Subject: Representation from Government servant on service matter regarding

Madam/Sir,

I am directed to say that in the recent past, it has been observed that a lot of grievances on service related matter are being lodged in Centralized Public Grievance Redress and Monitoring System (CPGRAMS). CPGRAMS is an online platform which enable citizens to lodge their grievances to the public authorities on any subject related to service delivery.

As per the mandate of CPGRAMS, following issues are not required to be taken up for redressal:

(a) RTI Matters
(b) Court related / Subjudice matters
(c) Religious matters
(d) Suggestions
(e) Grievances of Government employees concerning their service matters including disciplinary proceedings etc. unless the aggrieved employee has already exhausted the prescribed channels keeping in view the DoPT OM No. 11013/08/2013-Estt.(A-III) dated 31.08.2015.

As per the spirit of CPGRAMS, a government employee who wishes to raise his service grievance is required to first to press a claim or to seek redressal of grievance by submitting an appropriate representation to immediate officer superior, or Head of his office, or such other authority at the appropriate level who is competent to deal with the matter.

In view of the above, all Circles are requested to sensitize all officials that instead of lodging grievance on CPGRAMS portal, to opt official channel and represent/raise service related issue to their immediate officer or to the officer designated to disposal of such grievance.

    Below message speak FACTS ON RECORD
    It is very unfortunate to inform that our GRIEVANCE PETITIONS registered with PMOPG PORTAL and CPENGRAMS Cell are not being properly reviewed or examined with reference to facts on record either by Food Ministry or Food Corporation of India.It had become a routine practice to communicate regular STOCK REPLIES by both authorities for years.

    The concerned PORTAL simply forward the same to complainant with out looking into what is sought and what is provided.

    It is also to inform that after exhausting all sources available within our reach seeking JUSTICE, we have been forced to knock the doors of Rashatrapati Bhawan Secretariat with fond hope of intervention of the Hon’ble President of India for suitable directions. But to our surprise the Grievance Petition registered with Hon’ble President’s Secretariat under No.PRSEC/E/2023/0045249 dated 26/10/2023 and the Appeal preferred thereon against the decision communicated in above Original petition Vide Appeal No.DOFPD/E/A/23/0000573 dated 15/11/2023 are both forwarded by the Under Secretary of President’s Secretariat to same officer namely Ms.Anita Karan, Joint Secretary Storage Food and PD for examination and disposal of our GRIEVANCE PETITION. The PETITIONS were disposed with the same routine stock reply generated years back.

    kindly provide circulars/orders regarding to pro rata pension under CCS pension rule 1972 now 2021 since I resigned from service after completing of 15 years service on technical ground with the approval of competent authority and joined PSU under the Ministry of Petroleum Govt of India Undertaking.
