LTC Air Travel by Private Airlines is allowed

Now many queries have been raised that whether LTC  Air Travel by Private Airlines is allowed to visit NER , Jammu and Kashmir and Port Blair ?

According to the order issued by DoPT on 20.9.2018 , Air Travel can be undertaken by Private Airlines to go to these places in Leave Travel Concession

As the Carry Forward LTC for the Block year 2014-17 ended with 31st December 2018 and new block of LTC 2018-2021 started from January 2018 [ Click to Know LTC Block Year and Grace period] , answering  this question will help the govt servants to utilise this LTC .

Relaxation to travel by air to visit North East Region, Jammu & Kashmir and Andaman & Nicobar is extended up to 25-9-2020.

Relaxation to Travel by Air to visit to NER , Srinagar and Port Blair was extended further two years beyond beyond 25.09.2018.

Conversion of Home Town LTC to visit NER, Jammu Kashmir and Port Blair, by Air Travel is extended up to 25-9-2020 as per the Order issued by DOPT. 

Journey by private Airlines to go to NER, Jammu & Kashmir and Andaman & Nicobar

While availing the Relaxation to Travel by Air under LTC, journey by private Airlines also allowed . According to the order issued by DoPT on 20.9.2018 , Air Travel can be made by Private Airlines to go to these places in Leave Travel Concession.

As per the DOPT OM dated 20-9-2018 [ See the Order], Permission to undertake journey to J&K, NER and A&N by private airlines is granted. Government servants can undertake the Journey to Jammu Kashmir, NER and Andaman Nicobar Islands according to their entitlement.

Who are eligible to avail LTC by Air Travel?

Air Travel Entitlement is allowed for the Government Servants those who are drawing Level 9 and above. So, the Government servants entitled to travel by air may avail this concession from their Headquarters in their entitled class of air by any airlines subject to the maximum fare limit of LTC-80

The Govt Employees in Level 8 and below – From where they can undertake the Air Travel

The Government servants not entitled to travel by air are allowed to travel by air in Economy class by any airlines subject to the maximum fare limit of LTC-80 in the following sectors:

(a) Between Kolkata / Guwahati and any place in NER.

(b) Between Kolkata / Chennai, Visakhapatnam and Port Blair.

(c) Between Delhi / Amritsar and any place in J&K

LTC by Air Travel from headquarter for non entitled Government Servants

How to settle the LTC Claims if a non entitled Government Servants undertake Air Travel to visit North-East Region (NER), Jammu & Kashmir (J&K) and Andaman & Nicobar Islands (A&N) from their headquarter which is not allowed.

The DoPT order dated June 20, 2019 [Read the Order] has clarified that entitled Rail fare from headquarter to the places where Air travel entitlement starts can be allowed. The clarification is given below.

Settlement of LTC claims where a non-entitled Government employee directly travels by air from his Headquarters to the destination in North-East Region (NER), Jammu & Kashmir (J&K) and Andaman & Nicobar Islands (A&N) as opposed to their entitlement.

The matter has been examined in this Department in consultation with Department of Expenditure. It has been decided that cases of direct air travel by a non-entitled Government employee on LTC from his Headquarters to the place of visit in NER/J&K/ A&N under the special dispensation scheme, may be regulated as per their rail and air entitlement allowed under the special dispensation scheme of travel by air as under:

“Entitled class rail fare from the Headquarters/place of posting to the nearest relevant rail head (i.e. Kolkata/Guwahati/Delhi/Amritsar/Chennai/ Visakhapatnam) based on the place of visit (in NER/J&K/A&N) + LTC-80 Economy class air fare from the same rail-head to the place of visit in NER/J&K/A&N; or the actual air fare from the Headquarters to the place of visit, whichever is less.”

    This order is only in lieu of the hometown. I have availed my hometown LTC for 2014-17 but anywhere in India is available. Can I travel by Pvt airlines ? I am an entitled officer.
