Grant of financial up gradation under the Modified Assured Career Progression   Scheme

In supersession of this Department’s O.M. of even number dated 12 th January, 2010,the undersigned is directed to say that it has been further clarified by Establishment (D) Section of this Department that DR Assistants/DR Grade “C” Stenographers who have got Non-functional grade(NFG) in the grade pay of Rs.5400/-would only be entitled  for 3rd financial up gradation in the immediate higher grade pay of Rs.6600/- on completion of 30 years of continuous service or on completion of 10 years stagnation in a single grade pay, whichever is earliar.. No further financial up gradation would be admissible to such officials.

All the cadre/sub-cadre authorities are requested to deal with such cases accordingly.

    It is very unfortunate to notice that the above order No- 35034/10/2011-Estt.(D), dated 13-6-2012 has been misinterpreted by Central Water Commission, R,K,Puram , New Delhi and denied the benefit of 3rd MACP to a Group A Officer from the due date saying as later date (after 4 years from the MACP Due date) he got promotion. The intention of the DOPT order is very clear that the benefit of MACP from the due date or NFU from the appropriate date is to be given to the Group A Officer who later inducted to Group A. So one more clarification is urgently needed from the DOPT whether the 3rd MACP is eligible to a Group A Officer from the due date while reviewing his case before attaining the Retirement. His 3rd MACP was due during 2007 ( how ever w.e.f 01-09-2008). But he got 3rd promotion during November-2011 with same scale of MACP eligibility. A Junior Engineer in CWC after completion of 30 years got 3rd MACP with grade pay Rs.6600/- where as a AD(Group A) is getting only Rs.5400/- as grade pay after completing 34 years service! hence the anomaly still prevailing! One more question_ Anybody can give the details of the “Parity of two years on non-functional basis with the Officers of ‘IAS’ saying as given to all Group A officers under Organised Sector” ? !

    I,was appointed as Store Keeper (SK)in IAF in pre-revised PS.Of Rs.
    330-560 w.e.f 15 Sep.1982 and promoted as Store Superintendent (SS)in pre-revised PS. Of Rs.1400-2300.Further promoted as Senior Store Superintendent (SSS)in pre-revised PS.of Rs.5500-9000 w.e.f.02 Aug.2002.
    As per the recommendations of 6th CPC,AIR HQRS vide their letter dt.12 July 12 merged the pre revised PS Rs 5000-8000 and 5500-9000 under PB-2 with GP Rs.4200/- and merged the supervisory grade/post of SSS
    with non supervisory post SS.
    AIR HQRS. ignored my promotion of SSS due to merger of SSS and SS posts and their pay scales for granting the 2nd MACP OF Grade Pay Rs.
    4600/-w.e.f.01 Sep.2008
    I, on 12 July 2010 completed approx. 28 years of total service and completed 20 years of service as SS(from 13/07/1990/promotion of SS) due to merger of SSS grade with SS.
    AIR HQ turned down my request of 3rd MACP stating that to be eligible for 3rd MACP benefit when myself has to complete 10 years service in the grade pay of Rs.4600/- i.e on 01 Sep.2018 or has to complete 30 years of total service which ever is earlier i.e.on 15Sep.2012.
    Please clarify,whether I eligible for 3rd MACP of Rs.4800/- w.e.f. 13 July 2010 due to completing of 20 years service in the same merged grade of SS and not offering of promotion of next higher grade between this period.

  3. Please change the upgradation MACP system of LDC/Plumber/ Electrician /Mechanics which is after 10 years of service grade pay is 1900 and after 10 years of heavy work done by us be given only 2000. Please change it to Rs.2400 at least.

    Kindly refer my three e-mails dated 01/09/2010 (11.27AM, 11.33 AM and 11.37 AM) and carify my doubts regarding the MACP (2nd Financial up-gradation w.e.f. 01/09/2008) onwards. Not only myself an my senior counterparts (5 Nos.) are facing the same problem.

    It is nothing but my earnest request to do the justice of Stenographers Grade I and Stenographers Gr.II of field offices / field formations.

  6. I am interested to know, whether MACP will be granted as per existing GRADE PAY in the hierarchy of my department or it will be given as per hierarchy existing in the 6 th CPC. For eg I Am getting Grade Pay of Rs 1900/= and next Grade Pay in my Department is Rs. 2400/=. Hence I am eligible for next MACP of RS. 2400/= which is due shortly. Please Clarify.

