The Department of Expenditure, through its ID Note No.2/5/2017-E.II(B) Pt, dated 04.08.2021, has provided crucial clarification. According to this clarification, no separate order is deemed necessary for the increase in HRA when DA reaches the stipulated level i.e 25% and 50% Level. The directive from the Department of Expenditure dated 07.07.2017 has laid out explicit guidelines concerning the augmentation of HRA corresponding to the escalation of DA.

Implications for Departments

The ramifications of this clarification are significant for various departments. It eliminates the need for departments to await a separate order for increasing HRA rates to the final slab. With the DA reaching the stipulated thresholds of 25% and 50%, the HRA increase automatically comes into effect. By obviating the requirement for a separate order, the administrative procedures associated with HRA adjustments are streamlined. As per the above Clarification , Now the Department has to increase the HRA rates to 10%, 20% and 30% as the rate of DA reached 50% Level w.e.f 1.1.2024 without waiting for further Orders

It is now very clear that No Specific order is required from nodal Ministry to increase HRA and other Allowances after DA reaches 50 Percent Level

    But as per Circular and 7Cpc Recommendations it is written HRA will become 10,20,30 Percentage If DA Crosses 50%
    There is word Crosses
