Honorarium to Language Teachers
FINANCIAL ASSISTANCE FOR APPOINTMENT OF LANGUAGE TEACHERS
Under its Three Language Formula, to encourage usage of Hindi and Urdu among School-going Children, the Government of India has introduced the scheme of Financial Assistance for Appointment of Language Teachers in various Government and Aided Schools of the country on 21.10.2019 till the end of the Financial year 2019-20. The scheme aims at fulfilling the requirement of language teachers in Government and Aided Schools to encourage propagation of Hindi and Urdu languages in the country.
The scheme has two parts:
Hindi teachers in Government and Government Aided Schools of North-Eastern States.
Urdu Teachers in schools of all States and UTs where 15 or more students in a class opt for it.
Part 1: Scheme of Financial Assistance for Appointment and Training of Hindi Teachers in North Eastern States
This component traces its genesis in the 2nd Five Year Plan when the Central Government started providing financial assistance for appointment to new posts of Hindi teachers in Upper Primary, Middle, High School and Higher Secondary Schools and opening /strengthening of Hindi Teacher’s Training Colleges for the training of the untrained Hindi teachers available in the States/UTs. Under the newly launched restructured ALT scheme, financial assistance as honorarium is provided for the following:
i. Honorarium to the Hindi teachers appointed by the State Governments of North Eastern States during Scheme period.
ii. Establishment/Strengthening of Hindi Teachers’ Training Colleges in the North Eastern States. The grant for this purpose shall be mostly of non-recurring nature.The liability of recurring expenditure of the college shall rest upon the concerned State Government. The proposal of establishment of new Hindi Teachers’ Training College shall be entertained in the case of only those States who do not have adequate facility for training of Hindi teachers.
iii. The quantum of assistance would not exceed the amount of salary paid to regular language teachers in the respective States or Rs. 30,000/month per teacher, whichever is less.
iv. State Governments shall ensure that Minimum qualifications for appointment of a language teacher shall be as per norms of Right of Children to Free and Compulsory Education Act, 2009 and qualifications as prescribed by NCTE.
Part 2: Scheme of Financial Assistance for Appointment of Urdu Teachers and Grant of Honorarium for teaching Urdu in States/UTs
Keeping in view the demand for promotion of Urdu, the Government of India appointed a Committee for Promotion of Urdu in the year 1972, which submitted its report to the Government in the year 1975. In pursuance of the recommendations of this Committee, the Government of India decided to launch a Centrally-sponsored Scheme of appointment of Urdu Teachers and grant of honorarium for teaching Urdu in States/UTs with immediate effect. Under the newly launched restructured ALT scheme, financial assistance as honorarium would be admissible for the following purposes:
i. Financial assistance as Honorarium for appointment of Urdu Teachers in Government and Aided Schools of all States/UTs where 15 or more students in a class opt for it.
ii. The quantum of assistance would not exceed the amount of salary paid to regular language teachers in the respective States or Rs. 30,000/month per teacher, whichever is less.
iii. State Governments shall ensure that Minimum qualifications for appointment of a language teacher shall be as per norms of Right of Children to Free and Compulsory Education Act, 2009 and qualifications as prescribed by NCTE.
