Central government should not accept revision of Retirement Age below 60 years if 7th CPC recommends it

Retirement Age of Central government Employees again becomes the hottest topic among central government servants. Because some sources told that pay commission likely to recommend the retirement age of central government employees , on completion of  33 years of service or at the age of 60 years whichever is earlier. There are comments pouring in favour of and against this proposal though it is not confirmed yet …

Some of the comments/ suggestions sent by our readers are given below

SS  says :

As per the likely recommendation of 7th CPC, if a person joined the service at the age between 20-25 years, he will retire between 53-58 years. Is it the age for retirement? Definitely not!! Many young people here are commenting that early retirement at 53-59 years of age will create jobs for them. It is not a creation of jobs, but it is like robbing Peter to pay Paul. With the increase in life expectancy, the retirement age all over the world is increasing, including India where the retirement age of Govt. employees has been increased twice – from 55 to 58 years and from 58 to 60 years.

India aspires to be a developed country but no developed country in the world has the retirement below 60 years of age for its Govt. employees. On the contrary, the tendency all over the world is to increase the retirement age with increase in life expectancy and between 2004-14, the life expectancy in India has increased by 5 years. Therefore, reducing the retirement age is not justified if we go by the trend around the world.

It is interesting to note that only three countries in the world – Turkey, Indonesia and Nepal – have retirement age at 58 years and below, while most of other countries have retirement for their Govt. employees at 60 years or more. Don’t young people in these countries need employment? Does their Govt. reduce the retirement age of present Govt. employees to eliminate the problem of unemployment? The answer is, no.

Take the example of Spain where one out of 4 youth is unemployed i.e. 25% unemployment, but Spain has not reduced retirement age of its Govt. employees to give the impression of creating jobs and their retirement age remains at 65 years. India definitely does not face such a bad situation like Spain where unemployment is 25%. Then why such a drastic step to give the impression of creating jobs by rendering its already employed employees unemployed?

If retirement age is indeed reduced by the govt. to 53-59 years, India will have the dubiois distinction of being the only country in the world to retire its Govt. employees even at 53 years of age surpassing Nepal and Indonesia and behind only Turkey.

Our Prime Minister has been working very hard and has been successful in projecting the image of India in the world as the soon-to-be-a-developed country , but this image will suffer a setback if, by reducing the retirement age to as low as 53 years, India is made to be next only to Turkey where the retirement age is 45 years, the lowest in the world. Even in Pakistan the retirement age of Govt. servants was increased from 60 to 62 years, while life expectancy there is lower (67.39 years) than in India (68.13 years). Pakistan increased the retirement age despite having a higher unemployment rate (5.37) than India (3.72).

It is hoped that it is only a rumour, but if 7th CPC indeed recommends the criteria for retirement as 33/60, it is expected it will back such a recommendation with a rationale behind it. Merely the reason for creation of jobs behind this recommendation will not be fair as no other country does so – not even Pakistan! Govt. should not accept this recommendation.

Ram Avtar Parashar says:

Criteria for retirement (33 years service) is not justified because the person who enters job at an early age because of his intellect will suffer

venkateswarlu says:

The proposal of retirement on basis of 58 year/33 years is good news for unemployed educated youths. As far as existing employees concerned, please prepare mentally for retirement. I request hon. Modiji that please provide alternative work for these retired government employees in PPP.

sk sahu says:

It is great recommendations by committee specially regarding the retirement age i.e. 33 yrs of service or 60 yrs of age which ever is earlier. It will give chance to the new generation which is technically updated and sound. Hope everybody is agree.