  8. I WAS APPOINTED IN RAILYWAYS ON 21.01.1991 AS AN ASST. STATION MASTER IN THE GRADE 1200-2040 WITH A BASIC PAY OF 1200/-. IN THE YEAR 1993 I WAS PROMOTED AS ASM I IN GRADE 1400-2600.
    IN OCT 1995 THE ACCOUNTS DEPT CALLED FOR VOLUNT. AND I OPTED FOR IT AND WAS ASKED TO JOIN ACCOUNTS AS JAA WITH BOTTOM SENERIIOTY AND WAS POSTED TO GUNTKAL.
    I WAS FIXED IN 1200-2040 GRADE COUNTING THE NO. OF YEAR I HAVE SERVED RLYS AND WAS FIXED IN PAY 1320/- SAYING THAT THERE WILL BE NO PAY PROTECTION BECAUSE YOU HAVE NOT PUT IN 2 YRS OF SERVICE IN 1400-2600 GRADE AND YOU WILL BE TREATED AS A JR. FOR ALL PURPOSES.
    IN THE YEAR 2000 MAY, I WAS GIVEN AA PROMOTION i.e., 5500-9000 .
    NOW THAT I HAVE COMPLETED 10 YRS OF CONT. SERVICE IN THE GRADE 9300-34800 WITH GRADE PAY 4200, I HAVE BECOME ELIGIBLE FOR A PROMOTION IN MACP.
    WILL I GET II OR III PROMOTION UNDER MACP RULES. IF SO IN WHAT GRADE PAY AND WHERE WILL BE MY PAY FIXED FROM MAY 2010.
    PLEASE CLARIFY.

    Sir,
    I, V. Rama Murthy would like to bring the following few lines for your kind information and sympathetic consideration in enhancing the Grade Pay of Stenographers from Rs. 4200/- to Rs. 4600/- at par with Group “C” Stenographers of CSSS Cadre w.e.f. 01/01/2006 onwards.

    1. I was appointed as Stenographer Gr.III on 12/04/1983 (FN) in the O/o the Executive Engineer, Krishna Gauging Division, (Now Lower Krishna Division), CWC, Hyderabad through Staff Selection Commission, and subsequently I got promotion as Stenographer Gr.II and Posted in the O/o the Chief Engineer, K&GBO, CWC, Hyderabad since 15/03/2000 (FN). At present, I am working as Stenographer Gr.II in the O/o Executive Engineer, Upper Godavari Division, CWC, Hyderabad w.e.f. 19/01/2010 (FN).

    2. As per the recommendations of Fifth Central Pay Commission Report, the re-designation/up-gradation of Stenographers in Non-Secretariat Central Government Offices is to be made. In this regard, I already submitted three representations dated 28/01/2006, 06/08/2009 and 16/11/2009 to the Chairman, Central Water Commission, New Delhi. But I have yet receive the reply from the higher authorities. Hence I am requesting you to kindly bring the following few lines to the notice of the Chairman and higher authorities.

    A. Re-designation/up-gradation of Stenographers in Non-Secretariat Central Government Offices – Recommendations of the Fifth Central Pay Commission Report – Merge the Stenographers Gr.I and Stenographers Gr.II with a Designation of Personal Assistant (PA) at par with CSSS Cadre Group “C” Stenographers and to implement the same w.e.f. 01/01/2006 onwards.

    B. Equal Pay for Equal Work – Pay Scales of Stenographer Gr.II of Ministerial Cadre of Subordinate Offices of CWC at par with Steno Gr. “C” (PA) of Central Secretariat Stenographers Services (CSSS Cadre) w.e.f. 01/01/2006 onwards.

    C. Accordingly, the posts of Personal Assistant (Rs.5500-9000) shall be created by up-gradation of Stenographer Grade-II for stenographic assistance to the Director/Superintending Engineer in the field Offices of Central Water Commission as per the Department of Personnel & Training, New Delhi’s Office Memorandum No.35034/4/97-Estt.(D) dated 11/04/2001.

    D. For want of the desired changes in designation and upgradation of my post, I am at a loss in the fixation of my pay consequent upon the implementation of the Sixth Central Pay Commission, 2006.

    E. Once again, I humbly pray your good Offices to be kind enough to consider my case for appropriate fitment in the hierarchy along with other Stenographers(Grade I, II and III) of Subordinate Offices of Central Water Commission, for which I shall ever remain grateful.

    F. To implement the Ministry of Personnel, Public Grievance and Pensions (Department of Personnel & Training, Government of India, New Delhi’s Office Memorandum No. 35034/4/97-Estt. (D) dated 11-04-2001 forwarded vide Central Water Commission, New Delhi’s Circular No. A-49011/1/2001-Estt.IV dated 12-09-2001 / 01-10-2001, by enhancing the Pay Scale of Stenographer Gr.I and Stenographer Gr.II from 5500-175-9000 to Rs.6500-200-10500/-(PA) w.e.f. 01/01/2006 onwards.

