUINE CRY OF THE POOR LDCs.
I do agree with the comment of Swanpan Ghosh. the is the situation with me. After putting 24 years of service I would also got the gp. of 5400 but now it is only 4800. some one should see that such anamoli is removed in the next anomali committee meeting.
after implementation of macp, JE’s of CWC ( central Water Commission)who had completed 24 year service before 01.09.2008 are getting Rs 5400 Grade Pay whereas after 01.09.2008 are getting Rs. 4800.After completion of 30 years service they will get Rs. 6600 Grade Pay (macp III) and we will get Rs. 5400 grade Pay ( macpIII). In the same post Grade pay’s are different.What is the way to solve the such type of anomaly in grade pay in the same post of Junior Engineer of CWC?.Kindly inform.
