As we said earlier that the order on granting one increment  to the Govt servants whose date of increment falls between  February 2006 to June 2006 , has been issued by  the Finance Ministry  today. It is really a very good news to the Central Government Employees.All the credit must go to the  Staff Side Members of the National Anomaly Committee representing various Federations as  It is achieved  through their continuous effort and it has to be appreciated.

OFFICE MEMORANDUM

Subject— Central Civil Services (Revised Pay) Rules, 2008 — Date of next increment in the revised pay structure under Rule 10 of the CCS(RP) Rules, 2008.

In accordance with the provisions contained in Rule 10 of the CCS (RP) Rules, 2008, there will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure Will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.

2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 01.01.2006 in the pre-revised scale.

3. On further consideration and in exercise of the powers available under CCS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those central government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and thereafter will get the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008.The pay of the eligible employees may be re-fixed accordingly.

4. In so far as the persons serving in the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

    There are a number of unfortunate emplotyees whose date of birth falls on 1st July or 30th June and accordingly all such employees have retired on 30th June/ would be retiring on 30th june without grant of any increment falling on 1st july despite their completion of one years unblemished service. Despite writing to FINMIN and 7th CPC, nothing happened. I am filing a case in the CAT on discremination to such employees despite provision under Article 14 of the constitution. All affected and concerned employees are requested to provide their following details to enable me to frame a foolproof case for justice to all of them. I need their date of birth, date of joining the service, post held by them at the time of retirement, number of years of completion of service,date of increment after implementation of 4th, 5th, and 6th Pay Commission. They should also send their e mail id, mobile/landlint phone number to enable me to contact them for any further querry. No fees of any kind,whatsoever, is requested for this social service. Oly object is to seek relief for the unfortunate but deserving retired/ retiring employees. My e mail id is [email protected].     Sir, One increment to be given all LDCs who were LLB at the time of selection from 1986 onwards. It will help to all old pensioners
    who could not get any finacial benefit of their higher qualification. Minimum qualification for LDC is Matric but LLB qualified joined for age relaxation and better future. Please consider this suggestion for old retiree whoc possess this
    qualification.

    Minimum 6 month of Qualifying service is required to be eligible for annual increment. As per rule position you are not eligible for increment in 1.7.2006

    My increment before 6th CPC was 1st of May. Accordingly I approached my higher authority but they disheartened me by saying the it is not applicable for me. I want to know why ?

    What about the case of a person whose annual increment was due in May,2006 but retired on 31stJan.2006(A/N) before that date of increment i.e. 1stMay,2006? Whether such a person is also entitled to grant of one increment on 1.1.2006 since he was in service on that day(01-01-2006)? if not,such person will be in greatloss compared to other employee whose increment is in the month of May,2006 and retired on 30th June,2006 as he will get one increment on 01-01-2006 and also other consequent retirement benefit.
    please clarify the matter.If required,the matter may please be take up again for the benefit of retired employees and also for natural justice.

    I am R A Kamble Patil (Postal Assitant in Department of India post. my joining date in 07/01/2008 and i got my 1st increment in July 2009 and my all my batchmate got 1st increment in july 2008 so please help me can stipud(training) also counted for increment

    Sir,
    I had got stagnation increment on 01/02/2005. My deptt says that my next increment(stagnation increment) was due on 01/02/2007 only and hence I do not get the benefit of this order. Please clarify.

    Thanks! Thanks! Thanks to central government organisations for payment of PRIS (I) issues but payment of PRIS(I) is not sufficient to fulfill the requirements. Hence, also waiting for one increament and PRIS(G) issues due to they have to fulfill financial assistance whose childrens are studying in B.Sc./ M.Sc. etc.

    All central government eligible employees are waiting for payment of One increment is granted on 1.1.2006/ PRIS (G)/PRIS (I) issues. due to they have to pay financial assistance for their children educational expenditure whose children are studying in Diploma/ B.Sc./ M.Sc. etc.where not getting children education allowance above XII std to mninimise GPF Withdrawal. GPF advance etc. payment of PRIS(O) is not sufficient to fulfill the requirement satidfactorily.

    Is it applicable for the defence service pensioners? As my increment was due in Mar and as per OM I should get one increment in the revised pay structure.

    This order is very shameful for government and all the trade unions of Because they were thinking only for those who were recruited before 2006. but what happned to recruite’s after 2006.who get increment after 13 to 17 months.what was there fault.

    This is a fresh anomally. which should be taken positively and corrected as early as possible. Otherwise the craze of trade unions and central government jobs are diminishing. and this is very bad for indian future.

    At present there are several anomallies in 6th pay commission but trade unions and govt. become deaf and dumb about those points,so plz do some positive for those who face injustice.

    All trade,staff and officer’s unions are requested show some positive atitude for all suffering members.because all unions are fighing for there existence.plz do some positive things.

    When you got promotion, you would have been asked to exercise your option for pay fixation.If you had chosen to fix your pay on promotion date, the promotional benefit in the form of 3% of the band pay and grade pay should be given on Feb 2007 and annual increment to be given on 1st July 2007

    Sir,

    I am working as matron in railway hospital at kota Rajasthan.
    i got promotion as matron in the month of feb.2007. kindly confirm whether i am entitled to get one increment from 1st july 2007. I got my first incremenet in the month of July 2008 after getting promotion in feb.2007.

What about the case of a person whose annual increment was due in june,2006 but retired before that date in May,2006? Will such a person also be entitled to grant of one increment on 1.1.2006 since he was in service on that day?

    This is injustice for those who were joined between 01/02/2006 to 30/06/2008. because this 6th pay commission implement this recommendation after 01/09/2008.

    that’s why this order (increment) is implemented for those people also who joined between this period.
    I am not satisfied with this order. this is really injustice by government& trade unions to people like us. they never deals fairly for all peoples.

    Justice done to those whose had to wait more than 12 months to get their first increment after fixation on 1-1-2006. Any way many of those employees already got the anomaly rectified with reference to the the pay drawn by their juniors.