  1. Dheerendra mishra

This is very wrong for gov employ because he is totally shocked when know about this implement

  2. professor nirvan

Great futuristic looking decidion….jo 18 saal pe chaprasi bharti hue hain aur ab second class officer tak promotion pa jate hain…unki chhuti honi hi chaiye….now a days people are getting selected around 25 only but there are People jo muft ki tankhah lene ki aadat main aa gaye….they are protesting….modiji thinks of the nation and he will take bold steps to improve the nation

  3. This will be a vulnerable mistake for union govt. if approved such proposal of retirement age.

  4. It’s a very bad decision. No developed country has d retirement age fr their government employees before 60 yrs of age..how one can accept his retirement at d age of 50-53 yrs..as they planned fr retirement at d age of 58 yrs n what about their planning fr their children’s marriages n education….this decision is gng to ruin their everything n d person vil suffer badly…i request modiji nt to apply such rules if u r applying den apply it fr everyone firstly fr politician..set equality plz.

  5. 58 years’ retirement only can b reasonable option. A person joined any service at minimum required age should not b forcefully returned at age of 51 or 54. It is not his fault to join any service at given minimum age. All his responsibilities may b left towards kids & financial plans set with retirement age.

  6. I am disagree with this proposal. It’s a bad idea to employ new generation by robbering job from employed persons. By this sudden decision many parents worried how to manage their future life, and their children education and their marriage hence government should neglect this proposal for employing newer youth by this way try to think better idea to solve unemployment in our country. should not accept this proposal at all.

  7. What ever the comments, The fact is many scientific organizations works with expertise and experience of the existing employees, Many achievements has been made by rectifying the failures before, This is not a one day affair, Regarding new tech skill is not only limited to youngsters, Even oldies are good in that, A person like me who joined the service at the age of 20, worked hard and established the department from scratch should retire at 53″. Many great scientific organizations will definitely suffer the knowledge that gained through experience

  8. Its a bad decision to retire any person below the age 60years. As people are not ready for this decision which appear suddenly to their life. as they are not ready for early retirement, this decision give them depression and a lot of disturbances in their life because they think that their retirement is on 20yrs or 15yrs latter but suddenly it is 7yrs or 8yrs back because of this they face many problems . Its a request to neglect this decision . Its not the answer to provide employed the new generation.

  9. As per 7th pay commission recommendations for retirement of central government employees is 33years or 60 years which ever is earlier. (its only roumer) but it is really implement means, now a days the age of central government employees for entering in to job is 18 years I.e.18 + 33 = 51(now a days so many youngsters are entering in young age only I.e.below 25). This is not a right time to retirement age of any employee because that employees can not planned their children’s education and marriages and his personal life also. After retirement this much early what he will do where he will go for employment. That’s why I am requesting to govt. of India please do not change retirement age and some reviewers are given to reply it is good decision on retirement age of central government employee because it is better to upcoming employees yes I will agree but still now also many thousands number of vacancies are there government can fill that, why reduced age limit for creating vacancies and if government of India is going to implement this proposal no problem but this should be implemented on when government will announced date about retirement of age of employee because who is entering into to govt jobs that persons knows and they will decide to plan they have to come or not early that means below 27 years ( 27 + 33 = 60 years) or otherwise all ready appointed employees at the age of 18 years, one student can get pune job also he will not think anything he can join because next job he will get or not he don’t know (he is having high qualification also) because up to 60 years he will be in job only.

  10. 33 years of Service or 60 Years age will be good for new entrants to CG, SG or CPSUs employees. Those who will be employed after implementation of 7th Pay Commission or other wise may be brought under 33 or 60 scheme.

If the Government is having compulsion, let it be applied to everyone i.e. first politicians then judges and everyone.

  11. Really this is a good decision and best rcomentation for 7th pay commission 33/60 age limit and service

  12. Retirement after 33 years of service is very good recommendation by 7 th CPC. 60% employee of govt after 33 years of service simply not work. Making many excuse like sugar, BP etc but they are getting salary equal to 3 to 5 times of young employee who work 3 to 10 times than old employee. They are huge liability of govt. If some one are really competent then they should not worry. They will get better job even after retirement and they can work till their health permit. This move will improve work culture in govt. and common man will get better service from govt. officials.