    G. To enhance the Grade Pay of Stenographers Gr.I and Grade II from Rs.4,200/- to Rs. 4,600/- at par with Group “C” Stenographers of CSSS Cadre w.e.f. 01/01/2006 onwards.

  11. (5) Promotion channel of Stenographer next G.P.Rs.4200/- only. I think so, my Grade Pay may be Rs. 4600/- w.e.f. 01/09/2008 instead of Rs.4200/- as my juniors got the Gradepay of Rs.4600/- w.e.f. 01/09/2008 whereas my Grade Pay is Rs. 4200/-

    I am not satisfy for my case and I have some doubt. I, therefore once request you to kindly re-examined my case at the earliest and send the clarification at the earliest.

    Respected Sir,
    Grant of 2nd MACP with the GradePay of Rs. 4600/- – requrst for clarification – Regarding

    I have joined in Central Water Commission on 12/04/1983 (FN as Stenographer Gr.III. After completion of 17 years continuous service, I got promotion as Stenographer Gr.II w.e./f. 15/03/2000 (FN). Asper V Central pay Commission, I got 2nd ACP after completion of 24 years continuous service, i.e., 12/04/2007 (FN) onwards. Whereas I dod not get 2nd MACP as per V Central Pay Commission’s recommendations. Now I am drawing the Grade Pay of Rs.4200/- only. But my juniors those who have completed 20 yearsservice after 01/09/2007 onwards got the Grade Pay of Rs. 4600/- Even my seniors (atleast 4 persons) got the grade Pay of Rs. 4200/- only. What is the clarification behind this parity nobody knows. Kindly clarify the same.

    Seniots those who are completed 24 years service and got 2nd ACP (V Central pay Commission) are drawing theGradepay of Rs. 4200/- whereas the Juniors those who are completed 20 years service and got 2nd MACP (VI Central Pay Commission) aredrawing the Grade Pay of Rs. 4600/-. Why this? Kindly clarify, for which we are very much thankful.

  13. My joining date is 06.04.2002. My pay scale accepted by department Rs. 4500/- from the date of 06.04.2002 and date of joining 31.03.1997 on the notional basis.Now I am eligible for 10 year promotion under MACP.

    February,2010 for G.P Rs. 2800 (3rd MACP)- regarding
    GP. Rs. 4200-/.

    Respected Sir,

    Kindly refer to your Office Order NO.H.13012(2)/05-Adm.I. dated 22nd February,2010 for 3rd financial upgradation under Modified ACP. In this connection I have already given 2 representations regarding grant GP Rs.4200 instead GP Rs.2800 under MACPS vide Order No.35034/3/2008-Estt.(D) Deptt. of Personnel and Training on dated 19th May,2009. But as per this order/ guidelines, action has not been taken by the Department and given me GP Rs.2800 only. I am, therefore, once again submitting following points for clarification –

    (1) In pursuance of Department of Personnel & Training O.M. No.35034/3/2008-Estt.(D) dated 19th May, 2009 has not been granted GP Rs.4200 as 3rd financial upgradation under Modified ACP in my case while in the above order at Sr.No.28-B in Annexure-I. clearly mentioned that on completion of 30 years of service, he will get 3rd ACP in the Grade Pay of Rs. 4200/-. However, if two promotions are earned before completion of 20 years, only 3rd financial upgradation would be admissible on completion of 10 years of service in Grade Pay from the date 2nd promotion or at 30 year of service, whichever is earlier.

    (2) Further, it is provided in the said O.M. dated 19th May,2009 that if a Government servant has been granted either two regular promotions or 2nd financial upgradation under the ACP Scheme of August,1999 after completion of 24 years of regular service then only 3rd financial upgradation would be admissible to him under the MACPS on completion of 30 years of service provided that he has not earned third promotion in the hierarchy

    (3) In the above order clearly mentioned that who have completed 30 years of service and 2 regular promotions they may get GP Rs.4200 for 3rd financial upgradation for 3rd MACPS.

    (4) It may be pointed out that as per CCS (Revised Pay) Rules,2008 post grade S-8 old scale Rs.4500-125-7000 has been upgraded and now in our office there is no such GP Rs. 2800.

    (5) Promotion channel of Stenographer next G.P.Rs.4200/- only.

    I am not satisfy for my case and I have some doubt. I, therefore once request you to kindly re-examined my case at the earliest and send the clarification at the earliest.
