Dear Comrades!

Sub: Brief of the meeting held under the Chairmanship of Secretary (Pension), Government of India on 06.10.2016, to discuss 7th CPC recommendation for revision of pension of pre-2016 pensioners

In the meeting, referred to above, the Official Side expressed doubt to have details of service particulars, i.e. date of promotion and subsequent increment etc., specially pre- 01.01.2006 retirees. As such, it may not be feasible to fix-up pension, taking into account of increment received in the post from which one has retired from service.

As per opinion of the Secretary (Pension), “if recommendation No.1 is accepted, Service Record of certain persons may not be located. This will lead to number of litigations. However, we have produced certain pension dockets wherein all these things are available (where calculation of Qualifying Service was undertaken) and such option should be left with individual pensioner as per ones advantage. The Official Side lastly suggested that, parity in pension, as was granted after the recommendation of V CPC, w.e.f. 01.01.1996, may be adopted for determining the method (notional) of all pre-01.01.2016 pensioners.

Next meeting in this regard will be held at 10:00 hrs. on 13th October, 2016.

Further, the matter of National Pension System(NPS) will be referred to a separate committee. We have impressed upon the Secretary(Pension) that, four months time is running out. As such, decision on revision of pension of pre-01.01.2016 retirees and the matter of the NPS should be decided without any further loss of time. Meeting on Allowances, which was slated to be held on 13th October, 2016, has been postponed to 25th October, 2016.

  1. Thanks for the information on the meeting of the Pension Options Committee held on 6th October. The next meeting was to be held on the 13th October 2016. What is the update on that?

    The Staff Side of the National Council of JCM should point out that the vast majority of pensioners whose service details are available should not be made to suffer on the grounds that details are not available for some pensioners. The Government should atleast give ad hoc increases to pre-2016, pre-2006 and pre-1996 pensioners to bring their pensions closer to that of present batch of pensioners. This will be in the spirit of the recommendation of 7th CPC to move towards OROP for civilian pensioners.

    Good Evening,

    I am a central govt pensioner retired from Dept of Communications 6 years back. I had received 9 increments in the retiring grade.

    OROP with option 1 will only be giving the real benefit.

    The proposal given by the official side is not all worthy.

    Its significance as I understand is given below.

    As per the 5th CPC recommendation, Old basic + DA + 40% of old basic
    gives 100+125+40 = 265/100, 2.65 multiplication factor against already given multiplication factor 2.57.

    That means 2.65-2.57 net resultant only is 0.08 in the multiplication factor.

    The unions are struggling to get higher multiplication factor for all the employees.
    If and when a better multiplication factor is awarded from the present multiplication factor of 2.57,
    then the pre-2016 pensioners will be deprived of these benefits as their case will already be decided by the earlier 5th CPC fixation formula offered by the official side.

    As such, it is felt that the offer of 5th CPC fixation should be rejected.

    When all the defense pensioners’ documents are available, why not for the other central govt pensioners?

    When 7th CPC has recommended something better why we have to go for the 20 year old recommendations?

    It is the duty of govt to ensure the records are maintained and the pensionary benefits are extended to the pensioners.

    So I request you to think seriously before accepting any such proposals.

    Recommendation 1 will be advantageous to many pensioners. Cases where records are not available will be few and far between. In such cases we can think of working out parity and address the pensioner for option.