  13. I really don’t think this would be a right step for the govt. to take. I would suggest them first to fill up all the lying vacancies in the govt. departments and then think for such experiments.
Another thing is that children s of some employees would have not completed their studies during such early retirement and the main thing is that nowadays the employees who is recruited does not get govt. pension, they are entitled for New Pension Scheme. so how can an early retired employee can run his family without a pension.

  14. P.M.Kshirsagar

I think that it will be best opportunity to increase employment youth in govt services which are technically sound with new thoughts of development
    P.M. Kshirsagar,
    Asso. Professor,
    Deogiri college,
    Aurangabad M.S.

  15. the major hindrance to implement the proposed change is to accommodate increase in pension payment. Useful for youth. with some modifications the proposed changes can be implemented successfully.

  16. The proposal to retire after 33 years of service is a excellent one to bring efficiency by inducing fresh blood in the system. In Industrial ans paramiltary jobs one requires young legs for achieving higher efficiency which by the present retirement criteria can not be achieved.

In private companies you hardly find any aged person while govt companies are full of them whose only job is to take meetings and there are very few people to implement.

Govt companies if wanting to compete with private sector should immediately implement the 33 years work criteria especially for Industrial & bank jobs.

  17. 33/60 rule if implemented, punishes people who got job early due to their high performance in entrance procedure/interviews. All those who support this move (in the guise of supporting unemployed youth) are actually people who got into service at a later age (after multiple trials) and now want the seniors to be removed so that they can achieve undeserved positions.

  18. Flt Lt(Retired) BN Sharma

If central government empowered 7th pay commission to work on retirement age of CG employees then this move in right direction to create job opportunities for young Indian. Further ex servicemen should not worry as Govt is planning to give you so hands full, you can peacefully enjoy the retired life.So let serving age be 55/58 or 60 no matters.

  19. This will cause huge fall in share market and serious damage to many financial society.beware of the number, will be affected from this decision.many may have no burden to retire early, but there are millions with their burden contemplating the retirement age of 60.there are already so many vacancies left in numerous dptt of cg.fill them first then think about creating new vacancies.we know govt. Policy,so please don’t tell about the chances for upcoming generation.we also belong to the new generation and we earned our job competing millions.so is there any fault of mine that I got my job at the age of 21!!!I request please think about it.you don’t know who is going to serve the govt in future but You know who have been serving you for years for every day and night.be loyal to them.

  20. Aiswarya Rath

Even though this has been a very serious topic going on nowadays but every one should have that much thought if a person retires before the actual retirement then all the future plans and family settlement plans of that particular person will be shattered. This change in retirement age won’t solve any purpose of the government as many veteran and knowledgeable officers may get retired which will indeed bring the government to a higher risk. Todays generation is not that dedicated as that of the previous one. So this proposal is really a serious and would be the most depressing step by the government. I hope Modiji will think over this on a serious note keeping in mind the hopes and aspirations of the large number of simple people who have dedicated their lives in serving the government and ultimately ending their service life getting nothing as expected from the government which would be really matter of grief.

  21. Sir,
I think this is not correct because the 53 age is not for the retirement. And due to this the negative effect is created on the employer mind. So this is not correct.

  22. Criteria for retirement (33 years service) is not justified because the person who enters job at an early age because of his intellect will suffer. Moreover what will he do after the age of 53 or 54. Govt has to decide that. of course 54 is not a retirement age. This is not to be implemented.

  23. it is a very good move by govt if accepted the 33/60 whichever is earlier. Govt will get half of the salary back even though the pension is paid at half of the rate. As there are 32 lakhs central govt employees approximately 8 -9 lakh people will go out with at least 24-30 lakhs average benefits. The amounts could be invested in POSB as this is the highest interest giving nation. Only a 20% amount will go out as expenditure. If govt recruits 4 lakh employees basing on the needs who are sound in technology and young . the starting salary will be rS.30000/- AVERAGE WHICH IS VERY BIG when compared with soft ware companies also for A NEW ENTRANT WITH a wprk of only 8 hours i e also in the morning hours. The people who have served the nation for 33 years could be rested because the people who are having 18 years service are overburdened with the lethargic attitude of the seniors who are unwilling to work and also becAME WHITE ELEPHANTS TO THE DEPARTMENT.

