Annual Increment date falling due on Leave period and its effects

If a Government servant is on leave on 1st July 2023, will it affect the increase in pay? Does it change the next increment date?

An employee on leave draws leave salary and not duty pay. So, an increment accruing while on leave cannot be drawn during leave. It will be drawn from the date of resumption of duty on return from leave. [ As per Railway Service rules]

As per the DoPT order dated 16-2-1989, If a Government employee is on any kind of leave during the date of Increment, the increased pay will be drawn only from the date on which he resume duty. [ See the DoPT Order dated 16-2-1989 ] But it does not postpone his normal date of increment in future

In the case of a Govt Servant who dies while on any kind of leave for which leave salary is payable, the benefit of the increment falling due during pendency of leave period up till date of death was allowed from its due date without waiting for re-joining duty by the Govt Servant. [ See the DoPT Order dated 16-2-1989 ]

As per the provision of Some Quasi Government organisation and State Government Service Rules ..

If the increment Date falls during the leave other than casual leave, the effect of increase in pay shall be given from the day following the day of expiry (last day) of the leave as such, without prejudice to the normal date of increment.

Will Annual Increment be granted for Work from home on 1st July 2020 ?

Government Employees are having doubts regarding work from home on Leave on Increment date and its effects.

Some may be in Leave and Some employees are allowed to work from home and some may not be able to attend duty because of Offices closed due to complete lockdown restriction.

As 1st July is one of the two dates of Annual increment for central Government employees, it is being asked that what will happen to those who are not able to attend the duty on 1st July 2020 ?

Government Servants those who are detailed to work from Home and those who are not able to attend duty because offices closed due to Lockdown restriction are no need to worry as both the cases will be treated as work from Home. So there is no question of absence or leave, hence they are entitled to draw the Benefit of Increment from 1st July 2020.

What is Annual Increment? and effect of leave on increment date

On recruitment, an employee joins at a particular level and progresses within the level as per the vertical range. The movement is usually on an annual basis, based on annual increments till the time of their next promotion

Every Central Government employee is eligible to draw increment on his salary once a year as a matter of course subject to the conditions prescribed in CCS (RP) Rule 2016

What determines the Date of Next Increment? and Leave on Increment date and its effects

The Central civil Service (Revised Pay) Rules 2016 states the following in respect of date of next Increment

Rule 10 of CCS (RP) Rules 2016 – Date of next increment in revised pay structure

(1) There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July:

Provided that an employee shall be entitled to only one annual increment either on 1st January or 1st July depending on the date of his appointment, promotion, or grant of financial upgradation.

(2) The increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under Modified Assured Career Progression Scheme (MACPS) during the period between the 2nd day of January and 1st day of July (both inclusive) shall be granted on 1st day of January and the increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under MACPS during the period between the 2nd day of July and 1st day of January (both inclusive) shall be granted on 1st day of July.

Service Criteria for Annual Increment

Qualifying period for earning an Increment is 6 Months as on date of Annual Increment.

Employees completing minimum 6 months period in the revised pay structure as on date of next increment i.e 1st July or 1st January as the case may be will be eligible to be granted the Annual increment.

How to Count the Qualifying Service for Annual Increment ?

Date of next Increment on 1st January

The increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under Modified Assured Career Progression Scheme (MACPS) during the period between the 2nd day of January and 1st day of July (both inclusive) shall be granted on 1st day of January

Date of next Increment on 1st July

The Increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under MACPS during the period between the 2nd day of July and 1st day of January (both inclusive) shall be granted on 1st day of July

1st January Holiday will be counted for 6 Months Service

However, a Government servant was to join post on appointment/ promotion on 1st of January of a year, but he could not join the post only because 1st of January of the year happened to be a Sunday or gazetted holiday, the Government servants who join posts on the 1st working day of the year will be treated to have completed 6 months of service on lst of July of that year for the purpose of granting them annual increment on that day. Counting of Leave period for Qualifying Service for Annual Increment

All Kinds of Leave other than EOL will be counted for qualifying service to grant annual Increment

i.Extra Ordinary Leave medical certificate

ii. EOL taken without medical certificate Due to the inability of Government Servant to join duty on account of civil commotion

iii. To pursue Higher Technical and Scientific Studies

Service Period which counts for Annual Increment

1.All Periods of duty

2.Service in another post, other than a post carrying less pay

3.Deputation out of India

4. Foreign Service

5.Joining Time

6.Period of Training before appointment on Stipend or otherwise [ See the Rule Position]
