The List of Y Cities for House Rent Allowance (HRA) in 7th CPC based on Finmin Order is provided below.

The Cities were classified as ‘X’, “Y” and “Z” for the purpose of HRA according to the Order No.2/5/2014-E.II(B) dated 21st July 2015 issued by Department of Expenditure, Ministry of Finance [See the order].

Initially 16% of basic Pay will be paid as HRA component in Monthly salary. When the percentage DA Reaches 25% the HRA will be revised as 18%. After DA reaches 50% again the HRA will be increased to 20%List of Y Class Cities for HRA in 2020

Consequent upon combining of Municipal Council of Mathura and Municipal Council of Vrindavan and constitution of Mathura-Vrindavan Municipal Corporation vide Notification No.1799/9-7-17-8(Seema Vistar)/2016 dated 12.05.2017 of the Government of Uttar Pradesh, resulted in increase in population and hence, Mathura-Vrindavan Municipal Corporation qualifies for classification as Y class city/town for the purpose of grant of House Rent Allowance to the Central Government employees . DoE No. No. 2/4/2018-E.II(B) dated 25.2.2020.