  24. M.Palaniyandi

The proposed 7th Pay retirement scheme (ie. 33 years of service or 60 years of age whichever is earlier) is very good policy.I strongly support for this scheme. I joined in a central government job when I was 31 years old. I will be completed 28 years of service at the age 60 years,If the above said retirement scheme is implemented. However, I personally state that it is a excellent scheme, and it must be implemented w.e.f. 01.01.2016. So that it is a new way for younger highly skilled personnel (both technical and scientific).
    Jai Hind.
    M.Palaniyandi

  25. Yes if so, we accept the retirement age 33/60 which ever is earlier for creating the vacancies for youth next generation.

    Regards.

  26. Sir, If Govt. have any idea to reduce the retirement age, then they should make 60 to 58 years of age for retirement and it will be standard one. If the Govt. implement 33 or 60 years for retirement, at a time many have to retire before attaining the age of their normal retirement. The Govt. have always option to retire employees at the age of 50/55 years or completion of 33 years service under FR 56(j) without reviewing service for retention in Govt. service. So wherever, services of the govt. servant is not satisfactory, he/she can be sent on retirement under FR 56(j). So, if Govt. reduce 60 to 58 years for retirement, they will have two option to retire employees and burden of the govt. will reduce. Side by side if govt. introduce five promotion scheme instead of ACP/MACP/NFU, many of the feeder posts will be vacant for direct recruitment for young generation and also old generation who rendered long service and are due for retirement can anticipate at least one or two promotions with a better terminal benefits. Hence, I request the Gvot.to take a decision on the age of retirement which will be more favourable to employees. Thanks.

To generate jobs for younger generation , Govt should plan any thing in right direction – keeping in mind the interest of retired personnel for their survival.

  29. Our population is increasing so to give jobs to them u will decrease age but our population is increasing day by day and it will go on so how much age u will reduce .One day u will derease age up to that level that u will say take ur appointment and retirement letter together

  30. retirement age should be 33 years of service or 60 years of age which ever is earlier is justified so that new generation youth will get job.

  31. retirement age for central govt employee should be 33 years of service or 60 years of age whichever is earlier is a justified decision because after serving 33 years of service it is sufficient that the person serving 33 years should not have any liabilties and they should retire so that new generation youth will get job, we must think about them.

  32. this is good move to give the chance young and energetic mass to contribute in the development of country.

  33. I think retirement age should be reduced from 60 years to 55 years & 30 years of service. As person will free from its job early & live its own personal life also. More over if he retire at this age he have energy & time to make himself settle if he has interest to do some thing further. At 60 he will not able to do any thing and more over even in his office also he will not able to perform efficiently because of his age & health. Moreover where as responsibility & liability are concern let him pass on to his younger generation so that they will become more responsible in young age itself with out involving them in other anti social & antinational activities. If seniors will go than only juniors will get a chance. I thinks govt. must think on this move. this is the golden opportunity for encouraging young unemployed by reducing the retirement age.

  34. Mr. Modi is a very progressive PM and he is really a visionary. I hope and believe that he will not take this regressive step of accepting this recommendation of 33/60 and he would definitely show his competence by creating jobs elsewhere in some other sector and will not disturb and rob govt employees at the end of their career when they are more experienced and in a position to prove their worth. When he can impress the whole world by his dynamism and vigor at this ripe age of 65 or 66 why can’t others be allowed to work till 60 years or even 62years. Mr. Prime Minister we are looking towards you.

