We have already told in our Article that mixed response will be there after submission Pay commission report. Confederation of Central Government Employees and Workers expressed its dissatisfaction over Pay commission Recommendation. Many Unions are not satisfied with the recommendations in 7th CPC report. indeed increase of 14.29% in Pay after ten long years is not enough to satisfy the 38 lk Central government employees and 50 lk Pensioners.
Besides all these developments, everybody hope that this recommendations will be the reference point to determine the salary of Central government Employees. After series of agitations and negotiations the central government may consider to increase the Payscale and Allowances a bit more to this level. But until then it will be the authoritative Pay scale to be revised after Cabinet Approval with effect from 1.1.2016. So Increasing expectations from central Government employees to know their revised pay according to this recommendation is inevitable.

I repeatedly asking any of the veterans, who can give a solution to my query.
My grade pay in CBI is Rs.4600/- that has been upgraded to Rs.4800/-, whereas, I am drawing the grade pay or Rs.4800/- w.e.f. 14-11-2009 as per MACP.
How may to be fixed under the upgradation ?
Am I eligible to be fixed in the next grade pay of Rs.5400/- and in the Level 9 of the matrix, as I am already drawing the upgraded grade pay since Nov.2009 ?
Present matrix does not show any benefit on promotion or uppgradation from level six to seven and eight except 3% increment.
Pay rationalisation should be group c: b: a: apex as 1 : 3 :4:8 for pay as well as all allowances.
Transport ,dress and msp in defence should be a single rate as this does not have any relation to status.
DA should be as per level of pay scale
DEAR NATIONAL JCM COMRADES,
I WOULD LIKE AIR MY GRIEVANCE (WHICH IS ALSO MY FELLOW COLLEAGUES IN MOST OF THE CENTRAL DEPARTMENTS) TO YOU TO EASE OUR MIND FROM GROWING WORRIES.
THERE SHOULD BE MINIMUM SENSE WHILE MERGING GPs/SCALES. IF THE LOWER GRADE PAY IS MERGED WITH THE HIGHER GRADE PAY THERE WILL NOT BE ANY DISCOMFORT/ANOMOLY.
IN 6TH CPC THEY HAVE CREATED ANAMOLY BY MERGING 5500 SCALE (WHICH WAS DUE TO PROMOTION) WITH THE LOWER SCALE 5000 TAKING AWAY HARD EARNED PROMOTION.
IN 7TH CPC RECOMMENDATION, THEY HAVE AGAIN CREATED ANOMOLY BY MERGING THE HARD EARNED GP 5400 (ON COMPLETION OF 4 YEARS AS PER 6TH CPC RECOMMENDATION) WITH LOWER GP 4800.
HAVE THEY EVER CREATED SUCH ANAMOLIES IN PAY BAND 4? (SECRETARY’s) – IN PREVIOUS PAY COMMISSIONS?
DO THEY KNOW HOW MUCH WE HAVE TO STRUGGLE, WITH FINAL RESULT AS ZERO?
DON’T THEY KNOW ALL ANOMOLIES WHICH ARE STILL EXISTING ARE THEIR OWN CREATION?
ADDED TO THIS IN MOST OF THE DEPARTMENTS THROUGH WRONG INTERPRETATIONS OF THE GOVT. ORDERS, THEY ARE ALSO TAKING AWAY OTHERWISE DUE BENEFITS FOR THE MIDDLE/LOWER LEVEL.
UNLIKE IN PVT SECTOR, THE MEASURE OF PERFORMANCE THROUGH ANNUAL PERFORMANCE APPRAISAL REPORT(APAR) OR DEPARTMENTAL EXAM HAVE BECOME AN EASY TOOL FOR THE OFFICERS TO PLAY WITH THE SYSTEM ACCORDING TO THEIR WHIMS & FANCIES. FINAL HIT WILL ALWAYS BE AN EFFICIENT HARDWORKING INNOCENT.
SOME OF THE DEPARTMENTS HAVE ALREADY SHOWN THEIR POWER BY NOT IMPLEMENTING DoPT ORDER & IN MOST OF CASES EVEN HON’BLE SUPREME COURT ORDER.
FOR EX.:
1. SEPT 23, 2006 ORDER OF DoPT REGARDING GRANTING OF SCALE OF PAY OF Rs.6500-200-13500 FOR PRE-REVISED SCALE OF 5500-175-900 IS NOT YET IMPLEMENTED IN SOME OF THE CENTRAL DEPARTMENT.
2. OCTOBER 16, 2015 DoPT ORDER REGARDING GIVING ONE INCREMENT IN THE PRE-REVISED SCALE IN THE CASE OF MERGED SCALE OF Rs.5500-175-9000, SOME DEPARTMENT ARE SHOWING RELUCTANCE.
PLEASE TELL ME WHERE IS THE SANCTITY FOR DoPT ORDER OR HON’BLE SUPREME COURT ORDER.
MOST OF THE STAFF IN MIDDLE/LOWER LEVEL HAVE NO RESOURCE/TIME TO CHALLENGE IN CAT/ HIGHER COURTS. ITS OUR WEAKNESS WHICH WAS MADE USE OFF.
IT’S A KNOWN FACT THAT THE PERSON WHO HAS THE SANCTIONING POWER WILL SANCTION FOR HIMSELF MORE. BUT SHOULD NOT BE AT THE COST OF HIS LOWER RANKS.
FINALLY, DEAR COMRADES, PLEASE SEE TO THAT, DoPT / HON’BLE COURT FINAL ORDER ARE IMPLEMENTED IMMEDIATELY WITHOUT ANY FURTHER DELAY BY THE DEPARTMENTS.
