Will the PRIME MINISTER be pleased to state:

(a) the details of references/representations received by DoPT, since August till October 2024 from various Ministries/ Departments and other organizations where CCS (Revised Pay) Rules 2016 is applicable regarding stepping up of pay of senior Government servants promoted to higher post on or before 01.01.2015 and drawing less pay in revised pay structure than their juniors who were promoted on or after 01.01.2016 under CCS (Revised Pay) Rule 7(10) read with Rule 13 of CCS (RP) Rule, 2016, Ministry/Department/organization -wise; and

(b) the number of such references which are pending along with the reasons therefor, reference-wise?

(a) & (b): Department of Personnel & Training has received only one reference – from Rajya Sabha Secretariat – during the period from August till October, 2024 seeking advice on stepping up of pay of senior Government servant promoted to the higher post on or before 01.01.2015 and drawing less pay in revised pay structure than that of the junior promoted on or after 01.01.2016 and whose pay has been fixed in accordance with the provisions contained in Rule 7(10) read with Rule 13 of CCS (Revise Pay) Rules, 2016. A reply in this regard has been sent to the Rajya Sabha Secretariat.

  1. The implimentation of MACP based pay upgradation has created very vast anomaly in Basic Pay of upper grade Officers par with their two or three level junior grade Officers. The MACP based Pay upgradation is being given only based 10, 20 & 30 years of length of Service and on based on minimum level of APARs. When these individuals are actually recruited to Non Gazetted B and suppose not taken any higher capacity promotion they are entitled basic pay(Grade Pay)of 4600 on attaining 10 yrs, 5400 on attaining 20 yrs and 6600 on attaining 30 yrs of continuous service and remaining as Non Gazetted B with out any higher responsibility. Where as these MACP received individuals who has been promoted further to the upper grade Officer Grades in Class a Gazetted posts they are not entitled any financial upgradation and holding same basic pay ( Grade Pay) on promotion and his Official responsibility par with the non promoted MACP individuals are very high in nature. Here the obedience of the junior officers also a question mark. Because they are drawing salary equal to his two level higher grade officers with out much responsibilities. In order to counter this special phenomena in cadres it is strongly recommended to grand two Annual Increment based financial benefits on each promotions after receiving the MACPs. There are instances of rejecting promotions after receiving MACPs because it is unnecessary receiving Official Load with out any financial benefits. It is the necessity of the hour to giving two increments on each promotions after receiving the MACPs wef Aug 2008.