  35. The retirement age of 33/60 is a good move for the young and energetic educated masses. Now many students are highly qualified with intellectual as well as technically. Now many of the govt employees are working under various sectors are not yet known computer applications as there are max official jobs have been done with computerised skill. Hence in my opinion by the retirement of old and poor employyes, new young talented masses have giving chances to serve the country in better way. This will help to develop DIGITAL INDIA. Govt may kindly be considered this case immediately.

  36. IF 33/60 RECOMMENDS BY 7TH PAY COMMISSION IT IS VERY VERY BAD EFFECT ON THE ECXISTING CG EMPLOYEE BECAUSE THE EMPLOYEE HAVE MADE LAIBLITES BY THINKING 60 YEARS RETIREMENT,, HOUSE LOANS,PERSONNAL LOANS, CAR LOANS, HOUSE MODIFICATION LOANS, EDUCATION LOANS FOR HIS CHILDREN.. IF 33/60 ACCEPTED BY TRADE UNIONS THE CG EMPLOYEES AND THEIR FAMILIES WIL COMES ON THE ROADS.. AND THIS SIN WILL BE THE WHOSE ACCOUNT PL THINK TWICE///// AND NOT ACCEPT THIS 33/60 RULE PLEASE

  37. 38. Friends its amazing to find lot of people voting for 33/60 … looks like people of India r running short of compassion .. weigh the pros n cons of the issue b4 u draw conclusions .
When Modi govt promised 5 lakh jobs to youngsters, least did we expect the cpc to come out with this proposal of 33/60 Firstly how many young generation these days want to join a govt dept? secondly if the contention is abt offering jobs to younger generation.. Vacancies exist even now , recruitments have been banned from 1993, posts of ppl who have retired , compassionate appointments have been stalled for a long time ,Is the govt SLEEPING OVER these posts ?
Am hoping the govt will go thru the present scenario of vacant posts n do justice
and not let the govt employees at cross roads at the fag end of their tenure when they cant look for help from anywhere.
Like farmers next will be the cg employees who genarally plan their post retirement plans at 52-53YRS OF AGE ..n to do away with them is injustice to majority of cg employees . LET THE GOVT NOT THINK ABT THAT EVEN FOR THE NEW APPOINMENTS coz it takes group C&D employees more than 33 yrs of service to make themselves comfortable b4 they r out of service ,with liabilities of childrens education n marriages b4 superannuating.

  39. Bittu.S.Nathan

The retirement age of 33/60 is a good move. It will create greater employment opportunity to the white colour unemployed. Moreover the Goal of Hon’ble Prime Minister is Employment Opportunity to the unemployed. So the yellow leaf should fall to make way to the new green leaf.

  40. Govt should implement the criteria for retirement on 30 years of service or 58 years of age whichever attained earlier .As the unemployment of educated and talented youth is a vast problem in the country need to be solved at the earliest to minimise dissatisfaction level. As far as the central govt employees are concerned they will be satisfied only if they will be allowed to continue their job till their death. They have not ready to pay any attention towards unemployed youths of the country.

  41. G V BHASKARA RAO

Suddenly retiring sombody just by saying that he/she completed 33 years is not correct.U take my case.I have completed 34 years of service in BSNL,However still i have 07 years service for retiring at 60 years.Normally in our society, people in the age group of 50-58, lot of financial commitment will be there line children higher education, daughters marriage etc.Further, at the time of employing us when this condition was not told, how can the Govt justify it just by telling it now? It is against natural justice and will not stand in courts.

  42. R V Subba Rao

BJP tasted the effect of the idea of reducing the retirement age (Delhi elections). The same will happen in Bihar and of course, in TN BJP can never dream of any chance. If Modiji wants to make India as developed country he should learn to take everyone with him. If Government employees have to retire after putting in 33 years of service why should not politicians also retire after serving for 33 years? For this there will be no answer

  43. Tapan Mondal

Seen all the comments. I have entered in CG just after completion of B.COM (H) i.e. at the age of 21 years. I have to retire at the age 54 years. Is it wrong to get CG service at the age of 21 years in Gen. category? I have seen the so called energy of today’s youth. In CG – experience does the matter, i felt it when i was young and i also learnt from them. Those who are in favour of recommendation, i want to point out that Ram will get the job in place of Shyam, as no extra vacancies will arise since the aim of Central Govt. is to downsize the workforce. Moreover, huge vacancies are lying pending for several years. If at one go all vacancies are filled up, if 7th CPC’s recommendation is followed, what will happen to the rest of youth’s in the following years? Those talented, energetic youths who are not able to pass in the latest SSC exam, how can they compete with the more talented, more energetic youths of next years. Digital India, 10% growth in GDP etc., all are depend on the policy of the govt.as well as of the opposition. The recommendation can be acceptable,if there will be no quota system in the CG, SG etc. Tab malum hoga kitna hai dam.

  44. If the retirement age is reduced to 33 years of service or 60 years of age, then there will be vacansies up to 30 to 40% in Govt. sector.
As it is 30 to 40% vacansies are there since there was no recrutements from past 15 years.
With this only 20 to 30 % will remail in the service.
As it is in our education system students know the theory but no practical expodure.
At least to train them people are required.
As it is there is no pention scheme for 2006 recrutoris, like that all new conditions can be implemented for the new employees with
extra benifits so that they can establish in their lifes by 53/58 years.

  45. Simply, retirement at the age of 58 years is a justified one for all. Why 60 ? When at 58 one could not do for oneself as well as for family, how the belongings may be fulfilled only in a gap of only two years period. Think for others also. 33/60 may be a problematic. Only 58 wiill do a lot in every aspect.

  46. Santanu Kumar Bose

It is a matter of fact that there are already more than 6 lakhs vacancies which are not yet filled up. It is also motto of the government that minimum government, maximum governance. So, early retirement may create more job opportunity. But filling up the same appears to be distant thing.

  47. JVSR KRISHNA

Those who will be appointed or recruited wef 01/01/2016, 33/60 can be implemented, since, 7th CPC recommendations are effective from 01/01/2016.

  48. D. G. JOSHI.

here should not any limit of service also. like 33 years or 31 years. what is the benefit of early appointment of a person. it is injustice on common man.

  49. I joined 15 year back in Govt. job and I will retire at an age of 55, if 33 year/60 year rule will be implemented by 7th pay commission. I think it is a right move. I may also suffer but it is good for coming generations. Also for those who joined on or after 2004, government does not have to pay them pension, so decreaing retirement age will not put burden on government budget in future and at same time lots of new generation people will be injected in system. This will be best, I may also suffer a bit but we should be fair while thinking of current and future generation. So in my view it is the right decision if govt. implements it.

  50. D. G. JOSHI.

actually retirement age should be enhanced to 62 years and there should not any limit of service also. like 33 years or 31 years. what is the benefit of early appointment of a person. it is injustice on common man.

  51. I support the recommendations of 7th Pay commission on retirement age of Central Government Employees. It will create spaces of employment for the million educated, talented, energetic and honesty youth of India. The lethargic old govt employees have show the exit door. This idea will go long way in achieving to goal of digital India with 10 GDP Growth.

  52. ravichandran

Only the compassionate ground appointees will oppose such a move as they entered service mostly immediately completing 18 yrs of age but not because of their intellect.
They are the looser. For others it is OK.

  53. If the retirement age is reduced to 33 years of service or 60 years of age, then there will be vacancobsies up to 30 to 40% in Govt. sector. As said by Venkateswarulu, it will good for youngsters for get jobs if govt. fills them. On the contrary, govt’s down sizing effect will not get not more than 15% jobs and govt. has to incur huge expenditure by way of retirement benefits and also towards pension. It also equally effects the efficiency of the govt. servants as they will be new. Is govt. is ready for all such things?
